Subject: Carnation Property Resubmittal Package
Dear Mr. Gibson:
Enclosed is the resubmittal package for the Carnation Property responding to the City's
items of incompleteness and issues of concern. The following items respond directly to the
numbered items in the City's letter dated January 11, 1999.
List of Items Needed
1. The submittal of a pesticide/soil testing report is not an item that is located on the
City's checklist for a Tentative Map, Coastal Development Permit or Hillside
Development Permit. As stated in the Final Program EIR for SP 203A and in the
letter, the report is required prior to approval of the tentative map and is currently
underway.
2. The project is proposing to purchase affordable housing credits from Villa Loma to
meet the inclusionary housing requirements. However, as with the previous item,
this is not included as a checklist item on any of the requested permits. A request
will be filed after the application is deemed complete. This project was included in
the southwest quadrant analysis conducted by the Housing and Redevelopment
Department and was slated to purchase Villa Loma credits.
3. The landscape plan has been modified to eliminate any areas of the project that
would be maintained by a Homeowners Association. All slopes will be maintained by
the homeowner located on their parcel.
4. The constraints map has been updated to include the 0.0067 acres into the density
calculation table for 25-40% slopes. With subtracting out the acreage there is no
change to the site's density allocation.
Issues of Concern:
1. The retaining wall located along a portion of the southern project boundary does not
exceed the maximum height limit of 6 feet. The attached plans have been modified
to reflect the change.
2. The updated disclosure form is currently being signed by the owner and will be
delivered as soon as possible.

3. The landscape plans have been updated to include a combination of trees and shrubs
along the southern property line. The requirement of a six foot high solid masonry
wall to separate the residential and agricultural land uses is only applicable to "open
field" cultivation, please see the attached copy of the Final Program EIR for SP 203 A.
