A. 7 Dear Mr. Fisk: This letter is to follow-up our conversation last week regarding some of the final design issues for Poinsettia Properties Planning Area 7. Planning, Engineering, and Fire Department staff also met today regarding the Fire Department’s concern for a second access to the project. The following items will need to be incorporated/resolved prior to scheduling the project for a Planning Commission hearing date. 1. A second access for emergency and resident use must be provided for the project. The access street may be gated and can be designated for resident use only. City staff suggested two potential locations for the secondary access. One option is to locate the access street on Poinsettia Lane between the RV storage area and the adjacent lot. A second alternative is to locate the access point mid-way on Carlsbad Boulevard, roughly in alignment with the central open space area. The minimum paved width should be 24 feet and should be designed to include a 24 foot radius turn-around. Please contact Ken Quon for additional design criteria. 2. The front porches need to be enlarged wherever possible. The architectural floor plans need to show, at a minimum, 5 foot of clear, usable space. The porches on the site plan need to be shown larger where possible. There are only a few areas where it would be impossible to move the homes toward the back property line in order to increase the depth of the porches. I would like to see as many 8 foot deep porches as possible, with some up to as much as 10 feet deep. This can really be a nice amenity for the homes if done properly but they have to be functional, not just decorative. I think this would be a real selling point for the models! 3. The 6 foot high wall located within the front yard of Lot 1 needs to be reduced in height to a maximum of 42 inches. 4. Pedestrian signage needs to be developed for the trails. Also, please inform staff in writing of the status of your agreement with NCTD for installation of the trail behind Lanikai. Landscaping needs to be prpvided to the edge of the improvements along Poinsettia Lane. A temporary landscape solution can be used within the unimproved potion of the R.O.W. However, permanent landscaping must be installed up to the edge of improvements where the sidewalk occurs. It is my understanding that the DG path on Carlsbad Boulevard will be revised to a concrete sidewalk and no additional sidewalk improvements will be required within the ROW. At my request, PDC sent a fax of the typical cross-sections that occur between Lanikai, the 10 foot trail easement, and the rear of the lots. Section C-C should be revised to relocate the retaining wall at the bottom of the slope. The City has a 6 foot height limit for fencing which includes the combined height of both retaining and freestanding fences. Any retaining wall (located on the property line) exceeding one foot in height would preclude that property from having a 5 foot high fence surrounding their exclusive use area. I did not see any mitigation measures for the agricultural soils outlined in the Soils Report. If I missed this, please let me know where this information is supplied.
