Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Tentative Tract Map and associated applications, CT 99-
08/SDP 99-04/ SUP 99-04/HDP 99-07, as to their completeness for processing.
The application is complete, as submitted. Although the initial processing of your
application may have already begun, the technical acceptance date is acknowledged by
the date of this communication. The City may, in the course of processing the
application, request that you clarify, amplify, correct, or otherwise, supplement the basic
information required for the application. In addition, you should also be aware that various
design issues may exist. Please find attached a list of items to add or clarify to the plans
and issues to address. These issues must be addressed before this application can be
scheduled for a hearing. The Planning Department will begin processing your application
as of the date of this communication.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION

Planning:
Add application numbers to title sheet.
Provide lot area in square feet for each lot.
Dimension setbacks for the required front, side and rear yard setbacks for all structures.
Indicate top and bottom elevations for all walls and retaining walls. Show these
elevations at each end of the wall and in the middle. Also show the worst condition
elevation. Retaining walls do not show up very clear on plans.
Totals building coverage for lots with proposed structures.
Label easements as existing or proposed.
Show sight distance between all intersections.
Show locations of all fire hydrants within 300 feet of site.
Show earthwork volumes in import/export. Verify information as it differs from the
original plan.
Provide typical detail of lot drainage on title sheet
Provide quantity of each plant species used.
Provide an estimate of the yearly amount of irrigation water required to maintain each
landscape zone.
Specify landscape maintenance responsibility (private or common) for all areas.
Show percent of site used for landscaping (copy 70% value from map sheet to landscape
sheet).
Provide water conservation plan. See landscape manual for details.
Provide plans for the Second Dwelling Units with the building plans.
Denote on the tentative map which lots will have the second dwelling units.
Please submit the Environmental Impact Assessment fee of $1,030.00.

ISSUES OF CONCERN

All future submittals shall be folded and delivered in complete sets.
Correct the street name from Appian Way to Appian Road on plans.
Please change the name of the building plans from Pacific View to Spyglass.
Building plans show a media center projecting from the edge (wall) of the building.
The media center will not be permitted to encroach into the sideyard setbacks.
Presently this is not a problem, but keep this in mind with any redesign or changes in
the placement of structures.
Street name Talus Ct is in conflict with a similarly named street in Carlsbad.
Identifying the street as Street “A” would be preferred. Refer to the street naming
policy if you want to name the street, although the name is not given to the project
until Final Map.
For lots that do not have 60 feet of street frontage, show compliance with the 60
foot lot width at the 20 foot setback line.
For the lots on the cul-de-sac bulb, show the front yard setback line and dimension the
length of the arc. This will be used to determine the required sideyard setbacks for
these lots.
Clarify the “LIMITS OF GRADING” on lots 10 and 1 1. It appears to show grading only
in the easement (B-l) area.
The separate grading plan provided is of the old Spyglass project. Transfer information
from the old plan, such as the sound wall detail and unit breakdown, onto the new
tentative map and the old plan will not be needed.
lO.Regarding affordable housing, the project can fulfil1 its requirement with the three
second dwelling units. The calculated affordable housing requirement for the project is
3.35 units. The fractional portion of .35 may be rounded up to require an additional
unit or it may be paid in an amount of money equal to the fraction times the average
subsidy needed to make affordable, one newly constructed typical attached housing
unit ($32,000) which would be $11,200. The project would be conditioned to pay
this fee prior to the issuance of the first building permit.

1. Title ownership seems to have an error % ownership (Preliminary Title Report) should
add up to 100%.

The easements and dedications should be shown and called out on the title page of the
Tentative Map.
The relinquishment rights along El Camino Real should be shown (item #4 of title report).
The correct cross sections for Carlsbad Village Drive should be sh’own. (median and
deceleration lane)
5. The legend should include 5% min. slope gradient for terrace ditch as identified in the
soils report.
6. The drainage condition at Carlsbad Village Drive and Appian Road should be reviewed. It
appears that an inlet will be required up stream of the intersection. The drainage system
should also include the outlet from open space lot “B” & lot 3.
7. Sight Distance cutoffs are required at Talus Ct. and Appian Road and at the inside
Knuckle of Appian Road. Pull slopes and other obstructions (fences, landscaping,
driveways,) back to clear this important design issue.
8. Driveways need to maintain a minimum of 3’ from property line to top of “X” (flair).
9. Show the required traffic signal at Carlsbad Village Drive and Appian Road.
lO.The undergrounding of power poles is unclear. If any are to be put underground, show
them. Show the last pole to remain standing and “sweep underground” along the
frontage of this project.
Attached are redlined check prints of the project for your use. Please return these check
prints with the revised plans to assist staff in our review of the project. If you or your
