RE: 9 Lot Subdivision Seaview
We have been residence at the above address for the last twenty-seven years
and have recently become aware of the proposed subdivision located above
and behind our property.
We have no objection to the development of the property, however, we have
concerns regarding the water seepage that has occurred over the years during
heavy rains. Most of the properties on the southeast side of Donna Drive have
experienced problems with underground water seepage, leaving the backyards
wet and flooded in some portions after heavy rains. We understand that Mr.
Gallagher, the developer of Seaview, proposes to raise the property being
developed with fill dirt so that he can provide sewer out to Chestnut Avenue. We
believe the project, as proposed, will compound an already existing problem
with water drainage. We are concerned that if developed as proposed, it may
cause further water damage to our property and others on the southeast side of
Donna Drive. Within the last 15 years, we have had to replace our backyard
fence three times due to soil erosion from the rains.
At no time have we been contacted by the developer of the Seaview project so
we were quite surprised to hear that he was attempting to provide sewer all the
way out to Chestnut Avenue. We are proposing that an easement which runs
southwestly and northeastly along the north side of our property be considered
by the City as an alternative for a sewer lateral to Donna Drive. This is only a
suggestion and is not a commitment on our part, merely an offer for discussion.
We believe this to be a more feasible alternative for the following reasons:

1. It would reduce the amount of fill dirt being trucked in.
2. It would reduce the amount of time needed to compact the fill
dirt since there would be less dirt.
3. It would reduce the probability of earth movement from soil
erosion.
4. It would reduce the length of the project.
5. It appears it would save the developer a considerable amount of
money by not having to run sewer line all the way out to
Chestnut, and also in completing the project more quickly.
We would appreciate your consideration and the consideration of the Project
Engineer in our suggested alternative.
We have addressed the issue of the water seepage but also want you to know
we have concerns regarding our privacy also. This suggested alternative would
benefit that issue as well.
