HomeMy WebLinkAboutCT 99-20; Carlsbad Airport Center Lot 10; Tentative Map (CT) (22)CITY OF CARLSBAD ENGINEERING DEPARTMENT LAND USE REVIEW October 1,1999 TO: VAN LYNCH, ASSOCIATE PLANNER FROM: Glen Van Peski, Consultant Engineer VIA: BOB WOJCIK, DEPUTY CITY ENGINEER RE: COMPLETENESS REVIEW AND I NT IA L ISSUES STATEMENT CT 99-20 PUD 99-09 PIP 99-03 CARLSBAD AIRPORT CENTER LOT 10 The Engineering Department has completed our review of the above-referenced project for application completeness and has determined that the application and plans submitted for this project are incomplete and unsuitable for a complete review. Additionally, staff has completed a review of the project for Engineering issues. Engineering issues which need to be resolved or adequately addressed prior to scheduling of this project for a hearing are added to the later part of this correspondence. INCOMPLETE ITEMS: 1. Building setbacks are not shown on the Site Plan. Although the information is contained on the Tentative Map, it should also be shown on the Site Plan. 2. Tentative Map, which is being utilized to show preliminary grading and utilities, does not show topography within 100 feet of the project boundary. Additional topography is needed on the east and north sides. 3. Bottom of wall elevations are not shown where top of wall elevations are given. Per the submittal checklist, top and bottom elevations should be shown as a minimum at the ends and middle of all retaining walls, as well as at the worst case condition. 4. The Tentative Map should include the reference to the certificate of compliance adjusting the lot line, or delete the old lot line. 5. A hydrology study should be submitted for this project. The study should address pre- development and post-development runoff and water quality issues (NPDES compliance). 6. It is not clear that the Tentative Map shows all fire hydrants within 300 feet of the project. 7. The Tentative Map does not show the drainage concept in the areas around the proposed buildings. 8. The Tentative Map does not show the required extension of sewer and water facilities to serve the proposed project. Check with CMWD for requirements. Tentative Map should show proposed sewer and water mains, fire hydrants and proposed easements. Carlsbad Airport Center Lot 10 Completeness Review and Initial Issues Statement Page 2 of 2 Note the incomplete items identified above are taken directly from the application checklist. The corrections should include a review of the checklist to insure a complete submittal. ISSUES TO RESOLVE 1. Keystone walls to retain cut slopes require considerable additional grading to construct due to the installation of geotextiles behind the wall. Depending on the allowable slope of the backcut, there could be considerable encroachment into the existing 2:1 slope. The limit of required grading should be reflected on the tentative map, and the preliminary landscape plan should reflect new landscaping in this area. 2. Much of site drains to what appears to be an existing open concrete ditch. No drainage easement is reflected on the Tentative Map or the title report indicating that the project has rights to discharge drainage into this facility. 3. NPDES storm water pollution control plan will be required for this project. We suggest a maintenance plan and program of prevention be developed instead of just adding a series of "Fossil Filters" to catch basins. We recommend consideration of vegetation as an onsite filter and possibly a detention basin to control downstream runoff. Attached are redlined check prints of the project for the applicant's use. The applicant must return these check prints with the revised plans to assist staff in our continued review. If you have any questions, please call me at 941-9500.
