A preliminary review of your project was conducted on November 19, 1998. Listed
below are the issues raised by staff. Please note that the purpose of a preliminary
review is to provide you with direction and comments on the overall concept of your
project. The preliminary review does not represent an in-depth analysis of your
project. Additional issues of concern may be raised after your application is
submitted and processed for a more specific and detailed review.
Planning:
Most of the issues addressed are items that represent changes in the Zoning
Ordinance and the listing of endangered species since the previous project's approval.
Overall, staff is in support of the project as proposed with the exception of the items
listed below.
1. A biological study will need to be performed to address any potential impacts to
endangered plant or animal species. If it is determined that impacts would occur,
the issue of mitigation will need to be resolved with the California Department of
Fish and Game and the U.S. Fish and Wildlife Service.
2. The project will need to provide 15% of the units as affordable housing units, which
would be two units, plus the payment of fee based on the remaining fractional
inclusionary unit (.55 units). The units at this time may be supplied as Second
Dwelling Units either attached or detached from the primary dwelling unit. The use
of second dwelling units may not be viable in the near future as the units will not
qualify as affordable units per state housing requirements. Staff recommends that
other affordable housing options be considered.
3. A new Hillside Development Ordinance has been adopted since the original project.
The new Ordinance requires that slopes, with a height greater than 20 feet and
length longer than 200, be contour graded. Also required is a top of slope setback

required for lots 1,2,10,11, and 12. Please refer to the Hillside Development
Ordinance for more details.
4. A new noise study will be required for the project. Specifically address the need for
the noise attenuation wall along El Camino Real. If this wall is required, it should be
enhanced as to not be so plain and linear.
5. The project will require the following applications:
Tentative Tract Map - subdivision of the land
Site Development Plan - review of affordable housing component
Special Use Permit - for development along El Camino Real
Hillside Development Permit - development of steep slopes
6. The street name Elm Avenue has been changed to Carlsbad Village Drive. Please
reflect this change on the plans.
7. The plans submitted for the map and other permits should not bare the previous
City approval stamps.
8. Please refer to the conditions of approval of the previous project (CT 89-26) for
additional anticipated project conditions.
Engineering:
1. On future plans, show sight distance lines for vehicles on Appian Road to Carlsbad
Village Drive. The required sight distance is 440', measured 15' behind the
extension of the curb face.
2. It appears the intersection of Appian Road with Carlsbad Village Drive is slightly
skewed. City standards require streets to intersect at right angles with at least 50'
of tangent on Appian Road, measured from the extension of the curb face.
3. A dedicated right-turn lane is required for vehicles traveling east on Carlsbad Village
Drive and turning south to Appian Road.
4. With regard to the slopes along El Camino Real and Carlsbad Village Drive, a flat
setback area is required between the subdivision boundary (right-of-way line) and
the toe of slope. Please see City standard drawing GS-14 for more details.
5. A traffic signal is to be installed at the intersection of Appian Road and Carlsbad
Village Drive. The project may be required to install this improvement, with a portion
of the costs to be reimbursed by the City.
