SUBJECT: CT 99-20/ PUD 99-091 PIP 99-03 - CARLSBAD AIRPORT CENTRE LOT IO
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Tentative Map, Planned Unit Development, and Planned
Industrial Permit, application numbers CT 99-20/ PUD 99-09/ PIP 99-03, as to its
completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must
be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete.
The second list is issues of concern to staff. When all required materials are submitted the
City has 30 days to make a determination of completeness. If the application is
determined to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was initially
filed, September 3, 1999, to either resubmit the application or submit the required
information. Failure to resubmit the application or to submit the materials necessary to
determine your application complete shall be deemed to constitute withdrawal of the
application. If an application is withdrawn or deemed withdrawn, a new application must
be submitted.

Planning:
1. Dimension and label the setback lines on the site plan.
2. Provide roof plans that show the proposed location of mechanical equipment and
how the equipment will be screened from view.
3. Provide quantity of plants proposed on landscape plan.
4. Provide construction materials board and color samples per application checklist.

Fire:

Building setbacks are not shown on the Site Plan. Although the information is contained
on the Tentative Map, it should also be shown on the Site Plan.
Tentative Map, which is being utilized to show preliminary grading and utilities, does not
show topography within 100 feet of the project boundary. Additional topography is
needed on the east and north sides.
Bottom of wall elevations are not shown where top of wall elevations are given. Per the
submittal checklist, top and bottom elevations should be shown as a minimum at the
ends and middle of all retaining walls, as well as at the worst case condition.
The Tentative Map should include the reference to the certificate of compliance
adjusting the lot line, or delete the old lot line.
A hydrology study should be submitted for this project. The study should address pre-
development and post-development runoff and water quality issues (NPDES
compliance).
It is not clear that the Tentative Map shows all fire hydrants within 300 feet of the
project.
The Tentative Map does not show the drainage concept in the areas around the
proposed buildings.
The Tentative Map does not show the required extension of sewer and water facilities to
serve the proposed project. Check with CMWD for requirements. Tentative Map should
show proposed sewer and water mains, fire hydrants and proposed easements.
Previously approved fire hydrant location are not depicted on the site plan.
ISSUES OF CONCERN
Planning:
1. The buildings along Palomar Airport Road shall be setback as to not intrude into a .7
feet horizontal to one foot vertical imaginary diagonal plane that is measured from
the top edge of slope to the top of the building. This is to provide additional
landscape area and reduce the visual impact of the two story buildings along
Palomar Airport Road.
2. The read yard building setback for the site is 25 feet. Currently shown on the plan
is a 20 foot rear yard setback. Parking may be allowed to a ten-foot setback with
no parking overhang permitted.
3. Please add the project application numbers into the box provided.
4. In the Project Data Column, correct the following:
Correct the applications submitted information to reflect Carlsbad Tract, Non-
Residential Planned Unit Development, and Planned Industrial Permit.
Existing Zone = P-M
Existing Land Use = P-l (Vacant)
Provide gross site area in acres (7.355 ac.)
Add value from landscape sheet to new total landscaping. (44,010 sq. ft.)
Provide Parking ratios for compact spaces (not to exceed 25%)
Provide undevelopable site area.

Under Key Notes:
Clarify item 6 as existing 15 foot sewer easement and identify access easement to
lot nine and City of Carlsbad sewer easement per Map No 11287.
Label both trash enclosures as item nine.
Under Site Notes:
Correct plans to show all existing permanent structures within 100 feet of the
project boundary.
The note “see sheet three of three for landscape plan” needs to be corrected. The
landscape plan is not sheet three of three.
5. Provide the grand total square footage proposed under the Building Area Summary
table.
6. Provide of the site plan the Cut/Fill grading quantities from the tentative map sheet.
7. Please consistently label the buildings on the site plan and architectural plans the
same. The site plan and Building Area Summary identify the buildings by number
whereas the architectural plans refer to buildings A through E with no reference on
8. Provide a landscape buffer between the employee eating area and the six parking
spaces. There appears to be adequate room for some landscaping.
9. The western exit of building C, Lot 3, shows a walkway, landscaping, and a light
pole. The three plans differ in the configuration of these items.

In many locations the light poles conflict with a proposed tree location.
Provide top and bottom of wall elevations for the ends, mid-point, and worst case
for the retaining walls on both the site plan and tentative map.

Delineate areas of maintenance responsibilities on landscape plan.
Provide an approval of a license agreement from S.D.G. & E. to allow improvements
and parking within the easement area.
14. Consider the use of pavement treatment in the handicap parking area. With low
usage, this area would have a better appearance and have the effect of open space
if treated correctly.
15. Provide letter from the Carlsbad Airport Centre Owner’s association regarding the
application and review of the proposal.
16. Please find attached the original signed Notice of Time Limits for your records.

Keystone walls to retain cut slopes require considerable additional grading to
construct due to the installation of geotextiles behind the wall. Depending on the
allowable slope of the backcut, there could be considerable encroachment into the
existing 2:1 slope. The limit of required grading should be reflected on the tentative
map, and the preliminary landscape plan should reflect new landscaping in this area.
Much of site drains to what appears to be an existing open concrete ditch. No
drainage easement is reflected on the Tentative Map or the title report indicating
that the project has rights to discharge drainage into this facility.
NPDES storm water pollution control plan will be required for this project. We
suggest a maintenance plan and program of prevention be developed instead of just
adding a series of “Fossil Filters” to catch basins. We recommend consideration of
vegetation as an onsite filter and possibly a detention basin to control downstream
runoff.
Water:
1. Sewer service to this location may be obtained by the extending sewer laterals from
the buildings to the existing lo-inch sewer pipeline crossing the property within an

easement. The existing sewer easement is represented on the exhibit map and is
aligned along the extension of Owens Avenue. Developer should verify in advance
that the depth of the existing sewer is such that a gravity pipeline can be connected
to it from the buildings. The parking lot may need to be adjuster to provide access
to the existing manhole on the IO-inch sewer line at all times.
2. Water service may be obtained from the existing IO-inch ACP pipeline in Owens
Avenue. If the Fire ,Marshall requires additional onsite fire hydrants for the project,
than a public water system shall be designed to supply water to the fire hydrants.
3. Any onsite public water pipeline, fire hydrant and water services shall be contained
within a minimum 20-foot wide easement dedicated to CMWD.
4. Any landscaping shall be designed to be irrigated with recycled water in accordance
with CMWD requirements. Recycled water pipelines are currently not available to
this site, but plans are being made to construct them.
Fire:
1. Please address previously discussed emergency access difficulties presented by the
proposed locations of buildings on Lots 4 and 5.
2. All buildings shall be protected by automatic fire sprinklers. Fire Department
connections for all buildings must be located adjacent to the main driveway.
3. Attached are redlined check prints for your use. These check prints must be
returned with the revised plans to assist staff in the continued review of your
project.
