PRELIMINARY REVIEW
Engineering Department staff have completed a preliminary review of the above-
referenced project. Prior to formal application submittal the following items must be
adequately resolved/addressed:
1. Show surface drainage patterns. Asphalt concrete must slope at a minimum of 1%.
Portland cement concrete (i.e. concrete swale) must drain at a minimum of 0.5%.
2. Confirmation that SDG&E has approved the proposed encroachments (i.e. parking
lot, refuse bin, landscaping, parking lot lights) will be needed.
3. Storm water exiting the site needs to be filtered for surface pollutants as required
per the National Pollutant Discharge Elimination Permit held by the City. A
preferable method of filtration is to direct concentrated drainage into an energy
dissipater followed by a vegetated area. The vegetation would need to be of a type
which tolerates and accepts oils and other particulates commonly found in storm
water originating from parking lots. Irrigation lines would need to be installed to
ensure plant growth and stability during the summer months (see attached
information on best management practices for biofilters).
4. The refuse enclosure located at the west end of the parking lot needs to be
relocated. At its current location, it would obstruct motorists visibility when making
the turn around the corner. A better location is where the four spaces are proposed
directly west of the refuse bin.
5. A civil grading plan will need to be submitted with your PIP application. The
information provided makes it difficult to determine if a grading permit will be
required.
6. Trucks must be able to make 42 foot radius turns on the property in accordance with
PRE 99-47, Lot 10, Carlsbad Airport Centre
PRELIMINARY REVIEW
California Department of Transportation Highway Design Manual, Figure 407E. The
trucks will not be able to make these turns at the west end of the parking lot. Please
revise plan to show full compliance with the standard.
7. A right-of-way permit will be required for work within the City sewer and drainage
easement as well as construction of the driveway approach on Owens Avenue.
