As part of the National Pollutant Elimination Discharge System (NPDES) and the
San Diego Regional Water Quality Control Board, (SDRWQCB) Construction
General Permit for Storm Water Discharges, A Stonn Water Pollution Prevention
Plan (SWPPP) must be prepared. The SWPPP is a report that includes a copy of
the Notice of Intent (NOI - Exhibit 'A'), Site Location Map (Exhibit 'B'), a composite
of the erosion control plans (Exhibit 'D'), an identification of construction or
contractor activities that could cause pollutants in the storm water, and a description
of measures or practices to control these pollutants.
3.1 Background
The Latter-Day Saints Meeting House site is located west of the intersection
of Camino De Los Coches and Via Calendo, in the City of Carlsbad,
California. The area of construction is approximately 6.82 acres and is sloped
to the west to an unnamed tributary creek of Encinitas Creek. This tributary
creek runs parallel to and inside of the northwest property line and drains
from the northeast to the southwest. Upon completion of the construction, the
Meeting House site will drain through private storm sewer to the tributary
creek.
3.2 Site Conditions
According to the updated preliminary geotechnical investigation for this site,
prepared by Southern Califomia Soil & Testing, Inc., dated June 7, 2001, the
site is an existing pre-graded area consisting of fill soils that are highly
variable in consistency and compressibility and highly expansive.
Surface drainage within the Site will flow into temporary desilting basins
before entering the stonn drain system. In this way, sediment, the primary
contaminant resulting from the grading operation, will be controlled by
numerous structural and non-structural devices as well as Best Management
Practices (BMPs) for construction activities.

IV.
Best Management Practices (BMP) is defined as any program, technology, process,
operating method, measure, or device which controls, prevents, removes, or
reduces pollution. BMPs fall into two general categories for pollutant removal; thosa
for erosion and sediment control and those for contractor activities.
4.1 Structural BMPs - Erosion and Sediment Control
BMPs can also be classified as either structural controls or non-structural
controls. Structural controls are those which use devices such as detention
basins, filters, or vegetation to deal with storm water problems. Non-
structural controls include education, regulation, and guidance methods to
prevent pollutants from entering the storm drain system.
4.1.1 During Construction
The following elements should be implemented as part of or in addition to the
erosion control plans (see Exhibit 'D') as a basis for this report.
Control Site Perimeter - Upland runoff should be diverted around or safely
conveyed through the construction project and runoff should be free of excess
sediment and other constituents by utilizing sediment traps and desiltation
basins.
Control Internal Erosion - Reduce erosion from graded pads by installing
sand bags at intervals and locations specified by the approved erosion control
plans. Use sand bag chevrons on traveled ways to act as velocity dissipators
and sediment traps.
Protect Slopes and Channels - Avoid disturbing steep or unstable slopes,
safely conveyed runoff from the top of a slope and stabilize disturbed slopes
as quickly as possible by utilizing hay bales or silt fences. Ensure that
disturbed channels are stabilized quickly and erosive velocities reduced with
sand bag checkdams or rip-rap.
Minimize Disturbed Areas - Minimize the amount of area disturbed and
stabilize as quickly as possible. In areas subject to high erosion potential,
such as slopes and channels, employ vegetative protection such as
hydroseeding and planting or physical stabilization by means of geofabrics,
mats or trackwalking slopes.
Protect Storm Drainage Structures - Project all existing or newly installed
stomn drainage structures from sediment closing by providing inlet protection
for area drains and curb inlets.
Construction Road Stabilization - Provide temporary construction
entrances of gravel and cmshed rock to remove dirt from equipment tires
prior to accessing public streets.
Dust Control - Stabilize exposed surfaces and minimize activities that
suspend or tract dust particles. For heavily traveled and disturbed areas, wet
suppression (watering), chemical dust suppression, gravel or asphalt
surfacing, temporary gravel construction entrances, equipment wash down
areas and haul truck covers can be employed as dust control applications.
4.1.2 Post-Construction
Landscape and Irrigation - The majority of the perimeter slopes in the
project will be planted with native or other drought-tolerant materials as
shown on the approved landscape and irrigation plan. This will not only
reduce the amount of water required but will also reduce runoff from irrigation.
All irrigation systems shall be installed by the owner and be capable of
watering different plant types and different land configurations while
incorporating water saving sprinkler heads where possible and practical. The
use of moisture sensors to override watering schedules when soils are set
due to rain or equipment malfunctions should be encouraged as well as water
conservation plans that outline a strategy of minimal water use.
Parking Lot Maintenance - Beginning one month prior to the rainy season
(The First of October each year) a weekly sweeping of the parking lot and
travel ways will be required. Detectable oil spills will be locally cleaned so as
not to discharge into the storm water system. It is the recognized intent to
keep storm water runoff free from all toxic wastes.
4.2 Structural BMPs - Contractor Activities
Material Delivery and Storage - Designate an area of the construction site
for hazardous materials on-site as possible. Designate a secure material
storage area away from drainage courses and near the site entrance where
possible. Prevent the discharge of pollutants to stonn water by installing
secondary containment, conducting regular inspection and training
employees and subcontractors.
4.2 Structural BMPs - Contractor Activities Continued
Solid Waste Management - Solid waste consisting of vegetation removed
during grading operations, scrap or surplus building materials and packaging
materials should be disposed of properly. Select a designated waste
collection area on-site. Provide an adequate number of containers with
covers or lids to keep rain out. Make sure that toxic liquid waste (used oils,
solvents, and paint) and chemicals (acids, pesticides, additives, and curing
compounds) are not disposed of in dumpsters designated for construction
debris. Arrange for regular waste collection and ensure that it is disposed of
at authorized locations. Place hazardous waste containers in areas with
secondary containment.
Vehicles and Equipment Maintenance - Designate an area to perfonn
maintenance on-site, located away from drainage courses to prevent
contamination of storm water. Use secondary containment such as a drain
pan or drop cloth, to catch spills or leaks when removing or changing fluids.
Place a stockpile of spill cleanup materials where it will be readily accessible.
Use adsorbent materials on small spills rather than hosing down or burying
the spill. Remove the adsorbent materials promptly and dispose of properly.
Structure Construction and Painting - Keep the work site clean and
orderly. Remove debris in a timely fashion. Properly store paints and
solvents. Recycle residual paints, solvents, lumber, and other materials to
the maximum extent possible. Ensure that nearby stonn drains are well
marked to minimize the chance of inadvertent disposal of residual paints and
other liquids. Clean the storm drain system in the immediate vicinity of
construction activity after the stonn. Inform subcontractors of company policy
on these matters and include appropriate provisions in their contract to make
certain property housekeeping and disposal practices are implemented.
Material Use - Do not over apply fertilizers, herbicides, and pesticides.
Prepare only the amount needed. Apply surface dressings in several smaller
applications to allow time for infiltration and to avoid excess material being
carried off-site by runoff. Do not apply these chemicals just before it rains.
For pesticides in particular, personnel who apply these substances should be
trained in their use. The Califomia Department of Pesticide Regulation and
County Agricultural Commissioners license dealers, certify pesticide
applicators, and conduct on-site inspections. Follow manufacturer's
instructions regarding uses, protective equipment, ventilation, flammability,
and mixing of chemicals. Employ the use of less hazardous, alternative
materials as much as possible.

5.1 Non-Structural BMPs
This category of BMPs deals with source controls (such as the elimination of
illicit stomn drain connections) and other practices of a non-physical nature
that will enhance the quality of stomn water runoff. All source controls involve
education, regulation, and guidance to a greater or lesser degree. Many of
these activities need to be coordinated with the municipal agencies as they
are the owners of the public drainage facilities.
5.1.1 During Construction
The owner and/or developer as well as the general contractor will inspect the
site on a regular basis, reviewing the site maintenance to minimize the
amount of pollutants and ensuring that all construction wastes are being
disposed of in the proper manner. The pollutants include not only sediment,
but paints; landscaping and soil stabilization residues; soaps and detergents;
wood preservatives; equipment fuels; and cleaning solvents.
Prevent rainfall and runoff from contacting potential contaminants.
Emphasize good housekeeping for open loading-unloading areas.
Contractors and construction workers shall be educated about protective
measures in the handling and disposal of hazardous materials in
memorandums and through pre-construction and pre-grade meetings.
5.1.2 Post-Construction
The implementation of many source controls requires active participation by
the general public. Developing and understanding of the need for an action,
the benefit it can produce, and the details of its implementation will be critical
to success. The owner is encouraged to educate subcontractors and
maintenance personnel in the following areas:
Impacts of improper solid waste practices and littering.
Proper use and management of fertilizers, herbicides, and other
harmful chemicals.
5.1.2 Post-Construction Continued
Impacts from dumping oil, antifreeze, pesticides, paints, solvents, etc.,
Into storm drains.
Effective housekeeping practices such as the use of bio-degradable
cleaning compounds and absortaents.
Benefits of preventing excessive erosion and sediment loss.
Advantages of proper landscaping techniques.
Advantages of decreasing storm water runoff and the disadvantages
of over-irrigation.
Benefits of preventing rainfall and runoff from contacting potential
contaminants.
In addition, the owner is committed to working with the municipal agencies
to provide information and guidance for topics which include:
The advantages and economic benefits of recycling.
Catch basin stenciling of phrases such as "No Dumping - Drains to
Ocean" or similar wording.
Facility oil recycling.
Street sweeping programs to reduce "First Flush" toxicity.
Hazardous waste collection.
Drainage facility maintenance.
Hazardous material management.
Fertilizer management.
Municipal hazardous material management.

The objectives of a monitoring program are to inspect the BMPs prior to and after a
stomn event, to aid in the implementation of the SWPPP, and to measure the
effectiveness of the BMPs.
6.1 Site Inspections
Inspections before and after storm events is required by the construction
general pennit. An inspector should be appointed for monitoring the BMPs
and such inspection should be performed as part of a regular construction
inspection program. Because the general pennit requires tracking the
effectiveness of the BMPs, the results of the inspection and assessment must
be in writing and include the date of the inspection, the person(s) who
perfonned the inspection, and the observations. To facilitate this, please refer
to Exhibit 'C These inspection records will be retained for three years. Any
activities or practices which change or become modified should be noted.
These may include new BMPs or adjustments to the SWPPP.
6.2 Certificate of Compliance
The owner will certify on an annual basis that the project is in compliance with
the requirements of the general permit and the SWPPP. If the inspection
indicates non-compliance, immediate efforts will be undertaken to bring the
project back into compliance.
6.3 BMP Monitoring
All BMPs should be inspected visually to ensure that the BMP was
implemented and maintained according to the SWPPP. Such inspection
should include:
Looking for evidence of spills and resulting clean-up procedures.
Examining the integrity of containment structures.
Verifying the adequacy of trash receptacles.
6.3.1 Monitoring Erosion Control Devices
The effectiveness of the BMP would be based on the presence of silt behind
or within control devices, the presence of silt downstream of the site and
signs of erosion in stabilized areas after a stonn event. The system may be
deemed ineffective if:
Silt is present outside control areas.
Structural controls are breached or fail under stomn events of minor
intensity (2 year, 24-hour duration).
Rills or gullies are present in stabilized slope.
Evidence of silt build-up in downstream stomn sewers and drainage
ways is apparent.
Controls are not maintained in accordance with design guidelines.
If the site has undergone significant grading operations changing the drainage
patterns, adjustments to the BMP controls may be necessary. The inspector
shall determine the extent of the drainage pattem changes and modify or
update the SWPPP as necessary.
In active construction areas (inactive construction areas may be defined as
areas in which no construction activity will occur for a period of 30 days or
longer) disturbed portions of the site will require stabilization within seven
calendar days from the last construction activity. The methods of stabilization
can include vegetation, mulch, erosion control matting or structural methods.
The inspector should inspect the site on a weekly basis and after any storm of
0.5 inches or greater to detemnine the maintenance requirements and general
condition of the installed system. The following maintenance tasks should be
performed on a regular basis. All maintenance related to a stomn event
should be completed within a 48-hour period.
Removal of silt from barriers and sedimentation devices.
Replacement or repair of worn or damaged geotextile fabric.
Seeding or mulching of damaged stabilized areas.
6.4 Recording Keeping
Records of all annual inspections compliance certifications, and non-
compliance reporting are to be retained. It is suggested that incidents such
as spills, or accidental releases be kept. Also, keep a record of maintenance
activities of any other BMPs that are of an "action" nature. It is easy to
demonstrate that a BMP involving a physical change, such as bemning or
covering has been accomplished. But actions that relate to good
housekeeping can only be demonstrated by record keeping. By using a
simple checklist (Exhibit 'C'), an updated inspection schedule is easy to
maintain.
6.5 SWPPP Reviews and Modifications
During the course of construction, unanticipated changes may occur which
affect the SWPPP. These may include schedule changes, phasing changes,
staging or modifications, off-site drainage impacts, and repeated failures of
designed controls.
These changes must be made known and the SWPPP revised accordingly.
During the preparation and review of the modified SWPPP, construction may
continue with temporary modifications to the erosion and sediment control
BMPs.
Revisions to the SWPPP are also required when the properly installed
systems are ineffective in the prevention of silt transport off-site. This may be
due to unforeseen site conditions or construction techniques which adversely
affect the system as designed. Revisions to the SWPPP are also required if
there is a new, deleted, or moved activity that could result in a significant
amount of pollutants being discharged into the storm water.
