Subject: STANDARD PACIFIC DEVELOPMENT PROJECT-THOMPSON/TABADA SITE
This letter is to provide information in support of the recent action of the City Planning Commission
regarding the proposed Standard Pacific development known as Thompson/Tabata project. The public
hearing for the project was in November 2001 and the Planning Commission took action on the project in
December 2001.
The Spinnaker Hill community has been concerned during the development of this project, primarily due to
the proposed connection of Rose Drive to existing Daisy Avenue and the resulting traffic from the project.
We have discussed these concerns with City staff, Standard Pacific, and provided comments to the
Planning Commission during the public hearing for the project. In order to alleviate some of the additional
traffic that would use Daisy Avenue, several alternatives were developed. These alternatives, and in
particular, Modified Alternative 3, were presented to the Planning Commission. A copy of this alternative
is attached for your use. The project, as previously proposed, would have added an estimated 760 trips to
Daisy Avenue, which currently carries about 2000 trips per day.
The Planning Commission considered the two features of Modified Alternative 3. These features are
changing the direction of the "C" Street cul-de-sac and adding a raised median at the south end of "B"
Street. We were very pleased that the Planning Commission discussed this alternative in detail and
listened to the concerns of the community. The Planning Commission did an excellent job in analyzing the
proposed project and impacts and ultimately decided to recommend the modification to the direction of the
"C" Street cul-de-sac. We strongly support the Planning Commission in this recommendation.
In addition, we are requesting that the City Council consider the raised median portion of the alternative.
These features in combination would reduce the additional traffic from the proposed project using Daisy
Avenue by approximately 50% and provide a more balanced local street system. With these features in
place the traffic on Daisy Avenue would be about 2400 trips per day and about 1800 trips per day on Rose
Drive.
We would like to again recognize the skill of the Planning Commission in reviewing this project. We also
greatly appreciate your further consideration of this alternative to create a project that is a good fit for the
