Subject: OceanbluffCT 93-09/HDP 93-09/SDP 93-07/ZC 93-04 - LCPA application request
Dear Anne:
Thank you for your letter of May 15, 1995 regarding issues on the Oceanbluff project that must be
resolved before scheduling the project for public hearing.
I am specifically responding at this time to the determination made regarding the need for a Local Coastal
Program Amendment. I am enclosing a copy of Map Y from the certified Mello IILCP (1985) with the
subject site emphasized. Please note that the site is designated for Low Medium residential use at a
density of 0-4 dwelling units per acre.
The proposed project and rezoning requests simply implement the Land Use Plan portion of the existing
certified Mello II LCP and are consistent with the provisions therein. As a result, there should be no
need to amend the LCP.

Subject: Submittal of plans for final sign off
Dear Anne:
In follow up to our conversation of this date please find four copies of the tentative map and landscape
plan revised to reflect the changes requested in your last letter (May 15, 1995).
The LCPA application has been filed as requested and a check list addressing previously requested and
submitted items was forwarded on July 20,1995.
Based on our conversation of this date it is understood that the Ocean Bluff project conditions of approval
will provide the option, through an affordable housing agreement, of pursuing an off site alternative to
meet its affordable housing obligation. This condition should also address the split of the existing on site
affordable housing lot into a maximum of 4 single family lots meeting the development standards of the
underlying zone and the Specific Plan, without the necessity of amending the rest of the tentative map
approval.
It is understood that the plans submitted with this letter will be distributed for final clearance by the other
reviewing departments, that draft conditions of approval will be prepared and a tentative Planning
Commission hearing date established.
I will contact you tomorrow to discuss the tentative Planning Commission hearing schedule so that I can
schedule the preparation and delivery of the various items required to be submitted prior to the hearing.
Thank you for working with us to resolve the affordable housing issue and move this long standing project
forward.
