Dear Mr. Wismer:
The Planning Department has completed a review of the “Report of a biological survey of the
Carlsbad Village Drive and El Camino Real property, Carlsbad, California”, prepared by Pacific
Southwest .Biological Services, dated January 28, 1999 for CT 99-08, also known as Spyglass II.
The report notes that the project site has, in its existing condition, has a significant cover of 5.15
acres of Perennial Grassland. The survey also notes that based on the previously proposed project,
95% of this habitat will be impacted by the proposed development. As stated in the survey,
Grasslands are not considered a sensitive vegetation community but they are important in a habitat
preserve design.
This letter is to follow up on our discussion of July 26, 1999 regarding the biological impacts to the
perennial grassland habitat on the project site. There is the need to mitigate the loss of this habitat
type by preserving and/or restoring the habitat on-site or potentially off-site. Staff would like to
discuss the potential mitigation requirement and measures of the habitat with the U.S. Fish and
Wildlife Service. Don Rideout has agreed to initiate the discussions with the Service. To help in the
review, please provide an exhibit, in plan form, that shows the extent of the existing grassland area
with acres and percent values, a plan showing the areas that could be re-established as grassland on-
site with acreage and percent values, and any additional biological reports that are available.
