(760) 720-0500 FAX NO: (760) 602-8562 Special Instructions: RE: Carlsbad Airport Center Lot 10 CT 99-20 Response to letter requesting early building permits In your request of May 15, 2000 to Frank Jimeno, you ask that the owner of Lot 10 be allowed to pull building permits prior to recordation of the final map. The release of building permits prior to recordation of the final map has been supported by the Engineering Department on a case-by-case basis. Please note that this refers only to the Engineering Department release of building permits. Other departments should be contacted directly for input. Prior to consideration of a request for building permits for Lot 10, there are a number of conditions that must be complied with. Please refer to your conditions of approval for a complete list. 1. Condition 34 requires a grading permit for this project. The grading permit must be obtained prior to issuance of a building permit for the project. Typically the final map for a project must be recorded prior to issuance of a grading permit, but there is a standard procedure for requesting "early grading" prior to recordation of the final map. No grading plan has been received for plan check yet, 2. After the grading has been completed and prior to release of building permits, there are a number of items that need to be submitted, including pad certification and final soils report. See the Engineering Counter for specific information. 3. Conditions 38,, 44 and 49 require the construction of public and private improvements. The sewer must be constructed to public standards, so it will need to be shown on the improvement plans. Prior to release of building permits, the improvement plans must have completed the plan check process and have departmental approval, the mylars at the City for signature, fees paid, security posted, development agreement executed, etc. Wo improvement plans have been received for plan check yet. 4. Condition 52 requires the preparation of a maintenance plan for the private sewer system. This plan must be submitted, reviewed and approved by the Deputy City Engineer - Utilities prior to approval of the improvement plans. No maintenance plan has been received yet. The plan should be submitted with the first plan check of the improvement plans to allow sufficient time for review. If you have further questions, please call.
