See attached. We use the total units of the project to calculate the inclusionary requirement.
Their projected build-out is 1,661 units, not including the SDUs. The total units w/SDUs is
1,711 with an affordable requirement of 257 units. Currently they are providing 248. See
attached letter. Looks like they need to provide an additional nine affordable units, or loose
future market rate units dwelling units to make this work out.
Page 16 of the Master Plan states that the total number of affordable units shall be based on
the maximum number of units allowed by the tentative maps for the project. Sounds a little
different that that of above and this is what they will probably pitch to you on Wednesday.

SUBJECT: Methodology for Calculating Project Inclusionary Requirements
The formula for calculating a project's inclusionary housing requirement is:
Lower-income inclusionary units = "Base" x . 15
The "Base" is equal to the total number of units approved for a project (including both
market rate and inclusionary dwelling units).
For example, a project proposing to develop 140 total units would have an inclusionary
requirement of:
140 x .15 =21 Inclusionary Units
This means that the project will be composed of 119 market rate units + 21 inclusionary
units.
In the event that a project includes 140 market rate units, then it's inclusionary requirement
is calculated as follows:
1407.85 = 165 Base Units
165 x .15 = 24.75 Inclusionary Units
This means that the project will be composed 140 market rate units + 24.75 inclusionary
units.

RE: RANCHO CARRELLO'S EXCLUSIONARY HOUSING REQUIREMENT
Dear Debbie:
Based on the approved Master Plan and numerous discussions with the Planning
Department and Housing Redevelopment, the Rancho Carrillo Master Plan proposes to
meet its Inclusionary requirement through a combination of multi-family rental units,
multi-family ownership units, and second units. The table accompanying this letter
shows that Continental Homes foresees a total of 1,658 units in the Rancho Carrillo
Master Plan at buildout.
This number is based on the approved and proposed Tentative Maps, Site Development
Plan and Villages L & N being developed at approximately 85% of the density allowed
by the Rancho Carrillo Master Plan. This was the same development assumption that
was used in the Rancho Carrillo Assessment District for these Villages. At this time no
development plan has been submitted for either Village L or N. The total of 1,658 units
does not include the 50 second units that are proposed for Villages G, H, J, K, M, Q & R.
The City's Inclusionary Housing requirement is 15% of the units in a Master Plan.
Based on this, the Rancho Carrillo Master Plan would be required to provide a total of
248.7 Inclusionary Housing Units.
The Rancho Carrillo Master Plan proposes to meet this requirement by providing the
following Inclusionary Housing units:
116 - multi-family rental units in Village B-l
82 - multi-family ownership units in Village B-2
50 - second units in Villages G, H, J, K, M, Q & R
248 - AFFORDABLE UNITS TOTAL
The attached exhibit shows how we calculated Rancho Carrillo's Inclusionary
requirement. We would like to have these numbers incorporated into the revised Rancho
Carrillo Affordable Housing Agreement that will be processed concurrently with the
recently submitted applications for the second phase of Village B.

Regarding Villages L and N, we would like to set-up the Affordable Housing Agreement
so that if Site Development Plans for these villages are approved prior to the completion
of construction of Village B, Phase 2, then the actual unit count from the S.D. P. will be
utilized in determining the required number of affordable units in Village B, 'Phase 2. If
the Site Development Plans for Villages L and N are not approved prior to completion of
construction of Village B, P-hase 2, then the required number of affordable units in
Village B, Phase 2 will remain at 82 units.
