Subject: Phase I Environmental Site Assessment, 10-Acre "Carnation/Fernandez
Property", City of Carlsbad, San Diego County, California
Dear Mr. Salene:
GeoSoils, Inc. (GSI) is pleased to present the results of our Phase I Environmental Site
Assessment (ESA) of the subject 10-acre property in the city of Carlsbad. This study was
conducted for the purpose of assessing the potential for the presence, to the extent
practical, of hazardous materials/waste and/or petroleum contamination (i.e., recognized
environmental conditions) at the subject site.
This Phase I Environmental Site Assessment was conducted in general conformance with
the scope and limitations of ASTM Practice E-1527. This practice is intended, by the ASTM
Committee E-50, to be a general guideline standard and used on a voluntary basis. Any
major exceptions to, or deletions from, this practice are described in the relevant sections
of this report.
SUMMARY
Based upon the information obtained during the course of this assessment, GSI presents
the following summary of findings and conclusions:
• Based upon our field reconnaissance of the property, as well as review of readily
available historical maps and photographs from 1891 to 1989, the subject property
was developed for agricultural purposes from at least 1967 to the present. United
States Geological Survey (USGS) topographic maps from 1891 and 1898 note no
development onsite or in the site vicinity.
The site is currently occupied by an agricultural nursery. Structures on the site
consist of greenhouses and related structures, storage and packing facilities, and
what appear to be temporary living quarters. Stockpiles of materials were observed
on the site, which included construction materials, demolition waste materials,
agricultural waste materials, and earth materials. Also observed on the site were
abandoned vehicles, above-ground storage tanks, and "outhouse" restroom
facilities. Stockpiled empty plastic bags of (fertilizers-dry grade) potassium nitrate,
ammonium nitrate, and calcium nitrate near tanks, and a 21/2-gallon, empty plastic
container of Dimethoate 2.67 (insecticide) were also observed on the site.
• As a part of this assessment, Mr. Bruce Vandemer, CPA for the owner (Mrs. Victoria
Fernandez) was interviewed. In addition, Ms. Elena Castrellon, Mrs. Fernandez's
daughter, was interviewed. Both parties provided information regarding the
agricultural use of the property. This information included that: the property under
the Fernandez ownership had always been used for agricultural purposes to grow
carnations; in prior years (over four years ago), methyl bromide had been used on
the plants on a regular basis. The chemicals were applied by a contractor and not
stored on the property. The only chemicals stored and used regularly on the
property were fertilizers (ammonium nitrate, potassium nitrate, and calcium nitrate),
which are stored in the above-ground storage tanks on the site, then applied to the
plants via the site sprinkler system.
• Based upon the recent and historic land use of the property, there are potential
environmental issues regarding the property. These issues include (but are not
limited to) the potential for restricted agricultural chemical (pesticides and
herbicides) residues to be encountered within the near-surface soils onsite from the
use of the property for agriculture (flowers). It is likely that significantly high residue
concentrations would not be detected onsite unless agricultural chemicals were
stored onsite or were accidently spilled, improperly applied, or illegally disposed of
onsite. Although a majority of currently banned pesticides have not been used for
at least 20 years, there remains a potential for historical farming operations to have
utilized currently restricted agricultural chemicals onsite. This application may have
resulted in some chemical residue contamination of the subject property. Under
normal conditions, most pesticides/herbicides currently used in California degrade,
and are not overly persistent in nature. There are, however, certain restricted (and
currently banned) agricultural chemicals that were commonly used over 20 years
ago throughout California that are known to be a persistent substance in nature.
Surface signs of water wells were not observed onsite during our site
reconnaissance. State of California regional groundwater maps from 1967 indicate
that no permitted water wells exist within the site. The closest permitted well shown
on the 1967 map appears to be located to the south, near Batiquitos Lagoon.
Based upon our experience in the area, groundwater is more than likely
encountered at a depth greater than 25 feet. "Perched" groundwater, where
relatively impermeable fill and/or sediments underlie relatively permeable fill and/or

sediments filled with water, may be encountered at shallower depths onsite,
especially during the rainy season. The local groundwater gradient is estimated to
be in a southwesterly direction, following surface drainage patterns. The overall
regional groundwater gradient, however, is estimated to be in a westerly direction,
toward the Pacific Ocean.
• Based upon review of our agency database records search, there are no listings of
permitted above-ground and/or underground tanks on the subject property. There
are no database listings regarding the handling, storage, use, or disposal of
hazardous materials/waste on the site. There does not appear to be a documented
and/or reported commercial or industrial facility, or a municipal landfill within a 1 Vz-
mile radius of the site that represents a significant environmental concern to the
subject site. The "unmapped sites" listed, which include the Aviara Resort to the
south, do not appear to be within a 11/2-mile radius of the site and/or are down the
groundwater gradient from the subject property.
Properties adjacent to and surrounding the site are currently developed, or have
been developed for agricultural purposes. A recently constructed residential tract
exists east and southeast of the subject property. For the most part, these
properties are not anticipated to represent a significant environmental concern to
the subject site, provided lawful procedures for petroleum products and restricted
agricultural chemical use and storage were followed.
• Several buildings currently exist on the site. The ages of the buildings and the
construction materials used for the structures are unknown. Therefore, a low to
moderate potential exists for the presence of asbestos in these buildings.
Based upon the scope of work completed, GSI concludes that the overall potential for
significant agricultural hazardous materials/waste and/or petroleum contamination onsite
is low to moderate; however, the uncertainty of potential environmental concerns can not
be eliminated. Based upon the information obtained during the course of the assessment,
GSI presents the following recommendations:
• Based upon the historic use of the subject property for agricultural purposes and
our knowledge of requirements in the Environmental Impact Report for property in
Carlsbad Zone 20, a detailed agricultural chemical residue survey will likely be
required prior to receipt of a grading permit for the proposed residential
development. As a part of the grading plan approval process, this detailed survey
is to be provided to the County of San Diego Environmental Health Services for
review and comment. Accordingly, Spectrum Communities may consider having
language in the purchase contract regarding this contingency, and the potential
monetary ramifications for the remediation (if any) of chemical residues detected
onsite during the future survey, because the exact form of mitigation (if any) is
unknown at this time.

• All trash and debris within the property should be disposed of offsite, in accordance
with current local, state and federal disposal regulations. Any buried trash/debris
encountered during grading of the site should be evaluated by an experienced
environmental consultant prior to removal of the material.
• Owing to the site's historic agricultural use, it is possible that
buried/concealed/hidden tanks and agricultural by-products, both below and above
ground may have existed or exist, and may not be apparent at the time of our site
visits. Accordingly, this should be considered during project feasibility planning and
construction, as well as escrow.%
• Based on the age of the onsite structures, an asbestos survey should be performed
prior to demolition.
• Based upon the information collected by GSI during this environmental site
assessment, further studies or action, other than the above, are not proposed from
an environmental viewpoint, at this time.

INTRODUCTION
Purpose and Scope
In accordance with our proposal and Client's (Spectrum Communities) authorization,
GeoSoils, Inc. (GSI) has compjeted this Phase I Environmental Site Assessment (ESA)
report covering the subject property, the location of which is illustrated in Figure 1. The
subject property is described as:

This ESA was prepared for the purpose of assessing, to the extent practical, the potential
for recognized environmental conditions from past or present uses at the subject property.
A recognized environmental condition is defined by ASTM Standard E 1527-97 as:
The presence or likely presence, of any hazardous substances or petroleum
products on a property under conditions that indicate an existing release, a past
release, or a material threat of a release of any hazardous substances or petroleum
products into structures on the property or into the ground, groundwater, or surface
water of the property. The term includes hazardous substances or petroleum
products even under conditions in compliance with laws. The term is not intended
to include de minimis conditions that generally do not present a material risk of harm
to public health or the environment and that generally would not be subject of an
enforcement action if brought to the attention of appropriate governmental agencies.
The scope of work included:
1. A review of the subject property's geologic and hydrogeologic setting (Appendix A);
2. A reconnaissance of the subject property and surrounding areas to visually assess
current utilization and for indications of potential surface contamination, including
taking photographs of the site (Appendix B);
3. A review of historical aerial photographs and maps to assess the subject property's
historical land utilization and for indications of potential contamination or sources
of contamination;
4. A review of government database documents concerning available pertinent
environmental information for the subject property (Appendix C); and,

Limitations and Exceptions
This study does not include any of the following:
• Subsurface or geotechnical evaluation of the subject property;
• Soil or water sampling and analyses;
Consideration of possible future contamination of the subject property from
adjacent or surrounding facilities or properties; and,
Asbestos, Radon gas, lead paint, or electromagnetic evaluation(s).
Terms and Conditions
This report is intended for the use of the Client (Spectrum Communities) and their
immediate assignees. The contents should not be relied upon by any party other than the
aforementioned without the express written consent of GSI.
This report does not consider possible future contamination of the subject property from
adjacent or surrounding facilities or properties. All judgments concerning adjoining
properties apply only to conditions observed during the time of the on-site reconnaissance.
SITE DESCRIPTION AND RECONNAISSANCE OBSERVATIONS
Site/Project Description
The 10-acre property is located in the southern area of Carlsbad, west of El Camino Real
(S-11), south of Palomar Airport Road (S-12), and east of the San Diego Freeway (I-5).
Access to the site, located north of the Aviara development, is via Black Rail Road off Alga
Road (Figure 1). Black Rail Road, which comprises the eastern property boundary, is
recently improved.
The site, which overall slopes in an westerly direction, is situated on an irregular mesa.
Elevations onsite range from roughly 375 feet Mean Sea Level (MSL) in the northeastern
corner of the site, to approximately 314 feet MSL in the southwest corner of the site. Site
conditions are shown on the Site Map, Plate 1.

Site Reconnaissance Observations
The site is currently occupied by an agricultural nursery in various stages of use.
Structures on the site consist of greenhouses and related structures, storage and packing
facilities, and what appear to be temporary residential areas. Stockpiles of materials were
observed on the site, which included construction materials, demolition waste materials,
agricultural waste materials, and earth materials. Also observed on the site were
abandoned vehicles, above-ground storage tanks, and "outhouse" restroom facilities.
Stockpiled empty plastic bags of potassium nitrate, ammonium nitrate, and calcium nitrate
near above-ground tanks (fertilizers-dry grade), and a 21/2 gallon empty plastic container
of Dimethoate 2.67 (organophosphate insecticide) were also observe on the site. Our
observations are recorded in detail on Plate 1.
Proposed Development
It is our understanding that the proposed development would consist of cut-and-fill grading
to create lots for the proposed development, which would consist of residential tract
development and associated utility, street, and landscape improvements. It is also our
understanding that the buildings would be one- or two-story structures, utilizing wood-
frame or masonry-block construction with continuous footings and slab-on-grade floors.
Building loads are assumed to be typical for this type of relatively light construction.
Sewage disposal would tie into the municipal system.
Based upon previous discussions with Carlsbad Municipal Water District staff, water for the
development area will be from their service. According to their operations staff, the source
of water is predominantly the Colorado River, supplied from Lake Skinner. No well water
is used. Water quality is reported to meet or exceed state and federal drinking water
standards.
Observational Reconnaissance
Onsite Reconnaissance
On November 20,1998, a GSI representative visited the subject site to assess current site
utilization and observe for signs of possible surface contamination. Features observed
during the site are described below and illustrated on Plate 1. Selected photographs of
the subject property are presented in Appendix B.
Buildings on property, and general usage - The site is currently occupied by an
agricultural nursery (i.e., flowers). Structures on the site consist of greenhouses and
related structures, storage and packing facilities, and what appears to be temporary
housing. Stockpiles of materials were observed on the site, which included
construction materials, demolition waste materials, agricultural waste materials, and
earth materials. Also observed on the site were abandoned vehicles, above-ground
storage tanks, and "outhouse" restroom facilities.

Storage Tanks - There are no obvious surface signs of underground storage tanks
located on the subject property. Four above-ground tanks were noted onsite.
• Chemical Storage - There currently are several containers of liquid and solid
agricultural chemicals stored on the subject property, including, but not limited to
fertilizers and pesticides. The stored volume of the chemicals, however, is less than
10 gallons. Empty containers suggest a larger storage volume.
Potential sources of Polychlorinated Biphenyls (PCBs) - There were no
underground electrical vaults or transformers on overhead power poles observed
on the property that would be considered a significant source of PCBs. There are,
however, pole-mounted transformers on the eastern edge of Black Rail Road.
Based upon a recent telephone conversation with Mr. Don Altevers in the
Escondido office of San Diego Gas and Electric (SDG&E), transformers in the
county have been tested by their company and were found to contain little or no
concentrations of PCBs in the mineral oils. Previous discussion with San Diego
Gas and Electric (SDG&E) has indicated that the likelihood of transformers
containing high concentrations of PCBs is extremely low, and should any leaks
develop, it would be their responsibility to clean up the area. Other than those
items mentioned above, observation of the property does not yield any equipment
onsite that would be considered a significant source of PCBs.
Utility Structures, Roads, Disposal Systems, Water Wells - Black Rail Road is
paved and improved. The site vicinity is served by municipal storm drain, water,
and sewer. Observed sewage disposal on site consisted of "outhouse" restroom
facilities. Obvious evidence of water wells and/or onsite sewage disposal was not
observed.
Environmental Releases and Spills - There were no significant surface
discolorations, spills and/or releases of hazardous materials noted on the subject
property. Some discoloration (waste oil?) was noted on the concrete slab located
south of the main building.
• Asbestos - Evaluation of the presence of asbestos on the site is beyond the scope
of this study; however, buildings and/or structures, which may contain asbestos,
were observed within the site boundaries during our site reconnaissance.
Specifically, the main building onsite may contain detectable quantities of asbestos
in building materials. Therefore, an asbestos survey is recommended.
Radon - A detailed radon survey was not a part of this ESA since the potential for
radon gas accumulation is generally low in southern California. A publication by the
American Society of Testing and Materials (ASTM) suggests that the Pacific Coastal
Range is expected to have a low to moderate radon potential. In addition, a study
reported by the Los Angeles Times (Nagda, 1994) and California Environmental
Protection Agency (CAL EPA) suggested a very localized geographic radon

problem within the state. California school officials found virtually no elevated radon
levels in public schools (Nagda, 1994). Because of this and the nature of standard
building industry construction techniques in southern California (i.e., vapor barriers
under slabs) and a mild year-round climate, the potential for radon gas
accumulation is not considered as a significant environmental threat to the planned
development.
In 1990, the State of California (1990) conducted a radon survey in the state. The
results of the survey indicate that for the 182 samples obtained in Region 9, which
included Los Angeles, Riverside, San Bernardino, Orange, San Diego and Imperial
Counties, the arithmetic mean radon levels were 0.6 pCi/l. This average total is
below the radon action level of 4 pCi/l.
Lead Paint - Evaluation of the presence of lead paint on the site is beyond the
scope of this current study.
• Electromagnetic Evaluation - Evaluation of electric and magnetic fields (EMF)
onsite is beyond this current scope of work; however, overhead main distribution
and/or transmission lines were not observed on the property. It should be noted
that overhead power lines with pole-mounted transformers were found to exist
offsite along the eastern edge of Black Rail Road.
Border Zone Reconnaissance
Adjacent property use is as follows:
• Land to the north appears to be currently occupied by single-family residential and
agricultural structures.
• Land to the west consists of a housing tract and an undeveloped canyon.
• Land to the east consists of Black Rail Road and undeveloped property (previously
agricultural).
Land to the south consists of agricultural property.
Photographic Record
Representative color photographs have been taken of the various items mentioned in the
site reconnaissance observations presented above. Selected photographs of those taken
are presented in Appendix B.

LOCAL GEOLOGIC AND HYDROGEOLOGIC SETTING
Regional Geology
The subject property lies within the Peninsular Ranges geomorphic province of southern
California. The coastal portion of San Diego County in this province is underlain by
Pleistocene-age sedimentary terrace deposits and Eocene-age marine sedimentary
deposits. The bedrock is commonly mantled by alluvium in the canyons and surficial soils
(topsoil/slopewash) in mesas and slope areas. Bedrock has been faulted and fractured
by both strike-slip and compressional northwest-trending faults which are related to the
San Andreas transform-fault system. Some of these fault zones have remained active to
the present time, including the San Jacinto fault zone, the Elsinore fault zone, the Newport-
Inglewood - Rose Canyon fault zone, and other offshore faults (Jennings, 1994).
Locally, the northeast-southwest trending La Costa Avenue fault has been mapped south
of the subject property, extending from La Costa Avenue through Batiquitos Lagoon
(Eisenberg, 1983). The fault is inferred (from aerial photos) to end roughly one mile
southwest of the subject property. This fault is not currently considered active (Eisenberg,
1983; Jennings, 1994; Hart, 1997).
Site Geology
Earth materials onsite predominantly consist of the Quaternary-age Lindavista Formation
and the Santiago Formation, mapped by Wilson (1972). The Lindavista Formation fs a
terrace deposit, which generally consists of silty sandstone and is generally suitable for
support of fills and structures (GSI, 1998). A relatively loose zone of soil (topsoil/colluvium)
is typically developed in the terrace deposits to an approximate depth of 1 to 2 feet below
existing natural grades. Underlying the Lindavista Formation on the site is the Eocene-age
Santiago Formation (GSI, 1998). The Santiago Formation, typically consists of variable
amounts of sandstone, siltstone and lesser amounts of claystone, and is generally suitable
for the support of fills and structures. Locally, sandstone bedrock is very dense.
Hydrogeology
The property lies within the Bataquitos Hydrologic Subarea (HSA 904.51) of the San
Marcos Hydrologic Area (HA 904.50) of the Carlsbad Hydrologic Unit (HU 904.00) within
the San Diego Region (State RWQCB, 1994). Carlsbad falls within Region 9 (San Diego)
of the State Regional Water Quality Control Board (RWQCB). Existing beneficial uses of
groundwater within this HSA are municipal and domestic supply, agricultural supply, and
industrial service supply. Overall, the regional groundwater gradient is estimated to be in
a westerly direction; however, local groundwater flow may be in a southwesterly direction,
following natural drainages (Figure 2).

groundwater is more than likely encountered at a depth greater than 25 feet. "Perched"
groundwater, where relatively impermeable fill and/or sediments underlie relatively
permeable fill and/or sediments filled with water may be encountered at shallower depths
onsite, especially during the rainy season.
RESULTS OF SITE HISTORICAL REVIEW
Discussions With Persons Familiar With Site
As a part of this assessment, Mr. Bruce Vandemer, CPA for the owner, Mrs. Victoria
Fernandez was interviewed by telephone on December 4,1998. Mr. Vandemer indicated
that Mrs. Fernandez had owned the property since 1979. The property under the
Fernandez ownership had always been used for agricultural purposes to grow flowers;
and, to the best of his knowledge, the property had only been used for agricultural
purposes prior to the Fernandez ownership. Mr. Vandemer was not aware of the
agricultural chemicals that were used on the site, but did know that above-ground storage
tanks existed on the site and that one had recently been relocated on the site. Mr.
Vandemer stated that Mrs. Fernandez was not available for interview, but her daughter
could be contacted.
On December 4,1998, Ms. Elena Castrellon, Mrs. Fernandez's daughter, was interviewed.
Ms. Castrellon confirmed that the property has always been used under her family's
ownership for the growth of carnation flowers. She stated that in prior years (over four
years ago), methyl bromide had been used on the plants. A contractor was hired
periodically (about every four to five years) to spray the plants. Mrs. Castrellon indicated
that the methyl bromide was never stored on the property — the contractor brought the
chemicals onto the property at the time of application.
Mrs. Castrellon noted that the only chemicals stored and used regularly on the property
were fertilizers (ammonium nitrate, potassium nitrate, and calcium nitrate). These
chemicals are stored in the above-ground storage tanks on the site, then applied to the
plants via the site sprinkler system.
Summary of Historical Aerial Photographs and/or Maps Review
Table 1 is a listing of the review of historical aerial photographs and/or maps that were
evaluated as a part of this assessment for indications of historical land utilization, and for
signs of potential hazardous materials/waste and/or petroleum storage, usage,
contamination, or disposal areas. Historical photographs, topographic maps, and
orthographic maps were reviewed at the San Diego County Department of Planning and

Land Use office on November 25, 1998. An in-house United States Geological Survey
(USGS) quadrangle topographic map was also reviewed (Encinitas quadrangle sheet,
1968, photo revised 1975).
Based upon our field reconnaissance of the property, as well as review of readily available
historical maps and photographs from 1891 to 1989, the majority of the subject property
was developed for agricultural purposes from at least 1960 to present.
United States Geological Survey (USGS) topographic maps from 1891 and 1898 note no
development in the site vicinity, except for a small isolated structure (farmhouse?) in the
in the canyon east of the site. Primary roadways in the site area were located on the lower
mesa to the north and in the canyon to the east. A map from 1898 denotes a small
farmhouse on the mesa south of the subject property.
Photographs from 1928 note that the entire property is mantled with native vegetation.
Photographs and maps from 1967 indicate, that in addition to the majority of the site and
vicinity being cultivated, one above-ground water tank has been constructed on property
north of the site. No structures are present within the site boundary. Dirt roads in the area
provide access to the site vicinity from the north and south.
By 1970, two large above-ground water tanks are visible offsite to the northeast. An
unimproved dirt road is visible along the eastern edge of the site. The site is agriculturally
developed in conjunction with the property directly to the north, and unpaved roads cross
the site. Related structures are present on the parcel directly to the north.
Subsequent photographs indicate that agricultural development on the site continued
uninterrupted and continues at the present time.

Agricultural Land Use
As with any historic agricultural development in California, there is a possibility that
pesticides and herbicides were utilized onsite. As was typically the case (over 30 years
ago), hazardous (and sometimes currently banned) pesticides and herbicides were
permitted for use by the local agricultural department. Common restricted agricultural
chemical may have included (but not limited to) DDT, Endrin, Toxaphene, Dieldrin and
Chlordane. Some of these chemicals are currently restricted due (in part) to their
persistence in nature. There is no current clear State authority to regulate the remediation
of pesticide contaminated soils at concentrations below hazardous waste criteria (i.e.,
action levels) which occurred from legal application to crops. Action levels for restricted
agricultural chemicals represent a legal basis for waste classification and disposal only;
however, these levels are not health-based and are considered by regulatory agencies to
be inappropriate for use as a generic remediation standard in soil (CAL EPA, 1992). Based
upon the proposed land use change (from agricultural to residential), as well as City of
Carlsbad requirements for land within Zone 20, a detailed agricultural chemical residue
survey may have to be completed onsite.
Review of Previous Reports
There were no pertinent geotechnical and/or environmental reports made available for our
review by the Client. The referenced geotechnical investigation of the site (GSI, 1998)
provided a review of referenced information only. Subsurface information has been
included in our geology sections, as appropriate.
Chain of Title
A chain of title document was not provided by the Client for our review, nor was one
requested to be provided as a part of this assessment.

state government databases was conducted in-house by GSI, utilizing a master database
(STARVIEW Real Estate) provided by VISTA Information Solutions, Inc. Following is a list

Results of Government Agency/Document Review
A review of the Government Records Database search report dated November 19, 1998,
indicated there are five mapped "risk sites" listed within the database search area.
Complete details for the database search may be found in Appendix C.
In the following discussion, the acronym LIST means Underground Storage Tank, AST
means Above-ground Storage Tank, and the acronym LUST means Leaking Underground
Storage Tank.
There are is one registered underground/above-ground storage tank (UST/AST) site
located within the study radius of the subject property (Dennis Flowers). This site is also
a leaking underground tank (LUST) listing located within the search radius. The LUST
listing is indicated as "case closed," soil was the only media affected, and the site is down
groundwater gradient from the subject site.

Two additional LUST listings are indicated in the report (Sambi Seaside Heights and
Hughes Helicopters). Sambi Seaside Heights (a non-tank related listing) is indicated as
"case closed," and the site is in an adjoining groundwater basin. Hughes Helicopters is
also in an adjoining groundwater basin. Both sites are considered down groundwater
gradient from the subject site.
The remainder of the listings appear to be associated predominantly with "General
Violations" (i.e., files and record keeping issues). None of the sites are anticipated to
significantly adversely impact the site due to their down gradient location from the subject
site and/or the issue of reporting (i.e., record keeping, not reporting chemical inventory,
etc.). Additional information is provided in Appendix C.
No landfills were reported within the 1!/2-mi)e search radius. Landfills listed under
"unmapped sites" are believed to be outside of the search radius. Additional information
is in Appendix C.
There are 74 sites listed as "Unmapped Sites" within the study area. Every effort was made
by GSI to evaluate if the unmapped sites are located within the search radius of the subject
property. The Four Seasons Resort Aviara does appear to be within the 11/2 search radius.
This site is a permitted UST site, which is located down groundwater gradient from the
subject site. It appears that none of the remaining unmapped sites are within a 1 Va-mile
radius of the site.
San Diego County Environmental Health Services (EHS)
The 1998 Site Assessment and Mitigation listing from County EHS was reviewed as a part
of this study. This inhouse listing included underground tank files, non-tank assessment
file listings, groundwater and soil contamination files and real estate assessments. Open
and closed files are provided. This electronic list noted three additional sites to those
discussed above, within the study area. The sites include Mariners Point and Costa Do Sol
developments on Camino De Las Ondas which are located northwest of the subject site;
and, Carltas on Paseo Del Norte northwest of the site. The remaining sites are listed as
environmental assessment (i.e. non-tank) case types. All sites are listed as "case closed,"
and therefore not anticipated to represent a potential environmental concern to the site.
San Diego Regional Water Quality Control
The local RWQCB leaking underground tank listing (i.e., LUST) for Region 9 (PUBLIST
dated January, 1997) was reviewed during our site assessment. The inhouse electronic
list noted no additional sites to those discussed above, within the study area.

CONCLUSIONS AND RECOMMENDATIONS
Conclusions
Based upon the information obtained during the course of this investigation, GSI presents
the following summary of findings and conclusions:
• Based upon our field reconnaissance of the property, as well as review of readily
available historical maps and photographs from 1891 to 1989, the subject property
was developed for agricultural purposes from at least 1967 to the present. United
States Geological Survey (USGS) topographic maps from 1891 and 1898 note no
development onsite or in the site vicinity.
• The site is currently occupied by an agricultural nursery. Structures on the site
consist of greenhouses and related structures, storage and packing facilities, and
what appear to be temporary living quarters. Stockpiles of materials were observed
on the site, which included construction materials, demolition waste materials,
agricultural waste materials, and earth materials. Also observed on the site were
abandoned vehicles, above-ground storage tanks, and "outhouse" restroom
facilities. Stockpiled empty plastic bags of (fertilizers-dry grade) potassium nitrate,
ammonium nitrate, and calcium nitrate near tanks, and a 21/2-gallon, empty plastic
container of Dimethoate 2.67 (insecticide) were also observed on the site.
• As a part of this assessment, Mr. Bruce Vandemer, CPA for the owner (Mrs. Victoria
Fernandez) was interviewed. In addition, Ms. Elena Castrellon, Mrs. Fernandez's
daughter, was interviewed. Both parties provided information regarding the
agricultural use of the property. This information included that: the property under
the Fernandez ownership had always been used for agricultural purposes to grow
carnations; in prior years (over four years ago), methyl bromide had been used on
the plants on a regular basis. The chemicals were applied by a contractor and not
stored on the property. The only chemicals stored and used regularly on the
property were fertilizers (ammonium nitrate, potassium nitrate, and calcium nitrate),
which are stored in the above-ground storage tanks on the site, then applied to the
plants via the site sprinkler system.
• Based upon the recent and historic land use of the property, there are potential
environmental issues regarding the property. These issues include (but are not
limited to) the potential for restricted agricultural chemical (pesticides and
herbicides) residues to be encountered within the near-surface soils onsite from the
use of the property for agriculture (flowers). It is likely that significantly high residue
concentrations would not be detected onsite unless agricultural chemicals were
stored onsite or were accidently spilled, improperly applied, or illegally disposed of
onsite. Although a majority of currently banned pesticides have not been used for
at least 20 years, there remains a potential for historical farming operations to have
utilized currently restricted agricultural chemicals onsite. This application may have

resulted in some chemical residue contamination of the subject property. Under
normal conditions, most pesticides/herbicides currently used in California degrade,
and are not overly persistent in nature. There are, however, certain restricted (and
currently banned) agricultural chemicals that were commonly used over 20 years
ago throughout California that are known to be a persistent substance in nature.
• Surface signs of water wells were not observed onsite during our site
reconnaissance. State of California regional groundwater maps from 1967 indicate
that no permitted water wells exist within the site. The closest permitted well shown
on the 1967 map appears to be located to the south, near Batiquitos Lagoon.
Based upon our experience in the area, groundwater is more than likely
encountered at a depth greater than 25 feet. "Perched" groundwater, where
relatively impermeable fill and/or sediments underlie relatively permeable fill and/or
sediments filled with water, may be encountered at shallower depths onsite,
especially during the rainy season. The local groundwater gradient is estimated to
be in a southwesterly direction, following surface drainage patterns. The overall
regional groundwater gradient, however, is estimated to be in a westerly direction,
toward the Pacific Ocean.
• Based upon review of our agency database records search, there are no listings of
permitted above-ground and/or underground tanks on the subject property. There
are no database listings regarding the handling, storage, use, or disposal of
hazardous materials/waste on the site. There does not appear to be a documented
and/or reported commercial or industrial facility, or a municipal landfill within a 1 Vfe-
mile radius of the site that represents a significant environmental concern to the
subject site. The "unmapped sites" listed, which include the Aviara Resort to the
south, do not appear to be within a 1 Vfe-mile radius of the site and/or are down the
groundwater gradient from the subject property.
• Properties adjacent to and surrounding the site are currently developed, or have
been developed for agricultural purposes. A recently constructed residential tract
exists east and southeast of the subject property. For the most part, these
properties are not anticipated to represent a significant environmental concern to
the subject site, provided lawful procedures for petroleum products and restricted
agricultural chemical use and storage were followed.
Several buildings currently exist on the site. The ages of the buildings and the
construction materials used for the structures are unknown. Therefore, a low to
moderate potential exists for the presence of asbestos in these buildings.
Recommendations
Based upon the scope of work completed, GSI concludes that the overall potential for
significant agricultural hazardous materials/waste and/or petroleum contamination onsite
is low to moderate; however, the uncertainty of potential environmental concerns can not

be eliminated. Based upon the information obtained during the course of the assessment,
GSI presents the following recommendations:
• Based upon the historic use of the subject property for agricultural purposes and
our knowledge of requirements in the Environmental Impact Report for property in
Carlsbad Zone 20, a detailed agricultural chemical residue survey will likely be
required prior to receipt of a grading permit for the proposed residential
development. As a part of the grading plan approval process, this detailed survey
is to be provided to the County of San Diego Environmental Health Services for
review and comment. Accordingly, Spectrum Communities may consider having
language in the purchase contract regarding this contingency, and the potential
monetary ramifications for the remediation (if any) of chemical residues detected
onsite during the future survey, because the exact form of mitigation (if any) is
unknown at this time.
• All trash and debris within the property should be disposed of offsite, in accordance
with current local, state and federal disposal regulations. Any buried trash/debris
encountered during grading of the site should be evaluated by an experienced
environmental consultant prior to removal of the material.
• Owing to the site's historic agricultural use, it is possible that
buried/concealed/hidden tanks and agricultural by-products, both below and above
ground may have existed or exist, and may not be apparent at the time of our site
visits. Accordingly, this should be considered during project feasibility planning and
construction, as well as escrow.
• Based on the age of the onsite structures, an asbestos survey should be performed
prior to demolition.
• Based upon the information collected by GSI during this environmental site
assessment, further studies or action, other than the above, are not proposed from
an environmental viewpoint, at this time.
LIMITATIONS
GSI has performed the services for this project in accordance with the terms of a contract
between GSI and Client and in accordance with current professional standards for
investigations of this type. The conclusions presented in this report are based on the
information collected during the study, the present understanding of the site conditions,
and professional judgment.
Please note, subsurface and hazardous waste/toxic substance conditions may vary from
those provided in historical documents reviewed by GSI. The interpretations and
recommendations of GSI are based solely on such information and/or information supplied

significant existing or potential hazard to public health and safety. A Border Zone Property is

in use, unless a written variance is obtained from DHS. A Hazardous Waste Property
designation results in a prohibition of new uses, other than a modification or expansion of an
industrial or manufacturing facility on land previously owned by the facility prior to January 1,
