over the new pipe. The project is bonded for the new pipe placement. This is for
the project of "Villages of La Costa- The Ridge".

Karen,
Per your comments, we were able to make one lateral work with a 1.2 foot drop (lot 63) however, lot 58 will not
work at 1.2 foot drop. The water mainline would be in conflict with the sewer lateral and to make this work, we
have maintained one foot of cover under the water main and the result drop Is less than 1.2 foot. There is no
possible way to get more than what we have now for the drop to main on this lot.
We would like to go ahead and send this plan to the city for approval with your permission. Since this is a minor
comment, I am hoping this does not hold us up. if possible, I can meet with you in person as the time it takes to
route these plans to you and have them sent back is too valuable at this point.
Please let me know asap what we can do to get these plans ok'd by you (or Steve) and to the city already.

Dwg. 397-1 B.delta 10 looks fine except for the two laterals on sheet 15 that don't maintain the 1.2 foot
drop to main (for building numbers 58 and 63). Is it possible to connect to the main at an angle to get
closer to at least 1' dtm? We don't get too crazy if it's around 1' but 0.52' is too little for me to feel
comfortable with.
I'll leave these redlines at the front desk so you could pick them up with the mylars I e-mailed you about
earlier.

Dear Andrew;
As you can see, I am not sure what you are catling this 21-inch CML&C steel pipeline.
However, I am sure that the most appropriate material for the reach to be relocated is
welded CML&C steel pipe. This recommendation is based on corrosion and materials
compatibility issues. I understand that a recommendation was made to install tape
wrapped steel pipe with a mortar overcoat (CML&TW). Although I believe that
CML&TW is an excellent material for water industry applications, it does not appear that
it 1$ appropriate for this application.
There are two exceptions to this recommendation. That is, it would be appropriate to
use CML&TW if either one of the following conditions is applicable:
1. The existing pipeline is currently under cathodic protection (CP) and the CP system
is reliable and well maintained;
2. The City intends to completely replace this line in the next five years.
Although the pipeline was originally equipped with a pulsing rectifier and cathodic
protection anode bed, Condition 1 does not apply. Mr. Jim Ball of the City of Carlsbad
sent me the cathodic protection performance records. Based on these records, the

rectifier has not been operating since 1998. Furthermore, the pipe-to-soil potentials ai
the La Costa Hi Vault (presumably at the reservoir) did not indicate adequate protection
from 1998 to 1993 when the rennrds begin. Accordingly, this line is not cathodically
protected. Additionally, the as-built drawings include no indications that the pipeline has
corrosion monitoring test stations, continuity bonds at mechanical joints or is properly
isolated. If this is so, it would be difficult to operate and maintain this system even if
the rectifier was working. Accordingly, i can conclude that this system is not reliable or
well maintained.
Please note that the fact that the pipeline is not cathodically protected does not mean
that it is without corrosion protection. As you know, a wetl-applied nnortar coaling alone
provides adequate corrosion protection for steel pipe in many areas. I do not have
enough information to make any further comments regarding this issue at this time.
Based on our discussion, I have no information that the City intends to replace the entire
line. Accordingly, I must assume that Condition 2 is also not applicable, tf I am wrong
on This point, then I would advise the City to c:nnsult a corrosion engineer and consider
the long-term reliability goals of the new line.
If CML&TW was used instead of CI\/fL&C, I would not expect any immediate corrosion
issues. However, this situation makes it possible for one or more galvanic corrosion
cells to develop where ther« is a very small anodo- arjd c very Icrgfi c5thoc!«. !n this
case, the small anode would be any pinhole dr flaw in the tape coating. The large
cathode would be the existing mortar coated (nondielectric) steel pipe. Concentrated
corrosion and rapid pitting can occur at the small anode. It would be wise to avoid this
condition.
Of course, we could install insulating flanges at each end ofthe CML&TW pipe reach to
eliminate the gaJvanic cell. If we did this, we would eliminate the small anodeUarga
cathode couple but, according to conventional CP practice, would create the need to
provide CP for The tape-coated reach. In this case, we would have a pipeline that is
partially cathodically protected. What is the point?
Another equally absurd solution would be to provide CP for the entire pipeline with the
two dissimilar materials bonded together. The design of such a system would be
difficult, it may also be difficult to control the operation of this hybrid system and, as far
as we know, we may be providing cathodic protection where it is unnecessary.
The most reasonable solution is to simply replace the pipe material in kind (with welded
or bonded joints) and bond (butt strap) the connections to the existing pipe. This will
maintain the continuity of the entire pipeline assuming the existing line is fully
continuous. There is no need to install test stations since they currently do not exist.

My final comment has nothing to do with the question at hand. Nevertheless when I
see a steei pipeline with a non-performing cathodic protection system, the'thought
crosses my mmd that there could be consequences if the line really did need cathodic
protection. Accordingly, I must recommend that the City review the corrosion status of
tnis pipeline and take appropriate action to ensure its long-term performance,

Please accept this letter as Morrow Development's response to your question regarding the minor
difference that you noted on Lot 228 between the approved Tentative Map and the proposed Final Map.
The current acreage of Lot 228 is 4.3. The acreage of Lot 228 on the Tentative Map (99-04) is 3.6. The
difference between the proposed lot and the tentative lot is 0.7 acres.
Morrow Development anticipates processing a tentative to further subdivide Lot 228 together with Lots
226,227 and 229. The total number of lots that will be proposed in the Tentative Map is 93. The total
number of lots allowed by the Master Plan when re-subdividing Lots 226, 227, 228 and 229 is 93.
Therefore, the lot line deviation between the Tentative Map (99-04) and the Final Map (99-04-02) should
be considered substantially conforming to the Tentative Map.

The District maintains facilities and utilizes this area for access to the Meadowlark Water Reclamation
Facility in the area that the City is planning to vacate per the attached letter. The following verbiage should
be utilized for any vacations where the District will retain an easement:
Reserving and excepting from said vacation, an easement of right of wav 60 feet in width for the
VALLECITOS WATER DISTRICT in, over, under and across the lands hereinafter described, to
erect, construct, reconstruct, replace, repair, maintain and use a pipeline or pipelines for any and all

The above verbiage has been approved by District staff and Counsel, and should be used for any vacations

The purpose of this letter is to document the proposed timing for satisfying
Condition Number 62 of Planning Commission Resolution 5020. This condition
restricts development on Lot 223 within the regulatory floodplain, and is quoted
below.
"Prior to issuance of a grading permit for Lot 223, Developer shall obtain
approval of a Conditional Letter of Map Revision (CLOMR) from FEMA for any
grading within the regulatory floodplain. Prior to occupancy of any units on Lot
223, Developer shall obtain approval of a Letter of Map Revision (LOMR) from
FEMA."

The mass grading plan for the Ridge, City of Carlsbad Drawing 397-3A, does not
include grading within the regulatory floodplain, and is exempted from the
requirement of Condition 62 which targets areas within the regulatory flood plain.
We note for the record that this condition is in compliance with the City
Floodplain Management Regulations, CMC 21.110, and FEMA guideline
restricting development within a floodplain without processing a CLOMR and
LOMR.
Grading for the Ridge has been phased to separate the grading on Lot 223 that
would affect the regulatory flood plain. This grading will be approved and
permitted by a separate plan, City of Carlsbad Drawing 397-1 J. We have
initiated the request for a CLOMR with FEMA that will be required prior to
issuance of a grading permit, and will provide documentation regarding status
prior to resubmittal of the Lot 223 grading plan for second plan check.

Fill over existing 21" Water Main: In order to grade the area for the construction of the proposed 21"
WSP it is necessary to fill over the existing 21" water main. This fill condition is located just north of
the proposed connection at STA 10+00 and appears to be about 21.5' above the existing grade. Per our
conversation it was determined that this condition should not jeopardize the integrity of the existing
main as long as the fill over the existing main does not exceed 25'. If field verification indicates that
this condition is not met I will notify you for further review.
Remedial Grading/Alluvium Removals: Since the existing main is in a location where alluvial
deposits are typically identified it may require remedial grading and removal of poorly consolidated
soils around the pipe to minimize the potential of settlement due to the increase load from the fill
condition. Per our discussion it was determined that removals would be done a minimum of 5' from
the outside diameter of the existing pipe (5' above & 7' from pipe centerline) and projected at an angle
of confluence from the bottom of the pipe (7' from centerline) as approved by the geotechnical
consultant (1:1 slope). The underground contractor is going to pothole the existing main prior to start
of removals to verify the depth of pipe and the compacted fill in the areas of removals will be brought
to grade on each side of the pipe uniform until it is 5' above the existing main.
Minimum fill over existing/proposed pipe during grading operation: During the construction of the
proposed water main and during the grading operation for the project there is going to be construction
traffic that will be traveling over isolated areas of the existing and proposed water main(s) where haul
roads are required. Per our discussion it was determined that there should be a minimum of 3' of cover
over the existing/proposed main in areas where construction traffic will be traveling over the pipe. In
no case will construction traffic be traveling over the water main where this condition is not met.
I will provide a copy of this letter to the field for distribution to all contractors and the city inspector to
ensure that these conditions are met during the grading operation and construction of the proposed 21"
main. Please let me know if there is something that I have missed or if you would like to add any

The original easement v^^as granted as a temporary construction easement to facilitate
the construction of the Rancho Santa Fe Road Reahgnment/Widening (City Project No.
3907), The City's contractor, Flatiron Contractors, is willing to sign a change order to
remove the area described in the proposed Quitclaim from their area of work on October
31, 2004 pursuant to the terms of a private agreement with RECMC. The Rancho Santa
Fe project team is aware of our request.

Please accept this letter as a response to your comments provided to John Maashoff on
February 24,2005.
Conditions for Approval
As we discussed in our meeting on June 28,2005 the construction plans that we are
currently processing, are for compliance with the previously approved Tentative Map CT
04-04 and appurtenant Conditions of Approval. With that said, I would like to address all
of the concems that you raised in your February 24, 2005 memo.
1) It is our intent to construct the trail along lots 41, 42 and 58-62 long before
building permit applications are filed on the subject lot. We are currently grading
the area where the trail is located and once the storm drain, masonry pilasters and
brow ditches are complete we will install the actual trail section. I anticipate the
trail will be complete in 4 to 5 months.
2) As we discussed in our meeting, the tubular steel fencing is consistent with our
current approvals. However, I understand your concem. I will send a letter to the
builder who is purchasing Neighborhood 2.5 and pass on your concems. If the
builder chooses to change the wall to solid masonry, I'll modify the plans for
them and forward the revised plans for your files.
3) I've enclosed a plan sheet that details the trail section. Pursuant to our telephone
conversation today, the access road for the storm drain headwall is the same
material as the trail.

Clarifications
1) The new trail easement is being described on the Final Subdivision Map for
Neighborhood 2.5.
2) I've enclosed a plan sheet that details the trail section and location.
3) Pursuant to our telephone conversation this moming, we will be using the Stalok
product instead of the City's stabilized DG specification. The enclosed plan
includes all of the language that you requested.
4) We agreed in our June 28, 2005 meeting that the fence section shown on the 99-
04 map was not appropriate along the short section of trail behind lots 62 - 66.
If you have any questions, please to not hesitate to call. If this letter and map satisfy all
of your concems, please provide John Maashoff with the appropriate plan check releases.

Vallecitos Water District is the owner of the property know as the Meadowlark Water Reclamation
Plant per Grant Deed recorded March 30, 1983, as File No. 83-100784 ofOfficial Records. The
property is located at 7941 Corintia Street and is adjacent to the southerly boundary of the proposed
Villages of La Costa project. La Costa Ridge, CT 99-04-02. The District has reviewed and approved
City of Carlsbad Drawing No. 397-3A which shows the proposed grading on the District property
and is shown on sheet 8 of said drawings.
Permission to grade on the property is hereby granted in accordance with approval by the District
Board of Directors on January 7, 2004.

Future consideration for traffic circulation caused by the referenced project should be
undertaken due to the limiting turning movements proposed at the intersection of Xana Way and
Corintia Street. As shown on the plans (Lot 223), ingress and egress for the property south of
Corintia Street will be restricted with this improvement and the additional median closure at
Melrose Avenue. It is recommended that the circulation restrictions be evaluated early in the
planning process for the future project to be located south of Corintia Street and appropriate
consideratioDkbe given to the limitations caused by the median.
