NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN to you, because your interest may be affected, that the Planning
Commission of the City of Carlsbad will hold a public hearing at the Council Chambers, 1200 Carlsbad
Village Drive, Carlsbad, California, at 6:00 p.m. on Wednesday, May 20, 1998, to consider a request for
the certification of an Environmental Impact Report, and approval of Candidate Findings of Fact, a
Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program, a General
Plan Amendment, Zone Change, Specific Plan Amendment, Local Facilities Management Plan
Amendment, Tentative Tract Map, Site Development Plan, Planned Development Permit, Hillside
Development Permit, and three Special Use Permits. This project entails the subdivision of a 39.9 acre
parcel into 172 single family lots, a multi-family lot and 1 open space lot and the development of 172
market rate single family homes, 50 affordable apartments, and 28 second dwelling units. The project
also includes the mass grading of the adjacent 17.6 acre commercial site across future College Boulevard
and its use for the storage of recreational vehicles per the requirements of the Planned Development
Ordinance on property generally located at the northeast and southeast corner of the intersection of El
Camino Real and College Boulevard in the Office/General Commercial/Limited Control Zone in Local
Facilities Management Zone 15 and more particularly described as:
A portion of Lot "B" of Rancho Agua Hedionda, in the City of Carlsbad,
County of San Diego, State of California, per Map thereof No. 823, filed in
the Office of the County Recorder of said County, November 16, 1896 and
Lots 1-11 of CT 83-36 per Map No. 11242 as recorded in the Office of the
County Recorder of the San Diego County Map 23,1985.
Those persons wishing to speak on this proposal are cordially invited to attend the public hearing. Copies
of the staff report will be available on and after May 14, 1998. If you have any questions, please call Brian

The time within which you may judicially challenge this Environmental Impact Report, General Plan
Amendment, Zone Change, Specific Plan, Local Facilities Management Plan Amendment, Tentative Tract
Map, Planned Unit Development, Hillside Development Permit, Site Development Plan, and three Special
Use Permits, if approved, is established by state law and/or city ordinance, and is very short. If you
challenge the Environmental Impact Report, General Plan Amendment, Zone Change, Specific Plan,
Local Facilities Management Plan Amendment, Tentative Tract Map, Planned Unit Development, Hillside
Development Permit, Site Development Plan, and three Special Use Permits in court, you may be limited
to raising only those issues you or someone else raised at the public hearing described in this notice or in
written correspondence delivered to the City of Carlsbad at or prior to the public hearing.

NOTICE OF COMPLETION OF DRAFT ENVIRONMENTAL IMPACT REPORT
NOTICE IS HEREBY GIVEN THAT the City of Carlsbad has prepared a Draft
Environmental Impact Report (EIR) in accordance with the City of Carlsbad Environmental
Protection Ordinance (Chapter 19.04 of the Carlsbad Municipal Code) for The Terraces at Sunny
Creek. Proposed land uses include residential and commercial. The project is generally located
immediately adjacent to the east of the intersection of College Boulevard and El Camino Real.
The Draft EIR is on file with the City of Carlsbad Planning Department, located at 2075 Las
Palmas Drive, Carlsbad CA 92009 and copies of the Draft EIR are available at: (1) City Clerk's
Office, 1200 Carlsbad Village Drive; (2) Carlsbad Main Library, 1250 Carlsbad Village Drive;
and (3) La Costa Branch Library, 6949 El Camino Real, Suite 200. The Draft EIR will be
available for public review and comment until December 12, 1997. All comments on the Draft
EIR must be submitted in writing to the following City of Carlsbad contact: Brian Hunter,
