COMPLETENESS REVIEW AND INITIAL ISSUES STATEMENT
RANCHO CARRILLO VILLAGE L, CT 99-11/CP 99-08/MP 139(1)
The Engineering Department has completed its review of the subject project for application
completeness. The application and plans submitted for this project are incomplete and
unsuitable for further review due to the following missing or incomplete items:
1. Typical street cross section for Carrillo Way.
2. The distance along Carrillo Way between the project entrance and the Melrose Drive
intersection.
3. A detail showing the drainage pattern for the driveway area between two building units.
4. Top and bottom wall elevations of the sound wall along Melrose Drive.
5. The final map to create the Village L lot is currently being processed under City Final
Map application FM 93-04-4. This project application will be deemed incomplete until
the final map is recorded.
In addition, the Engineering Department made a preliminary review of the project for
Engineering issues. Engineering issues which need to be resolved or adequately addressed
prior to conditioning of the project are as follows:
1. Provide on the plans additional street centerline elevations along the portion of Carrillo
Way north of the project to the entrance of Village G.
2. Provide a note on the plans indicating where Carrillo Way (public street) ends and the
private street for Village G begins.
3. To avoid traffic conflicts, the driveways for Building Nos. 4 and 11 are to line up across
from each other.
4. Sidewalk is required on both sides of all streets.
5. In order to address the City's cul-de-sac standard, the portion of road between the
project entry and the first intersection (Private Drive "B") is to be widened to include 2
twelve foot wide lanes in each direction and a raised 8' wide median.
6. Access from the project site to Melrose Drive is prohibited. Therefore, the proposed
emergency access driveway and opening are to be eliminated from the plans.
7. Provide notes indicating the parties responsible for maintaining slopes along all project
boundaries.
8. Add a dimension indicating the typical width of the driveway area between building units.
The minimum required width is 24'.
9. Label easements as either "public" or "private." Add a note indicating the onsite storm
drain is a privately maintained facility.
10. The legal description contained in the preliminary title report describes a much larger
parcel different from the project site shown on this application. Once the final map for
the Village L parcel is recorded, this preliminary title report must be revised to be
compatible with the project site shown on this application.
11. The geotechnical report submitted with this application discusses the project site prior to
mass grading of the Rancho Carrillo development. Since the mass grading has already
occurred, this report must be revised to address the project site conditions and feasibility
in its current state (after the mass grading of the Rancho Carrillo development).
Attached is a redlined check print set of the project. Please forward this plan set to the
applicant for corrections and changes as noted. The applicant must return this plan set with the
corrected plans to assist us in our continued review. If you have questions regarding any of the
