SUBJECT: Submittal for Sprint PCS Telecommunication Facility, 7100 Four Seasons

Dear Mr. Grimm:
1M Consulting Group is pleased to submit on behalf of its client, Sprint PCS. an
application for a wireless telecommunication communication facility at 7100 Four
Seasons Point. Sprint PCS is a nationwide PCS service and is continuing the buildout of
its system in the San Diego area.
Project Description
Sprint PCS is proposing to develop, operate, and maintain a telecommunications base
station consisting of four (4) panel antennas stealth mounted on the Aviara Four Seasons
Resort in the City of Carlsbad. Four (4) sectors of one (1) antenna each will be mounted
on the rooftop of the existing facility. In order to architecturally integrate the proposed
facility with the existing building, three (3) of the panel antennas will be placed within a
new rooftop stealth chimney. The new chimney will be similar in appearance to existing
chimneys placed along the rooftop of the existing building. The new stealth screen is
constructed of signal transparent composite material which allows for minimal radio-
frequency attenuation. The new rooftop chimney "rill be exactly similar in color and
texture as the existing chimneys. One (1) sector of one (1) antenna will be mounted
v.rithin an existing rooftop cupola on the southern portion of the rooftop. A portion of the
cupola ,,,ill be removed and also replaced with the signal transparent composite material.
The base transceiver station (BTS) equipment is proposed to be located within interior
space of the existing cupola. The BTS equipment will include four (4) cabinets, mounted
on a six-inch concrete pad. The necessary power and telco will be delivered to the
antenna sectors via a conduit routed on the rooftop of the existing building. A photo
simulation of the proposed stealth chimney is included as part of the application package.

The proposed project has been designed to minimize any impacts associated with the
development of the project. Deyelopment of the project will not require any landform
alterations, will not increase the envelope of the building, will not have any visible
features, and will not alter or interfere with current land uses.
Land Use
The site is part of the A viara Master Plan in the City of Carlsbad. Wireless
telecommunication facilities are considered quasi-public utilities and are allowed in the
zone according to the city's Municipal Code through the issuance of an administrative
conditional use permit. The primary land uses on site are hotel-commercial.
Site Selection
This site was selected due to Its strategic location and the ability to provide necessary
coverage to the Four Season Resort, along Ayiara Park\vay, 1-5, and the surrounding
residential and commercial uses.

STATE CEQA GUIDELINeS, Chapter 3. Article 5. Section 15063 requires that the City
conduct an Environmental Impact Assessment to detennine if a project may have a significant
effect on the environment. The Environmental Impact Assessment appears in the follov.ring
pages in the form of a checklist. This checklist identifies any physical, biological and human
factors that might be impacted by the proposed project and provides the City \\rith information to
use as the basis for deciding whether to prepare an Environmental Impact Report (EIR). Negative
Declaration, or to rely on a previously approved EIR or Negative Declaration.
• A brief explanation is required for all answers except "No Impact" answers that are
adequately supported by an information source cited in the parentheses following each
question. A "No Impact" answer is adequately supported if the referenced information
sources show that the impact simply does not apply to projects like the one involved. A
"'No Impact" answer should be explained when there is no source document to refer to. or
it is based on project-specific factors as well as general standards.
• "Less Than Significant Impact"' applies where there is supponing evidence that the
potential impact is not adYersely significa."'rt and t..~e impact does not exceed adopted
general standards and policies.
• '"Potentially Significant Unless :Nlitigation Incorporated" applies where the incorporation

those mitigation measures are agreed to by the developer prior to public review. In this

Please use this area to discuss any of the environmental factors that were checked "No impact""

Impact" or "Potentially Significant Impact Unless Mitigation Incorporated." The City has
adopted a "Statement of Overriding Consideration" 'with regard to air quality and circulation
impacts resulting from the normal buildout according to the General Plan. The follo\\ing san1ple
te~-r is intended to guide your discussion of the impacts to these environmental factors.
AIR QUALITY:
The implementation of subsequent projects that are consistent with and included in the updated
1994 General Plan \vill result in increased gas and electric power consumption and vehicle miles
traveled. These subsequently result in increases in the emission of carbon monoxide. reactiYe
organic gases. oxides of nitrogen and sulfur, and suspended particulates. These aerosols are the
major contributors to air pollution in the City as well as in the San Diego Air Basin. Since the
San Diego Air Basin is a '"non-attainment basin". any additional air emissions are considered
cumulatively significant: therefore, continued development to buildout as proposed in the
updated General Plan \"ill have cumulative significallt impacts on the air quality of the region.
To lessen or minimize the impact on air quality associated \vith General Plan buildout. l:!-"ariety
of mitigation measures are recommended in the Final Master EIR. These include: 1) provisions
for road\vay a..nd intersection improvements prior to or concurrent with devel()pment~ 2) measures
to reduce vehicle trips through the implementation of Congestion and Transportation Demand
1vlanagement~ 3) provisions to encourage alternative modes of transportation including mass
transit services; 4) conditions to promote energy efficient building and site design~ and 5)
participation in regional growth management strategies when adopted. The applicable and
appropriate General Plan air quality mitigation measures have either been incorporated into the
design of the project or are included as conditjons of project approval.
Operation-related emissions are considered cumulatively significant because the project is
located within a "non-attainment basin". therefore, the "Initial Study" checklist is marked
"Potentially Significant Impact". This project is consistent with the General Plan. therefore. the
preparation of an EIR is not required because the certification of Final Master EIR 93-01. by City
Council Resolution_No. 94-246. included a "Statement Of Overriding Considerations"-for air
quality impacts. This "Statement Of Overriding Considerations" applies to all subsequent
projects covered by the General Plan's Final 1vfaster EIR, including this project, therefore. no
further environmental review of air quality impacts is required. This document is available at the
Planning Department.
CIRCULA nON:
The implementation of subsequent projects that are consistent \\;th :lnd included in the updated
1994 General Plan \vill result in increased traffic volumes. Roadway segments will be adequate
to accommodate buildout traffic; however. 12 full and 2 panial intersections will be severely
impacted by regional through-traffic over \vhich the City has no jurisdictional control. These
generally include all freeway interchange areas and major intersections along Carlsbad
Boule\'ard. Even \-\lith the implementation of roadway improvements. a number of intersections
