SUBJECT: SUMMARY OF 1/13/03 CITY MEETING
DATE: JANUARY 15,2003
The following summary organizes the determinations made at the City project meeting
held on Monday, January 13. Outstanding issues, including issues resolved at the
meeting, are bolded. The agreed-upon resolution, if determined, follows each.
• Model Complex Plans
o Mylars submitted
o Signature waits on:
• City Council hearing on 1/21 to decide on winter grading
• Posting of demolition bond
• Posting of performance bonds Rick submitted requests to City
in September. I have a call into Donna Harvey to confirm status
• Model complex landscape plan status Larry Black told IVY
that a model landscape plan is not necessary. Model plans overlap
with Phase i, which is nearly complete. I have confirmed this with
Mike Grim—Landscape Phase i will cover Models. Permit may be
released even if plans are not signed, provided that the remaining
corrections are minor. Joseph believes this to be the case.
• Phase i
o 2ndplancheck completed
o 3rdplancheck to be submitted about 1/17
• Issues:
• Appraisal of remaining ROW. Clyde will have
Anderson Breyband (sp) issue a letter of estimate for Stan
Pac to use to secure transaction. Clyde gave appraisal fee
letter ("$4,000 Letter") to Brian U.
• Slope easements. These are addressed via CC&Rs, not
easements. Clyde OK'd this.
• SDG&E quitclaims. Noted on maps, documents
prepared. Not an issue.

• Retaining Walls: plantable walls. Walls are shown as
plantable on Phase ilandscaping. Need detail of plantable
wall construction to include in building permit package. Zac
is working with Charles to resolve this issue.
• Retaining Walls: advance permits. Clyde will prepare
a map for Building which authorizes the release of permits
for all phase i walls.
• Phase 1 performance bonds. Rick St. John had not
submitted requests to City to prepare paperwork. As of
1/15/03, he will submit request ASAP.
• Phase 2
o PC 2 corrections complete except for improvement plans.
Improvement plans given to Rick St. John to complete PC 2.
o PC 3 submittal anticipated in 2 weeks.
* Issues:
• Drainage from Thompson access road to Spinnaker
Hill and Vista Pacifica RBFwill create an exhibit
illustrating an additional detention basin
• Letter to condo association accepting drainage.
Clyde agreed that this is unnecessary because project
reduces flows (improves current condition).
• Tabata alternatives issue Show only the ultimate
condition and creation of all legal lots. If situation cannot
be resolved prior to completion of Phase i, building pads
will not be graded for affected lots.
• Trash haul route approval and permit. Clyde will
hand-deliver Phase 2 to the traffic department for review of
the haul route. Trash removal may begin in advance of
Phase 2 grading permit under City's Agricultural Trash
clause. To obtain permit, a letter must be submitted to the
City detailing: limits of work, equipment to be used, haul
route, and section of code exempting this area from
standard grading ordinance procedures. JHA will draft
letter.
• Phase 3
o Submitted for 1st PC on 1/7/03, accepted by City on 1/13/03
• SDP SCE
o Redline plan RBF will send a copy to JHA to submit to Clyde so that the
confusion is resolved

• Alyssum Improvements
o RBF is ready to submit mylars
• Issues:
• "Comply with all conditions of approval" Rick
clarified that this was a formality and no conditions were
outstanding
• Advance grading letter JHA will prepare
• Poinsettia Signal & Median
o Submitted for second plancheck
• Issues:
• Interim striping plan RBF will prepare
• Median landscaping Ivy needs to submit a separate
landscaping plan for the median. I have spoken with Joseph
about this. They can turn the plan around in less than a
week as long as they have the base. RBF must provide base
to Ivy.
• Sanchez never saw 1st PC An additional copy of the plan
will be submitted for his review
