SUBJECT: CUP46(A) - PACIFIC BELL HARDING STREET BUILDING
ADDITION
Dear Robert:
The Planning and Engineering Departments have completed their review of the latest
plan submittal for the subject project which includes additional items not included as part
of the initial project submittal. Following is a list of issues of concern that are remaining
for the project. Please be advised that all issues must be resolved prior to scheduling the
project for public hearing.
Planning:
1. The Planning Department is in receipt of your request to extend the project
application for 90 days. It is imperative that the following issues be resolved in
order to schedule this project for a public hearing. We therefore have
approximately 6 weeks remaining until the project must be scheduled (6 week
lead time between scheduling and hearing date).
2. The proposed chiller area which will be surrounded by an enclosure to attenuate
noise is considered to be an accessory structure. The applicable R-3 zoning
ordinance limits accessory structures to a maximum of 440 square feet.
3. Noise Report: Please note that the noise levels at all property lines should not
exceed 60 &A unless existing noise levels exceed 60 dBA. In that case, noise
levels with the project should not exceed existing noise levels. The report
analyzes noise levels at the northern property line only. With and without
mitigation, what is the noise level at the eastedsouthem property line?
Additionally, the report indicates that a 16’ high noise wall would need to be
constructed around the chillers while the site plan indicates a 14’ high noise wall.
The R-3 Zoning Ordinance permits accessory structures, however, accessory
structures are limited to a height of lo’ unless a 3:12 roof pitch is proposed. With
a 3:12 roof pitch, accessory structures are permitted up to 14’ in height. The
proposed structure is therefore limited to a height of 10’.

4. Please refer to the enclosed landscape plan check print and make the
recommended changes prior to the next plan submittal. - 5. Please identify the area of light spillage from the proposed 24’ high parking lot
light standards. The Planning Department strongly recommends that parking lot
lighting be provided by low bollards that avoid light spillage onto adjacent
residential properties.

Engineering:
1. Please provide a copy of the contract between Pacific Bell and the sanitation
company as soon as it is made available.
2. On the site plan:
0 Indicate that a “No Parking” sign will be placed at the end of the vehicle back-up
space.

Correct the No. 4 note for the retaining wall at the end of this back-up area.
Place a 5-fOOt wide landscape strip between the proposed back-up space and the
building. Based on the turning radius for a P-vehicle, locating a landscape strip
here will not interfere with vehicle back up and turn around area.
Note 18 is incorrectly identifjmg the driveway entrance. Add a leader from Note
18 to the actual vehicle back up and turn around area and remove or modify the
Note 14 directed at the back up and turn around area. Note 14 incorrectly refers
to “parking area” in this particular case.
3. Revise the grading and draInage plan as follows:

Locate the trash receptable to be consistent with the site plan.
Remove the retaining walls on the north and west side of the back-up space.
4. Why is there now a sump pump and a 3” force main proposed for the on-site
storm drain rather than the originally proposed 8” drain at 1% flow? It appears
that an adequate gravity flow of .08% can be achieved from the invert elevation of
the inlet to the curb outlet on Harding St. In addition, provide hydrology
calculations to support piping size using the rational formula Q=CIA. To use the
smallest pipe possible, roof drainage could be directed to a downspout that carries
drainage to the street via surface flow rather than the current flow to the inlet. It
appears that a high point will be established where the new addition meets the
existing building.

5. Because you are required to install a fire sprinkler system within the building, you
will need to install a new water service line and double check valve. Show the
location of these facilities and show the existing sewer lateral. A horizontal
separation of 10 feet between the water service and the sewer lateral is required.
6. Fire Department comments will be forwarded under separate cover.
