Subject: Seaview Resubmittal — CT 98-21/SDP 98-24/HDP 98-23
Dear Barbara:
Enclosed is the resubmittal package for the Seaview project responding to the City's items
of incompleteness and issues of concern. The following items respond directly to the numbered
items in the City's letter dated January 25, 1999.
Planning:
1. After conversation with the project engineer, Clyde Wickham, the project will require
a hillside development permit unless other determination is made.
2. The plan has been revised to show the lot widths for parcels with front property lines
having less than 75 feet. Lots 2, 3, & 5-8 all have lot widths shown that are greater
than 75'.
3. Lot 6 has been reconfigured to a panhandle lot and has been designed to the
regulations pursuant to Title 20 of the Carlsbad Municipal Code.
4. The Plans have been revised to include updated grading quantities, project
application numbers and the proposed lot coverage for each lot.
5. Please find included within this package a map illustrating the preliminary haul route.
There have been no formalized plans or agreements as to the exact location of the
export site. Negotiations are in the process with developers in Zone 20.
6. The architectural plans have been revised to indicate the height of the buildings, the
minimum interior dimension of garages and the square footage of the inclusionary
units.
Engineering
1. Through meetings with the engineer, Phil Buccola, and the project engineer from the
City, the drainage for the site has been redesigned and will drain through the street.

Any drainage that will exit the site through off-site easements has been calculated to
be less after development than existing conditions.
2. Lot 6 has been reconfigured to a panhandle lot and has been designed to the
regulations pursuant to Title 20 of the Carlsbad Municipal Code.
3. The sight distance corner cut-off has been included on the plans.
4. The proposed sewer and water services are shown on the plans as typical. The
engineer, Phil Buccola, has been in contact with CMWD and has revised the plans
with their comments.
5. The proposed grading has been discussed with the project engineer, C. Wickham, and
his comments have been included in the revisions.
6. The plans have been updated to include a drainage detail for both types of lots.
7. The red-line check print is included within the package.
ISSUES OF CONCERN
Planning:
1. Once the project is approved the applicant will file for an application for the Second
Dwelling Unit (SDU).
2. We have analyzed the setback requirement of .7:1 with the elevations of the structures.
There are no instances where the building is within the setback. The cross sections of the
site do include an illustration of the setback line in relation to the proposed structure.
3. Most of the retaining walls that were previously located within the front yard setback
have been eliminated. Those remaining do not exceed the 42 inch maximum.
4. The retaining wall that previously faced Seaview Way on Lot 9 has been eliminated.
5. The wall that abuts the adjacent residence to the south has been reduced. Please refer to
the plans for further illustration.
6. The "Q" has been removed from the plans.
7. The trees along the rear slopes of the eastern property line have been removed or placed
at pad grade.
8. The existing fencing on the adjacent property will remain.
Also included with the revised engineering, landscape and architectural plans are two copies
of the revised preliminary hydrology report and the updated Public Facilities Fee Agreement.
The PFF has been updated to reflect the comments of the San Diego County Recorder office. If
