Subject: Response to your letter of February 8, 1994,
re: CT 93-09, Ocean Bluff
I have reviewed your letter of February 8, 1994, regarding
notes from our meeting of February 1, 1994.
I am writing to respond to the ascertion that this
development is a "leap frog development". In response you
are encouraged to review the Zone 20 Local Facilities
Management Plan, the Zone 20 Specific Plan, the Zone 20
Environmental Impact Report, the Black Rail Road preliminary
line and grade study, previously granted approvals in the
vicinity of the proposed project (Aviara Phase
III/Cobblestone Sea Village) as well as the existing
industrial park located within 1000' of the proposed
project. In light of these items it is difficult to
understand how this application could be defined as "leap
frog development."
After years of City required and directed planning for the
development of this area and the property owners incurring
hundreds of thousands of dollars in facilities plans,
specific plans and environmental review, it is difficult to
understand how this area is different than any City approved
Master Plan area.
The Ocean Bluff site would obviously require off site
improvements for circulation. This is not unlike the
recently approved Aviara Phase III project, the Cobblestone
Sea Village Project, or the City's Villas project.
Requiring grant deeded easements prior to tentative map
approval is unreasonable. The standard requirement is that
the applicant deliver a letter of intent from each property
owner prior to tentative map approval. The appropriate time
to obtain deed documents is concurrent with final map
recordation after required improvement plans and dedication
documents have been completed and road alignments are fixed.
In fact, as far as Black Rail is concerned, design and
partial construction will probably be complete prior to
Ocean Bluff recording a final map due to local property
owner efforts.
Secondary access has been our focus with the staff for at
least 4 months. Alternatives have been evaluated. In fact
the staff has been advisad that the northern alternative was
found to be infeasible.
The applicant has obtained preliminary cooperation from
surrounding property owners for an improved two lane east -
west emergency/secondary route that would connect to the
Bramalea Mariners Point circulation system, or Camino de Las
Ondas. This approach effectively deals with the issue of
continued agricultural access in addition to providing
legitimate secondary access. The ultimate Ocean Bluff
circulation system implements the Specific Plan and provides
for continuity and efficient circulation as depicted in the
Zone 20 Specific Plan.
The remaining issues raised in your letter are legitimate
concerns that are in the process of being addressed in
preparation for our next meeting. It is suggested that the
focus of that meeting be directed to circulation.
