To clarify, your study and its exhibit 2 indicates that a wall is required along Interstate 5 such that top of wall is at evaluation 114 and 115 as indicated on exhibit 2. The wall height of 6 feet on exhibit 2 is an approximation, with the actual condition being only that the top of wall, top of burm or natural topography be at elevations 114 or 115 as indicated, to mitigate freeway noise.
