January 23, 2001 Suite 301 517 Fourth Avenue San Diego, Califomia 92101 Mr. Eric Jennings BSW Intemational 2301 Dupont Drive, Suite 150 Irvine, CA 92612 KHA 095310000 Re: The Church of Jesus Christ of Latter Day Saints Meeting House, Camino de los Coches, Carlsbad, CA Dear Eric: In accordance with your authorization, we have evaluated the traffic-related impacts associated with the construction of the subject meeting house, to be located on the west side of Camino de los Coches, east of Rancho Santa Fe Road, in the southeastem portion of the City of Carlsbad. Figure 1 depicts the project location in a regional context. As you know, the project would involve the construction of a 16,674 square foot house of worship, referred to hereinafter as a meeting house. The meeting house would provide a 254-set chapel and would take access to/from Camino de los Coches via a new driveway to be constructed opposite Via Calendo. Project Description and Traffic Generation The meeting house is intended to accommodate three different congregations, known as wards, on Sundays, and individual ward meetings on weekday evenings. Church representatives were interviewed in order to identify the traffic generation of the site for both Sunday and weekday activities. Appendix A contains a spreadsheet that summarizes Sunday peak traffic demand based on these discussions. Each of the three wards attending worship service on Sundays would have a two-hour congregational meeting, followed by a two-hour educational session. It is not anticipated that all worship service attendees would remain for the educational session. The parameters used to estimate peak demand are summarized below. (Where available, data was based on applicant experience with similar facilities. Where this data was not available, conservative assumptions were made.) • Sanctuary capacity: 254 people • Worship service attendance: 100% • Educational session attendance: 65% • Vehicle occupancy: 3 people/car TEL 619 234 9411 FAX 619 234 9433 Mr. Eric Jennings, January 23, 2001, Page 2 Kimley-Horn and Associates, Inc. Also contained in the appendix is a temporal distribution of project trips on a typical Sunday. As shown in this spreadsheet, the maximum hourly concentration of project traffic would occur between 12:30 and 1:30, and would consist of the following activities: • Outbound trips from the first ward's educational session (55 trips) • Outbound trips from the second ward's congregational meeting (30 trips) • Inbound trips from the third wards congregational meeting/educational session (85 trips). Accordingly, the maximum Sunday peak concentration would be 85 inbound trips and 85 outbound trips. Applicant representatives also indicated that each ward would meet once a week on weekday evenings (typically at 6:00 pm). Although the weekday activity would be expected to generate somewhat less traffic than the Sunday congregational meeting/educational session, and outbound trips would occur after the traditional peak commuting period, the Sunday peak concentration was assumed for weekday ward meetings in order to create a worst case evaluation of the project's traffic impacts. Existing Traffic Conditions As you know, the project is situated in the southeastem portion of the City of Carlsbad, east of Rancho Santa Fe Road, and south of La Costa Avenue. The following paragraphs summarize the salient characteristics of the surrounding street network: La Costa Avenue is a regional east/west roadway extending from North Highway 101 in Encinitas to its existing eastem terminus atCamino de los Coches in the City of Carlsbad. Between Carlsbad Boulevard/Highway 101 and El Camino Real, La Costa Avenue is classified as a Regionally Significant Arterial (RSA) in the San Diego County implementation of the Congestion Management Program (CMP). East of Rancho Santa Fe Road, La Costa Avenue transitions from a four-lane to a two-lane facility near the intersection with Calle Timiteo. Currently, the La Costa Avenue/Camino de los Coches intersection is striped and channelized to accommodate continuous northbound-to-westbound and eastbound-to-southbound travel; there is no traffic control at this location because there are no conflicting movements. The posted speed limit is 45 miles per hour, with an advisory 15 mph sign for tums to and from Camino de los Coches. Camino de los Coches: between La Costa Avenue and Calle Timiteo, Camino de los Coches is a two-lane facility separated by double/double yellow striping, with left tum pockets at intersections. North of Calle Timiteo, Camino de los Coches provides two travel lanes in each direction. Bike lanes are provided on both sides of the street, and parking is not permitted. Fronting land uses include Stagecoach Park, La Costa Canyon High School, and single-family residential dwelling units. The posted speed limit is 40 miles per hour. Local transit service is provided by , Mr. Eric Jennings, January 23, 2001, Page 3 Kimley-Horn and Associates, Inc. North County Transit District (NCTD) bus route 304. Rancho Santa Fe Road is a major regional north/south roadway extending from La Bajada in the unicorporated portion of San Diego County to Mission Road in San Marcos. This facility is classified as an RSA between Olivenhain Road and Mission Road. Between Camino de los Coches and La Costa Avenue, Rancho Santa Fe Road transitions from a six-lane to a four-lane facility. The southem portion of this segment is separated by a raised median. Parking is not allowed on either side of the roadway and the posted speed limit is 45 miles per hour. Peak hour traffic counts were conducted on Sunday, January 28, 2001- and on Tuesday, January 30 at the following locations: • Rancho Santa Fe Road/La Costa Avenue (signalized) • Camino de los Coches/Via Calendo/project access driveway (unsignalized) • Camino de los Coches/Stagecoach Park access/La Costa Canyon High School access (signalized) • Camino de los Coches/Rancho Santa Fe (signalized) Count summaries are attached to this letter in Appendix A. Figure 2 depicts existing intersection lane geometry and traffic control. Figure 3 illustrates weekday afternoon peak hour intersection tuming movements, while Figure 4 shows Sunday counts during the peak hour of the generator (i.e., between 12:30 and 1:30 pm). Project Traffic Distribution and Assignment Ingress to the site is limited to the following routes: • Eastbound on La Costa Avenue • Southbound on Rancho Santa Fe Road • Northbound on Rancho Santa Fe Road In order to estimate the distribution ofthe project's traffic along routes, the existing afternoon peak hour counts summarized in Figure 3 were reviewed, the proportion of existing inbound vehicles formed the basis of the project's percentage distribution. Figure 5 depicts this distribution, together with the assignment of project inbound and outbound vehicles based on it. As shown in this figure, approximately 58 percent of the project's traffic is oriented to and from the south via Rancho Santa Fe Road. Thirty-one percent is oriented to and from the west on La Costa Avenue, and the remainder (11 percent) accesses the project from the north on Rancho Santa Fe Road. It should be noted that the assignment of outbound project traffic during the weekday afternoon peak hour reflects a conservative assumption. Since the weekday ward meetings will be held during the later part of the traditional peak commuting hour (typically after 6:00 pm) and because the meetings may continue until after the peak hour is over, it is considered unlikely that outbound project traffic would traverse study area intersections and ,.. , ,, Mr. Eric Jennings, January 23, 2001, Page 4 Kimley-Horn and Associates, Inc. street segments during the weekday peak hour. Nevertheless, these volumes are included in the analysis in order to create a worst-case scenario. In order to identify background traffic growth in the study area, historical traffic volume growth pattems and the San Diego Association of Govemments (SANDAG) Series 9 Cities/County Year 2020 travel demand forecast were consulted. According to SANDAG's San Diego Region Average Weekday Traffic Volumes, 1995-1999, the volume increase on Rancho Santa Fe Road between Olivenhain Road and Calle Barcelona was estimated to be four percent. This probably represents an increase in through traffic on Rancho Santa Fe Road, rather than local traffic that would be traversing Camino de los Coches and La Costa Avenue east of Rancho Santa Fe Road. However, in order to create a worst-case scenario, existing weekday and Sunday peak hour volumes were increased by five percent to reflect cumulative background tiaffic growth in the study area. Figure 6 presents Near Term weekday afternoon peak hour volumes based on five percent growth, while Figure 7 depicts Near Term plus Project weekday peak hour volumes. Figure 8 shows Near Term Sunday volumes, while Figure 9 illustrates Near Term Sunday plus project volumes Comparison of the estimate 1999 volume on Rancho Santa Fe Road between Calle Barcelona and Olivenhain Road (i.e., 25,000) and the forecast 2020 volume (27,000) indicates a total growth of eight percent between existing conditions and the year 2020. While it is reasonable to assume that the rate of background traffic growth would decrease over time as the region becomes increasingly built out, a more conservative figure was selected for this analysis in order to create a worst- case evaluation. For the purposes of this study, the background growrth rate at all locations between the near term condition and the buildout condition was assumed to be 20 percent. This growth was added onto the five percent growth factor applied to existing volumes discussed in the preceding paragraph. Figure 10 presents Buildout Weekday peak hour volumes, while Figure 11 shows Buildout Sunday peak hour volumes.. Discussions with City staff indicate that the project is consistent with the Carlsbad General Plan. While the site is zoned for residential uses, places of worship are permitted under the existing zoning. Accordingly, no analysis of incremental project traffic impacts is required to account for the deviation from the General Plan. It should be noted that the proposal would provide a number of traffic related benefits, as compared to an altemative residential use of the site, depending on the type of altemative residential "product" considered. The proposed LDS meeting house would not generate any traffic during the moming peak commuting hour and would be unlikely to generate any outbound traffic during the traditional afternoon peak commuting hour. Capacity Analysis Intersection Capacity Analysis Peak hour intersection capacity analysis was conducted using Highway Capacity ran Kimley-Horn and Associates, Inc. Mr. Eric Jennings, January 23, 2001, Page 5 Manual (HCM) 1997 Chapter 9 (signalized) and Chapter 10 (unsignalized) procedures contained in the Traffix software. Appendix B contains worksheets documenting this analysis. As shown in these tables, all four intersections evaluated wall be characterized by good LOS B or better conditions during all of the conditions evaluated. The addition of project traffic to the Camino de los Coches/Via Calendo/project access driveway ... , ,, Mr. Eric Jennings, January 23, 2001, Page 6 Kimley-Horn and Associates, Inc. intersection will cause LOS to decline from LOS A to LOS B during the weekday afternoon peak. On Sundays, this intersection will be characterized by LOS A conditions both with and without project traffic. The City ofCarlsbad's minimum performance standard for intersections is LOS D. Street Segment Capacity Analysis Peak hour street segment capacity analysis was conducted at the following locations for all the scenarios summarized in the preceding section: La Costa Avenue: Rancho Santa Fe Road to Camino de los Coches Camino de los Coches: La Costa Avenue to Via Calendo/project access driveway Via Calendo/project access driveway to Stagecoach Park/La Costa Canyon High School access Stagecoach Park/La Costa Canyon High School access to Rancho Santa Fe Road The City of Carlsbad assumes a standard capacity of 2,000 peak vehicles per lane. Level of Service thresholds are based on the following volume-to-capacity ratios: V/C LOS <0.60 A 0.61-0.70 B 0.71-0.80 C 0.81 -0.90 D 0.91-1.00 E > 1.00 F Table 5 presents the results of the analysis for weekday conditions, while Table 6 summarizes the corresponding information for Sunday conditions. As shown in these tables, all street segments evaluated will be characterized by excellent LOS A conditions both with and without project traffic under all scenarios analyzed. Significance of Impacts Table 7 presents the significance of the project's traffic impacts on intersections under Near Term conditions both for weekday and Sunday conditions. Table 8 presents the same information for roadway segment analysis. As shown in these tables, the project will not cause any street segment or intersection LOS to decline below the City's performance standard. In fact, all facilities analyzed will be characterized by good LOS B or better conditions, and the incremental change in delay or v/c due to project traffic will be relatively minor. There appears to be more than enough capacity to accommodate the proposed use without necessitating any transportation system improvements. Accordingly, no project mitigation measures are warranted, and none are recommended. Mr. Eric Jennings, January 23, 2001, Page 7 Kimley-Horn and Associates, Inc. Parking, Site Access and Internal Circulation The proposed project would occupy approximately seven acres on the west side of Camino de los Coches, south of La Costa Avenue. Access would be provided via a single 36-foot driveway to be constructed opposite Via Calendo. The project site plan (January 17, 2001) indicates that 187 standard parking spaces would be provided, plus six disabled-accessible spaces located adjacent to the sanctuary, for a total of 193 spaces. The standard spaces are 8' by 20', with 24' • drive aisles. In order to evaluate the capacity of the proposed site plan to accommodate parking demand on-site, the number of available spaces was compared to the maximum required during Sunday ward meetings. The maximum accumulation of parking demand would coincide with the peak traffic generation (i.e., between 12:30 and 1:30 pm), when first ward educational session and second ward congregational meeting outbound trips (85) would be matched by incoming third ward congregational and educational trips. The maximum theoretical demand, assuming all demand was accommodated instantaneously, would be 170 spaces. The site plan as proposed would provide a surplus of 23 parking spaces (i.e., 193 provided minus a maximum demand of 170) during this period. Conclusions • The proposed project would comprise approximately 17,000 square feet of sanctuary and educational land uses to be located on the west side of Camino de los Coches in the southeastem portion of the City of Carlsbad. The meeting house would accommodate three different congregations (or wards) on Sundays. Each ward would attend a congregational meeting in the sanctuary followed by Sunday school educational activities for both adults and children. The majority of attendees of the congregational meetings would remain for the educational activities, although some would depart after the meeting. The congregational meetings of succeeding wards will overlap with the educational activities of preceding wards. As a consequence, outbound trips from completed congregational meetings will occur at the same time as inbound trips for the next ward meeting. • Discussions with the applicant indicated that typical congregational meetings occupy 80 percent of the maximum sanctuary seating and that vehicle occupancy is typically 3 to 4 persons per car. To provide a conservative analysis, it was assumed that attendance would occupy 100 percent of the sanctuary and that vehicle occupancy would be 3 persons per car. Appendix A contains tables summarizing the assumptions used to estimate traffic generation and the distribution of project traffic by time of day. Assuming a maximum concentration of first and second ward trips, the Sunday peak would occur between 12:30 and 1:30 pm, with 85 inbound trips and 85 outbound trips. ,,. , ,. Existing conditions • Existing conditions plus Near Term traffic growth (five percent assumed) . Near Term plus Proposed Project . Buildout conditions (20 percent traffic growth assumed Capacity analysis indicated that all intersections and street segments evaluated would be characterized by good LOS B or better conditions under all traffic scenarios for both the weekday afternoon peak and the Sunday peak. The project's incremental impact on intersection delay and roadway v/c is relatively minor, and does not warrant transportation capacity improvements to accommodate it. Accordingly, no mitigation measures are required, and none are recommended. • The site plan as designed will provide more than enough parking spaces to accommodate the peak parking demand.
