SUBJECT: CUP 46(A) - PACIFIC BELL HARDING STREET
BUILDING ADDITION
Dear Robert:
As we discussed last week, the subject project has remaining unresolved issues that must be
addressed prior to scheduling it for public hearing. In addition to resolving the Fire
Department’s fire sprinkler system issue, the Engineering Department has provided the following
list of remaining issues which have been previously identified but are still unresolved:
1. Please provide a copy of the contract between Pacific Bell and the sanitation company for
trash removal.
2. On the site plan,
a. Indicate that a “No Parking” sign will be placed at the end of the vehicle back-up
space.
b. Place a 5-fOOt wide landscape strip between the proposed back-up space and the
building. Based on the turning radius for a P-vehicle, locating a landscape strip
here will not interfere with vehicle back up and turn around area.
c. Note 14 incorrectly refers to “parking area” within the back-up area. The back-up
area is not to be used for parking. Please remove “new parking area (to match
existing)” from the note.
d. Identify the proposed gate located at the rear of the lot as a gate “restricted to
emergency use only” and that said gate is to be secured with a City approved
“Knox” key operated override switch as specified by the Fire Department.
3. Because you are required to install a fire sprinkler system within the building, you will
need to install a new water service line and double check valve. Show the location of
these facilities and show the existing sewer lateral. A horizontal separation of 10 feet
between the water service and the sewer lateral is required.
4. Obtain written permission from the neighboring property to the east (APN 204-1 10-37) to
allow emergency access across their property and to allow the gate doors to swing onto
their property. Also, does paved access on the neighbor’s property already exist to the
gate? If not, then an all-weather access road needs to be installed. Installation of this all-
weather driveway is also subject to the written permission of the property owner.

5. Attached is a redlined plan to help explain the required corrections. Please return this
redlined plan with their next submittal to help facilitate processing of their apptication for
permit.
Due to these unresolved issues, we are unable to schedule the project for a public hearing prior to
the February 24, 2001 deadline. (The last available public hearing is February 21, 2001 and the
deadline for scheduling projects for that hearing was January 9, 2001). To enable scheduling of
the project for a public hearing with staff support, please submit a letter requesting that the
project (CUP 46(A)) be withdrawn and submit a new application (form attached) to me within
the next two weeks so that I can process the necessary paperwork. Fees from the previous
application will be transferred to the new CUP application. The application will be complete
upon receipt, and we will schedule the project for public hearing upon resolution of the
remaining fire and engineering department issues identified in this letter.
Please advise how you wish to proceed. If you have any questions, please contact me at (760)
602-4622.
Sincerely, -
ANNE HYSONG V
