SUBJECT: MP 139(H)/CT 99-09/CP 99-06 - CARRILLO RANCH VILLAGE N
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your master plan amendment, tentative map, and condominium
permit, applications no. MP 139(H)/CT 99-09/CP 99-06, as to their completeness for
processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items
must be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals.
No processing of your application can occur until the application is determined to be
complete. The second list is issues of concern to staff. When all required materials are
submitted the City has 30 days to make a determination of completeness. If the
application is determined to be complete, processing for a decision on the application will
be initiated. In addition, please note that you have six months from the date the
application was initially filed, March 24, 1999, to either resubmit the application or submit
the required information. Failure to resubmit the application or to submit the materials
necessary to determine your application complete shall be deemed to constitute
withdrawal of the application. If an application is withdrawn or deemed withdrawn, a
new application must be submitted.

1. Noise study which confirms the proposed height and location of the required noise
wall.
2. Include earthwork volumes.
3. Proof of availability of sewer.
ISSUES OF CONCERN
Planning:
1. Please add the project numbers to the tentative map. Also change the zoning to
RD-M.
2. The proposed courtyards and driveways which are completely hardscape along
with a uniform setback reduced to 10’ results in a street scene that has very little
landscape coverage. The proposed reduction in front setback could be supported
for only a percentage of units. (See the attached redlined exhibit for staff’s
recommendation). This would provide for more variation and increase landscaped
areas. Also, please incorporate an enhanced hardscape design into the
driveways/courtyards through the use of different materials and colors and show
on the landscape plan.
3. The Planned Development Ordinance open space requirement is 200 square feet
per unit. While the common active area is defined on the plan, the private passive
area for each unit is not. Please identify in the table on the site plan the total area
required, total area of common and passive area provided to ensure that this
requirement is met. Private patios must be a minimum of 10’ x 10’ and balcony
decks must be a minimum 6’ x 6’ dimension. The dimensioned patios and balcony
decks should be shown on the site plan and floor plans. The patios behind some
of the units cannot be covered due to the fire suppression zone requirements.
They can, however, be enclosed by low walls and defined using brick or enhanced
paving and landscaping. The private passive areas are important in multi-family
projects. If trellises/patio covers are proposed, submit a patio cover/trellis exhibit
identifying which unit may have them and provide an architectural detail.
4. Dimension the setbacks to garages facing the street.
5. No landscaping is proposed in rear yard areas. Please add landscaping in these
areas consistent with the landscape guidelines. Please note that landscaping within
the rear yards of units within the 50’ setback along Melrose Drive must be
landscaped in accordance with the Master Plan landscape requirements.

Additionally, the landscape maintenance exhibit indicates that rear yard areas are to
be maintained by individual homeowners. This project has common open space
surrounding the units that should be maintained by the HOA.
6. The proposed fire suppression zones appear to encroach into some natural areas. If
any sensitive vegetation is located within the area requiring pruning or removal,
these areas may need?0 be mitigated. Please advise.
7. Please submit a set of elevations excluding the shaded areas.
8. Please include the proposed location of the Village N entry monument on the site
plan along with a detail of the structure that is in accordance with the Ranch0
Carrillo Sign Program.
9. It is unclear to staff whether this proposal is for the triplexes on both sides of the
courtyard are proposed to be the same architectural style. Please advise
Engineering:
Engineering issues will be forwarded under separate cover.
Fire:
1. The proposed cul-de-sac exceeds 600 feet and therefore appears to conflict with
City standards. If so, provide additional access.
2. All buildings are classified as R-l occupancies and are three stories in height and
must, therefore be protected by automatic sprinkler systems conforming to NFPA
Standard 13R.
