Planning Commissioners 1635 Faraday Avenue Carlsbad, CA 92008 RE: Thompson/Tabata Project Dear Commissioners, After reviewing the development plans, observing the city staffs' and developer's' presentation, at the November 7th Planning Commission meeting, I have three major concerns I wish you would review before approving the proposed development. These concerns are the opening of Rose Avenue, the transition from Spinnaker Hills to the new development, and providing public access to the Aviara public trial through the new development. Opening Rose Avenue By opening up Rose Avenue and adding over 760 daily trips to Daisy Avenue, you will be allowing a bad situation to become worse. This point has taken increased importance after observing the aftermath of an accident on Daisy Avenue two houses below Rose Avenue on November 10, 2001. This accident appeared to be similar to one a few months back in which a car ran into two parked cars at the same location. All I can think of is what would have happen if those two cars were not parked on the street. Would the car have hit the house or worse hit someone walking on the sidewalk? Please please please look at all other options before putting this burden of 760 additional trips a day on Daisy, on Spinnaker Hill residents. Some other options include: • Placing two openings on Poinsertia, making one of them as right turn only. • Going with only one opening on poinsettia leaving Rose closed. • Opening Rose Avenue but placing a median restricting left hand turns on to Rose along with opening up Daisy at the top into Aviara. Transition from Spinnaker Hills to the New Development The current plan calls for new homes on Rose Avenue to be placed on lots that are six feet higher in elevation than that of the existing houses in Spinnaker Hills. This higher elevation is going to be magnified by having a two-story home placed next to the single story Spinnaker Hills home. Also the size of the homes in the new development will be double the size of the Spinnaker Hills homes. This higher elevation problem continues up the hill placing two story homes on six foot elevated pads, overlooking the single story Spinnaker Hills homes on Foxglove View. Aviara Trail Access As noted in the goals of the city to have a city wide trail system, I was surprised to see no public access to the Aviara public trial in the new development. This issue has been discussed with the developer. It was determined that placing the access at the top of the development where the proposed houses back up to the Aviara trial, would be a feasible option. Please make this a condition of the new development to help obtain the city's goal of providing a complete citywide trial and not isolating certain neighborhoods.. As a long time resident of Spinnaker Hills, I come to appreciate the beauty of our neighborhood. Please take the above issues into consideration when reviewing the project. The residents of Spinnaker Hills are not against the new development, but are against losing what brought us to Carlsbad and Spinnaker Hills.
