SUBJECT: CT 98-12/SDP 98-22 - MAGNOLIA GARDENS REVISED PLAN
City Departments have reviewed the revised plans for the Magnolia Gardens Project.
Attached is a list of revisions which need to be made to the plans in order for project
conditions to be prepared and a subsequent public hearing date scheduled.
Should you have any questions concerning the requested revisions please contact me or
Frank Jimeno. Also enclosed are redlined checkprints of the plans to assist you in making
the necessary revisions. Please return the redlined checkprints with four sets of revised
plans.

Revise the street section for Streets “A”, “B”, and “C” to provide for a 60 foot
right-of-way. This affects sheets 1 and 2.in addition to the Preliminary Landscape
Plan.
Signatures are needed on sheet 1 of the tentative map for the owner, developer
and engineer of, work.
Include a limits of grading symbol in the legend and use this symbol to plot the
location of the limits of grading on sheet 2.
Under the “Grading Data” section of the legend on sheet 1 please remove the word
import as the project is proposing to export soil.
Change the number of average daily trips for the project to 140.
On sheet 1 please list the source of the topography used for the plan.
Note 1 must be revised to indicate that final grades are subject to change in final
design “subject to compliance with the City of Carlsbad’s Substantial Conformance
Policy.”
Provide dimensions on the plan for Assessor Parcel number 205-220-l 2.
Provide spot grades for adjacent properties in locations noted on sheet 2.
Revise building setbacks to accommodate the changes to lots resulting from
accommodating the required 60 foot right-of-way for the proposed public street.
Clarify if the retaining wall parallel to the southern boundary of Lot 1 is proposed
offsite. If so indicate if a letter of permission has been obtained by including a
reference on the plan and submitting a copy of the letter. The proposed wall
exceeds the maximum height limit in the front yard setback. Please revise.
Plot on sheet 2 the intersection spacing distance between Street “B” and the
intersection of Valley Street and Magnolia Avenue.
Show all existing and proposed street lights on the project plan.
With the revised plan sets please submit the building elevations and floor plans for
the unit containing the second dwelling unit.
Please provide an exhibit drawn to scale plotting the building footprint for the
proposed plan containing the second dwelling unit on Lot 8. Include the lot
dimensions and required setbacks.
16. Provide a copy of the soils testing and analysis report prepared to evaluate the
potential for soil contamination due to historic use, handling, or storage of
agricultural chemicals restricted by the San Diego County Department of Health
Services.
17. To prevent having to notice a second time for the required Second Dwelling Unit
Permits the applications and fees for the two second dwelling units being proposed
could be submitted at this time and processed concurrently with the Tentative Map
and Site Development Plan. If the lots to contain second dwelling units are not
known with certainty it may be advisable to submit the Second Dwelling Unit
Permit requests in the future. At that time the adjacent property owners would be
renoticed of the proposed units and have an opportunity to request an
administrative hearing.
Engineering:
1. All new and future streets need to meet local street standards with a 60-
foot right-of-way and 40 feet curb to curb dimension.
2. Pedestrian ramps need to be shown at all street intersections. All pedestrian
ramps need to be in the public right-of-way.
3. Please submit a drainage analysis including a hydrology report based on the
new configuration. Consider the existing capacity of the downstream
system. The analysis also needs to include a before and after development
determination of water discharge. Add an inlet on the east side of “A”
Street by Magnolia Avenue.
4. Indicate what you propose to do with the existing Type “F” catch basins.
5. Show typical lot drainage.
6. Show driveway slopes.
7. Show sight distance corridors at all local street intersections. No object over
30 inches in height from the street level is allowed in these corridors.
8. Please submit a letter from the neighbor to the north stating agreement with
the proposed grading in his property. A temporary slope and construction
easement will be required prior to any grading.
9. Please use correct water district name.
Fire Department:
1. The applicant should provide at least thirty-six feet of street width in order to
permit parking on both, sides of Street B. The thirty feet proposed will prohibit
parking and create an enforcement problem. Thirty-two feet is not advisable either,
for the same reason.
2. Lot 12 is served by a narrow driveway. Any structures proposed must be
protected by automatic fire sprinkler systems.
3. Proposed hydrant locations are OK.
