This is the third status report for the revegetation project. The results of the survey indicate that the target threshold for establishing native grasslands has not been met and additional recommendations have been made to establish a grassland habitat. As stated in the report/the first recommendation of a controlled burn has been met with resistance from CDFG and the City and should not be considered. The second and third recommendations may not be appropriate at this time being late in the restoration project. The target threshold that was to be achieved is a greater than 50% cover of native grasses. The draft report identifies an approximate cover of 70% of non-native grasses, or 30% native grass cover. Per the Perennial Grassland Revegetation Plan, "...restoration with container plants will be required to bring coverage up to the "success" level." At this time it would appear that the proper recommendation would be to plant container plants to establish the grassland habitat, possibly in concert with recommendation number two and that the site be irrigated. At this time I would like to have the biologist and botanist consider the planting of container plants as the preferred method to establish the grassland habitat with concurrence from the Fish and Game staff. It is imperative that the habitat be established prior to the end of the revegetation program rather than the program ending without the mitigation requirement being fulfilled.
