SUPERSEDES: 80-6(9/10/80)

PURPOSE: PROVIDE INSTALLATION STANDARDS FOR ALL ROOF MOUNTED EQUIPMENT AND
PENETRATIONS ON COMMERCIAL AND INDUSTRIAL BUILDINGS.
INTENT: A. Maintain roof integrity.
B. Prevent hazardous condition to firemen who must fight fire on the roof.
C. Provide an installation that is aesthetically sensitive to the building and the
adjoining properties.
POLICY: 1 All equipment shall be concealed from view and the design* shall meet the
approval of the Planning Department.
2. All equipment shall be specifically designed and approved for exterior use and shall
be approved by the City of Carlsbad Building Department.
3. All roof mounted equipment shall be on a platform which shall be an integral part
of the roof--flashed and waterproofed. When a screen is approved, it shall have as
few roof connections as possible and be structurally adequate.
4. All electrical, plumbing, mechanical duct work and related piping shall be inside the
building and not on the roof. All connections related to equipment shall be made
in the same roof opening on the platform or have the prior approval from the
building official.
5. Sewer vents shall be brought to one main vent below the roof and have one
penetration where restrooms or other plumbing fixtures are back to back or in the
general proximity.
Air exhaust fans and other equipment shall be within the building and use the
same roof opening where restrooms and other equipment are back to back or in
general proximity.
6. Existing buildings and equipment, remodel or replacement, shall meet the above
regulations or shall have the prior approval from the building official.
7. Where new equipment is installed, unused or abandoned equipment, including all
roof mounted piping, electrical, mechanical, duct, and other related appurtenances
shall be removed from roof and unused openings properly sealed to maintain roof
integrity.
*The architect should, through design, conceal the heating/AC unit and other equipment whether
they are on the roof or elsewhere.

Description of Proposal
Microwave Antenna Installation
2131 Palomar Airport Road
Request
Conditional Use Permit and waiver of screening requirements because the installation
cannot be seen.
ADplicant Background
Teligent is a new telephone company licensed to serve this area by the Federal
Communications Commission. Teligent plans to offer telephone service as a replacement
to the service offered by Pacific Bell. Teligent does not offer cellular or PCS service, and
the Teligent network cannot be accessed from a mobile source.
The factor which differentiates Teligent from traditional telephone service is that instead
of using street-fiber to carry the calls, Teligent uses a fixed digital wireless network. Of
relevance to the City of Carlsbad Planning Department is that Teligent's network consists
of a series of small roof-mounted microwave antenna dishes.
Project Description
This proposal is to install thirteen microwave antennas on the penthouse roof of 2131
Palomar Airport Road. These antennas would provide telephone service to the tenants of
this building and other commercial buildings in the area.
Installation
Eleven of the antennas are 24" in diameter (two of the antennas are 36" in diameter).
Two antennas would be placed at each corner of the penthouse screen wall. And, along
the southern side of the wall, the five antennas would be evenly spaced along the wall.
The bottom edge of each antenna would be positioned at the top edge of the existing
penthouse screen wall. The top edge of the round, disk-like, antennas would not extend
beyond 24" (or 36") above the screen wall.
Screening
The existing screen wall cannot be seen and therefore, the Teligent antennas would not be
able to be seen either. Please see photo simulations.

Teligent proposes to place eleven 24" diameter microwave dishes, and two 36" diameter
antennas along the top edge of the existing penthouse at 2131 Palomar Airport Road in
order to provide telephone service to the building occupants. (Please refer to attached
project description.) Under a literal interpretation of the Carlsbad Municipal Code, this
application would require a Conditional Use Permit. Teigent is in the unusual position
of possibly being required to screen something that cannot be seen, because the
penthouse of this building is not visible. The purpose of this pre-application request is to
ask staff to consider a waiver of the CUP and screening requirement.
The building at 2131 Palomar Airport Road is uniquely clustered as one of four sister
buildings. It is set farthest back from all sides of the public right-of-way and centered
amongst the other buildings. All other buildings in the cluster block the public's view of
this building. In addition., building cluster is perched on top of a knoll, such that all
surrounding land uses and traffic look up at the cluster, again, preventing viewing.
The rooftop penthouse of 2131 Palomar Airport Road is so hard to see that Teligent was
unable to prepare visual simulations of our proposal, because no photo could be taken
that would show the existing roof. Instead, Teligent has submitted visual simulations of a
building adjacent to 2131 Palomar Airport Road. Staff is being asked to imagine what
Teligent' s proposal would look like at 2131 Palomar Airport Road, if you could see 2131
Palomar Airport Road.

Staff-level Site Plan Review instead of Conditional Use Permit and waiver of screening
requirements because the installation cannot be seen.
Applicant Background
Teligent is a new telephone company licensed to serve this area by the Federal
Communications Commission. Teligent plans to offer telephone service as a replacement
to the service offered by Pacific Bell. Teligent does not offer cellular or PCS service, and
the Teligent network cannot be accessed from a mobile source.
The factor which differentiates Teligent from traditional telephone service is that instead
of using street-fiber to carry the calls. Teligent uses a fixed digital wireless network. Of
relevance to the City of Carlsbad Planning Department is that Teligent' s network consists
of a series of small roof-mounted microwave antenna dishes.
Project Description
This proposal is to install thirteen microwave antennas on the penthouse roof of 2131
Palomar Airport Road. These antennas would provide telephone service to the tenants of
this building and other commercial buildings in the area.
Installation
Eleven of the antennas are 24" in diameter (two of the antennas are 36" in diameter).
Two antennas would be placed at each corner of the penthouse screen wall. And, along
the southern side of the wall, the five antennas would be evenly spaced along the wall.
The bottom edge of each antenna would be positioned at the top edge of the existing
penthouse screen wall. The top edge of the round, disk-like, antennas would not extend
beyond 24" (or 36") above the screen wall.
Screening
The existing screen wall cannot be seen and therefore, the Teligent antennas would not be
able to be seen either. Please see photos.

A preliminary review of your project was conducted on April 13, 2000. Listed
below are the issues raised by staff. Please note that the purpose of a preliminary
review is to provide you with direction and comments on the overall concept of
your project. The preliminary review does not represent an in-depth analysis of
your project. Additional issues of concern may be raised after your application is
submitted and processed for a more specific and detailed review.
Planning:
1. Planning Department staff has determined that the use of microwave dishes to
provide telephone service falls into two categories:
A. "Type 1" facilities, which serve as a hub site, with multiple dishes serving
multiple locations. These facilities would require a Conditional Use Permit
pursuant to Chapters 21.42 and 21.50 of the Carlsbad Municipal Code.
B. "Type II' facilities, which would serve only the building(s) upon which they
are located. These facilities would be considered an accessory or ancillary
use of the property and would require only a building permit. Such
installations are subject to all City requirements, which include but are not
limited to UBC standards, height limitations for the subject zone and
equipment screening requirements. No Conditional Use Permit is required.
2. The project as proposed appears to be a "Type I" hub facility, which would
serve multiple buildings in the area and would require an approved Conditional
Use Permit.

3. From the photo simulations submitted, it appears that the proposed microwave
dishes would be fully screened as viewed from the subject and adjacent
properties. Please include photo simulations and site plans for the exact building
you intended to install the dishes on when submitting for a Conditional Use
Permit.
