Please describe fully the proposed project. Include any details necessary to adequately explain the scope and/or operation of the proposed project. You may also include any background information and supporting statements regarding the reasons for, or appropriateness of, the application. Use an addendum sheet if necessary. Description/Explanation. This application is a request for a Tentative Map, Condominium Permit, and a Minor Master Plan Amendment for Rancho Carrillo Village N. The project proposes the development of 105 condominium units on approximately 12.9 acres. The 105 units are in the form of 35 triplex buildings with 3 plan types ranging in size from approximately 1349 SF to 1544SF. Each unit has two covered garage spaces and 3 bedrooms. The Minor Master Plan Amendment simply proposes to add two bullet point items to the Special Design Criteria for Village N on page 163 of the Master Plan (please see enclosed highlighted bullet items). These two bullet items are virtually identical to the bullet items added to Village A of Rancho Carrillo in a similar Master Plan Amendment which was approved by the Planning Commission on September 2,1998. The Master Plan Amendment will allow: a) 10' building setback from private streets, and b) 24' wide access to the motor courts. The recent review and Planning Commission approval of the similar design criteria for Village A shows that these features are functional. Offset building planes provide for variations in the building frontage. All garages will be equipped with automatic garage door openers and guest parking is distributed outside of the motorcourts at a ratio above what is required. The internal courtyards are likely to create a favorable atmosphere of neighbor interaction within the project as well as increase the aesthetics of the project since the garage doors and driveways will not be a conspicuous part of the project. We believe that the design of the project justifies the changes requested by the proposed amendment. There has been a significant lack of new attached ownership projects in Carlsbad in the past decade. The proposed project has proven to be functional and it will provide home buyers with a greater variety of product types within the City as well as within the Rancho Carrillo Master Plan. Rev. 4/91 ProjDesc.frm STATEMENT OF AGREEMENT TENTATIVE SUBDIVISION MAP CITY OF CARLSBAD The Subdivision Map Act and the Carlsbad Municipal Code sets a fifty (50) day time restriction on Planning Commission processing of Tentative Maps and a thirty (30) day time limit for City Council action. These time limits can only be extended by the mutual concurrence of the applicant and the City. By accepting applications for Tentative Maps concurrently with applications for other approvals which are prerequisites to the map; i.e., Environmental Assessment, Environmental Impact Report, Condominium Plan, Planned Unit Development, etc., the fifty (50) day time limits and the thirty (30) day tune limits are often exceeded. If you wish to have your application processed concurrently, this agreement must be signed by the applicant or his agent. If you choose not to sign the statement, the City will not accept your application for the Tentative Map until all prior necessary entitlements have been processed and approved. The undersigned understands that the processing time required by the City may exceed the time limits, therefore the undersigned agrees to extend the time limits for Planning Commission and City Council action and fully concurs with any extensions of time up to one year from the date the application was accepted as complete to properly review all of the applications.
