The Engineering Department offers the following answers to the questions raised by
the McQuade's;
1) The North Beach Planning/Traffic Study has addressed the need for
emergency access in the area and did not recommend a through
connection.
2) The Fire Marshall testified at the public hearing that he did not have a
problem with access to the area.
3) Other than on the project site, the only other through access from Olive to
Date would be within the railroad/North County Transit District right of way.
This would place the access approximately 20 feet away from the tracks if
NCTD and the Public Utilities Commission would allow it.
4) To condition this project to provide access for the benefit of the general area
may constitute a "taking" of private property. Reimbursement would be
required. The condition would also require a complete redesign of the
project since the suggested access would not meet Engineering
requirements in its present design.
5) The existing lot next to the McQuade's property slopes gently from West to
East. The* respective topographic elevations are from 43 to 40 with the
average being 41.5 feet. The proposed pad elevation is 43.2 making the
average change in elevation 1.7 feet. This places the proposed pad 1.3 feet
below the McQuade's pad.
