Re: Roesch Property City Issues Letter Dated May 24,1999
Dear Mike:
Thank you for taking the time to discuss the engineering issues related to the
Roesch Property. Per our discussion we intend to address these issues as
follows:
1. We will reduce the driveway widths to a maximum of 24 feet on all lots.
2. We will adjust driveway locations as necessary to provide a minimum 3 feet
from the property line to the top of the X.
3. We will re-orient the unit on Lot 1 to relocate the driveway away from the
Regatta Road/Brigantine Drive intersection. We intend, however, to leave
Lot 9 as is due to habitat and setback requirements.
4. We will plot the Caltrans corner site distances as required on the Tentative
Map, site development plan and landscape plan.
5. We will add the note restricting the height of vegetation in the sight line
area.
6. We will show the proposed transition of improvements on Brigantine Drive.
7. We will show the potential future access to the Fernandez Property on the
front sheet of the Tentative Map.
8. We are requesting a waiver to providing the 50-foot tangent section on
>v^ Regatta Road from the prolongation of the Brigantine Drive curb line. We
'^ have included an acetate overlay to show the impacts of providing the
tangent lengths. The site is constrained on three sides be either sensitive
habitat or wetland areas. Providing the tangents creates additional impacts
to this habitat. It also impacts another 40 to 50 feet of Army Corps
Jurisdictional Waters of the U.S. It also pushes the proposed slope out,
which will now exceed the 30' maximum per the hillside ordinance. The
waiver should not have a detrimental affect on sight distance (we meet all
sight requirements), nor adversely affect traffic flow.

Water Facilities
1. We are discussing the requirement to loop the water with the water
department.
Drainage & Hydrology Report
1. We will provide a letter from the soils engineer that the proposed 3-foot surface
flow line around the dwelling units is acceptable. We will include the yard drain
per SDRS D-27 on the Tentative Map.
2. The 1 % is in the right direction. We anticipate the landscape run off to flow to
the street. We do not want this water flowing over the slope on a regular basis.
However, in the event that storm drain blockage occurs the failsafe overflow
will be lower than the adjacent lots and allow water to pass down the slope.
3. We have shown two storm drain options on the Tentative Map. The first
connects to the existing Oceanbluff storm drain and extents a storm drain pipe
through the Fernandez Property to an energy dissipator to the west. The
second option anticipates rebuilding a portion of the Oceanbluff storm drain
and reversing the flow back to Regatta Road and down to the end of the "A"
street cul-de-sac between Lots 14 and 15 to an energy dissipator at the south
property line.
4. We will revise the Hydrology Study to be less confusing.
5. We will analyze the pre and post developed Q-10 in the Hydrology Study.
6. There is no drainage bench on the current Tentative Map and the wording will
be modified to reflect this.
Soils and Grading
1. The Oceanbluff project has constructed the slope as shown on the Tentative
Map.
2. We matched exactly the constructed grading on Oceanbluff.
Land Title and Mapping
1. The lot line it on the east side of.the proposed storm drain easement. The
easement is all on the Lot 14.
2, We will be relocated the lot lines to the top of slope as requested.
Miscellaneous
1. The Tentative Map and Site Development Plan No. 99-05 will be added as
requested.
