HomeMy WebLinkAboutCT 94-01; Poinsettia Shores; Tentative Map (CT) (5)City of Carlsbad Engineering Department March 15, 1994 Ron Martin Ron Martin and Associates 755 Canyon Road Geyserville, CA 95441 PRELIMINARY PONTO ROAD REALIGNMENT AND GRADE STUDY Thank you for the opportunity to review the preliminary alignment study for the proposed Ponto Road realignment within the western portion of the Poinsettia Shores master plan. To begin with I must stress that this is the last informal preliminary review that the City will provide on this project. Any further reviews must be made through the formal preliminary review process and must be accompanied by a written authorization from the legal owner of the property. The proposed realignment of the Ponto Drive intersection with Carlsbad Boulevard appears to be acceptable from an engineering standpoint. There are of course several major issues that should be more thoroughly addressed prior to making a formal submittal as follows: 1) The proposed realignment impacts several parcels owned by Mr. Dale Schreiber. You will need to contact Mr. Schreiber and solicit his participation on the proposed realignment. 2) The proposed land uses for the western Poinsettia Shores project as well as the Schreiber and City property should be outlined so the City may review the project in a land use context. 3) The City is considering a realignment of Carlsbad Blvd which may move the edge of the road slightly to the east of where you show it on your plan. This proposed alignment should be available in the next couple weeks for your consideration and incorporation into any future proposal. 4) The disposition of the City owned right-of-way will need to be considered. The proposed realignment of Avenida Encinas is a big concern. The existing alignment shown on the approved Master Plan amendment was carefully considered and accepted by all parties having an interest in the property. We understand the reason for the realignment is to accommodate the City's intersection spacing distance on Carlsbad Blvd with the proposed Ponto Drive intersection. The City would be willing to consider a small reduction in the intersection spacing to preserve the existing alignment. We do not wish to have the beginning of the curve on Avenida Encinas move closer to the Boulevard. The existing tangent section was designed to allow for a road access into the western master plan properties outside the curve area. It is unlikely that a single access from the new Ponto Road under the railroad bridge to the property south of Avenida Encinas would be adequate to serve the southern property without a secondary access into the site. Therefore, the only acceptable solutions appears to be a slight reduction of the standard intersection spacing on Carlsbad Blvd or to extend the realignment of Avenida Encinas into the eastern master plan area in a manner that preserves the tangent distance on Avenida Encinas. This second alternative will require the concurrence of the east side property owner prior to making any submittal on a proposal of this nature. Again, thank you for the opportunity to review your preliminary plans and we will await a formal submittal in accordance with the terms noted above.
