COMPLETENESS REVIEW AND INITIAL ISSUES
This letter is a follow-up to the City Planning Department's letter of February 4, 1999. As stated
in that letter, the project application has been found to be incomplete. Additionally, the
Engineering Department has reviewed the subject project for application completeness and the
following items are to also be submitted to complete your application for engineering review:
1. Lot line dimensions and bearings.
2. Layout and striping plan of the RV lot.
3. Location of fire hydrants.
Additionally, the Engineering Department made a preliminary review of the project for
engineering issues. Engineering issues which need to be resolved or adequately addressed
prior to conditioning of the project are as follows:
1. The location of lot lines for each parcel is not evident on the tentative map. Please
clearly indicate the location, bearings, and dimension of all lot lines.
2. With regard to storm drain, the Poinsettia Properties Specific Plan calls for this project to
connect to the 42748778" storm drain line that runs parallel to the railroad tracks and
drains to the south, rather than connect to the existing 'A-7' storm drain.
3. Non-standard improvements, such as the proposed 8' wide median at the project
entrance, are not allowed to be located within the public right-of-way.
4. It appears the proposed median at the entrance to the Lanikai Mobile Home Park is not
needed, since Carlsbad Boulevard is a divided road in this area.
5. Please refer to the City's engineering standards for gated entrances, especially with
regard to turnaround area requirements.

6. The easternmost raised median at the project entrance blocks left turn access to the
driveways of two units.
7. Several street sections are shown with a slope of 0.62%. Please note the minimum
allowed slope of a street is 1%.
8. The designation of the private streets is to be changed from "general access and utility
easement" to "public utility and access easement".
9. Provide additional details on the design of the emergency access area such as the type
of paving, the location and material of the gate, the location of any driveway apron, and
its distance from the Poinsettia Lane/Carlsbad Boulevard intersection.
10. Provide a connection from the sidewalk fronting the project to the existing sidewalk on
Poinsettia Lane.
11. A street knuckle is required at each of the 90 degree bends on the streets within the
subdivision. Please refer to the City engineering standards for design requirements.
12. Improvements to Carlsbad Boulevard are required with this project and are to include
half-width major arterial improvements along the project frontage, including raised
median with landscaping. Clearly show on the plans, in plan view, the proposed
improvements to Carlsbad Boulevard.
13. Please confirm with the Carlsbad Municipal Water District the proposed location of the
sewer connection.
14. Please refer to the comments from the Planning Department regarding discrepancies
between the tentative map, site plan, and landscape plans.
15. Add the City assigned project numbers to the upper right corner of the title sheet.
Attached is a redlined check print set of the project, which must be returned with the corrected
plans to assist us in our continued review. If you have questions regarding any of the
