We actually have a site plan which shows where the corrals go, since they were sited when Albertson's and GTP redid the so called "Exhibit A" site plan to the Declaration of Restrictions which encumbers the Center, to convert the compact spaces to full size spaces. I will fax this to you. The cart storage areas are effectively A regular sise parking spaces. However, the parking count did not include these cart corral areas, so the addition of cart corrals at this time will not affect the number of spaces in the center, since their inclusion had been contemplated by the Albertson's planning staff in Boise. Whatever you can do to expedite whatever the City needs to do (hopefully, nothing) would be appreciated. If you have any questions, give me a call. The project is the development of an Albertson's grocery store, other outlying retail buildings, and a gas station. Many of the project's permits contain a condition which states "This approval shall become null and void if building permits are not issued for this project within 24-months from the date of project approval." During the review of the project conditions, it has been identified that the 24-month timeframe in which building permits are to be issued is rapidly approaching. In reviewing the project's status at this time and remaining work to be completed prior to building permit issuance, it is unlikely that building permits could be issued by the September 15, 2002, expiration date. The City approved the project on August 4, 1998, and the Tract Map for the property recorded September 15, 2002. The City has determined that the 24-month period would begin from the recordation of the tract map. At this time, the City suggests that applications be submitted as soon as possible and prior to September 15, 2002, to the City to amend the project's permits to modify or extend the 24-month period so the project does not become null and void. This issue has placed the project in abeyance since February. On Friday at an all hands meeting attended by six representatives and consultants of LCWD and fourteen representatives, contractors and consultants of Albertsons, the means, methods and standards by which the LCWD facilities are to be installed was discussed in detail, one facility at a times and agreement was reached. Albertsons is scheduled to have revised plans to LCWD by December 5, 2001 and LCWD is expected to have comments back to Albertsons by December 12, 2001. Work on the LCWD facilities is expected to be in a position to commence by December 17, 2001, if all goes according to plan. One of the consequences of the solution is that the Albertsons building will be downsized somewhat. Albertsons will have the elevations available by November 28,2001 and we would like to meet with you then to show you the new elevations. I have suggested to Albertsons and Albertsons has agreed that the elevations look virtually like what the city approved, except to the extent they change due to the modest downsizing of the building. I would like you to send to me an application for a staff finding of substantial conformance so that Albertsons is in a position to make such application on November 28, 2001 if the staff believes that such application is necessary or advisable at that time. Because this project is in a very high profile location and has been the subject of repeated and understandable inquiry and concern by Councilmembers and Planning Commissioners, we would like to have Gary Wayne attend the meeting as well. Albertsons will be represented by Mark Steinman, who is the head of construction for Southern California, Jeff Dierck, Senior Real Manager and John Le of Courtney Le Architects, the project architect.
