LAND USE REVIEW

RE: COMPLETENESS REVIEW AND ISSUES STATEMENT (RESUBMITTAL)
CT 99-20 PUD 99-09 PIP 99-03 CARLSBAD AIRPORT CENTER LOT 10
The Engineering Department has completed our review of the above-referenced project for
application completeness and has determined tnat the application and plans submitted for this
project are still incomplete.
Additionally, staff has completed a review of the project for Engineering issues. Engineering
issues which need to be resolved or adequately addressed prior to scheduling of this project for
a hearing are added to the later part of this correspondence.
INCOMPLETE ITEMS:
1. Previous lot line between Lots 10 and 1 is labeled "exist, lot line" and "old lot line".
Tentative Map would be clarified by deleting the previous lot line and the labels.
2. The retaining walls on the Tentative Map are all shown using the Keystone wall symbol,
but one of the walls is labeled as a masonry wall. Symbols used should be consistent
with labeling.
3. One of the proposed retaining walls is labeled as a Keystone wall on the Site Plan, and a
Keystone or a masonry wall on the Tentative Map. The Site Plan should be consistent
with the Tentative Map.
4. The legal description on the Site Plan is incorrect.
5. The daylight line behind the proposed retaining walls should be revised to reflect the true
limits of grading necessary to construct the Keystone walls.
ISSUES TO RESOLVE
1. NPDES storm water pollution control plan will be required for this project. We suggest a
maintenance plan and program of prevention be developed instead of just adding a series
of "Fossil Filters" to catch basins. We recommend consideration of vegetation as an
onsite filter and possibly a detention basin to control downstream runoff.
2. A hydrology study will be required with the final engineering for this project. In addition to
sizing onsite drainage facilities, hydrology study will either have to show flows leaving the

site that are consistent with the previously-approved hydrology reports, or check
downstream facitilies to prove adequacy.
Attached are redlined check prints of the project for the applicant's use. The applicant must
return these check prints with the revised plans to assist staff in our continued review.
