PROJECT NAME: Sprint Tamarack 913 Communications Facility

Please describe fully the proposed project. Include any details necessary to adequately
explain the scope and/or operation of the proposed project. You may also include any
background information and supporting statement regarding the reasons for, or
appropriateness of, the application. Use an addendum sheet if necessary.
Description/Explanation:
The project is the installation and operation of telecommunications facility equipment
and antennas at the Calavera Hills recreation center.
The proposal is to replace an existing baseball field light standard that is 80 feet in
height with another light standard of the same height, and to add three horizontal arrays
with three antennas each (for a total of nine antennas. The antennas would be
mounted 45 feet above the ground. Also proposed is the addition of six outdoor, metal
equipment cabinets housing radio transceiver and utility equipment, along with one
small cabinet each for electric and telephone service. The cabinets will be located
immediately to the west of the existing tennis courts, inside a fenced enclosure. The
fence will be chainlink with green mesh. The cabinets range in height from 5.0 to 6.4
feet, and are slightly less than three feet square in size.
Both the equipment and the antennas will be located on the west side of the property,
which is the Tamarack Avenue frontage. However, Tamarack Avenue is about 75 feet
from the project location, and about 35 feet below it. The slope is landscaped with
trees. Glasgow Drive, on the east side of the property is more than 400 feet from the
project location. Carlsbad Village Drive, on the north side of the property is about 200
feet from the light standard, and more than 400 feet from the equipment area. That
street is slightly lower in elevation that the project area.
Currently, another telecommunications carrier is constructing a facility at the same
property. They are utilizing another baseball field light standard, and an equipment
building. There are differences between the operational and antenna requirements of
the different carriers.
This proposal was considered and approved by the Parks and Recreation Commission.
The property address is 2997 Glasgow Drive. The Assessor Parcel Number is 167-101-
34 and 35. The improvements are on Parcel 35.

Project was designed to reduce visual impacts by utilizing a light standard
similar to the existing light standard as an antenna mounting location. The
predominate feature of the existing light standard is the array of eight
floodlights on arrays on two horizontal planes at an elevation of 80 feet.
Other alternatives that were deliberately NOT chosen include installing
antennas on a new pole structure on this site or a separate site.

SECTION I -LAND USE AND PLANNING
a) Conflict with General Plan designation or zoning?
The site is located within the P-C zone, which does not disallow
telecommunications facilities. Moreover, the proposal conforms to the pertinent
sections of the Zoning Ordinance regulating development within the zone as it
relates to the Conditional Use Permit process.
b) Conflict with environmental plans or policies?
The proposed project is a relatively small project in size, is unmanned and does
not generate impacts associated with additional persons at or visiting the site, is
considered safe under federal regulations, and is arguably within the Class Three
group of projects considered to have impacts minimal enough to be exempted
from environmental review pursuant to Section 15303 of the California
Environmental Quality Act Guidelines.
c) Incompatible with existing land use?
The existing land use is a recreation center with recreational facilities that include
baseball field light standards that accommodate antennas. Moreover, the
nearest adjacent land use is separated from the site by changes in topographic
elevation and distance.
d) Disrupt physical arrangement of community?
The proposed project occupies an area that is about 250 square feet in size, and
is not located on a street or trail. Therefore, there is no change to the physical
arrangement of the community.

eight floodlights on arrays on two horizontal planes. This standard is 80 feet in
height. The antennas will be mounted on arrays on a single horizontal plane, at
an elevation 45 feet above the ground.

Compass Telecom Services is pleased to submit on behalf of its client, Sprint PCS, an
application for an unmanned telecommunications facility to be collocated at the
Calavera Hills recreation center. The address is 2997 Glasgow Drive. The Assessor
Parcel Number is 167-101-34 and 35, and the improvements are on Parcel 35. Sprint
PCS provides nationwide wireless telephone service, and is continuing the build out of
its wireless telephone network in San Diego County.
The application is for a Conditional Use Permit. On March 19, 2001, the Parks and
Recreation Commission approved the proposal (Agenda Item #5).
PROJECT DESCRIPTION
The proposal is to replace an existing baseball field light standard that is 80 feet in
height with another of the same height, and to install three arrays of antennas (three in
each direction for a total of nine) at a height of 45 feet. Sprint will also add six metal
equipment cabinets housing radio transceiver and utility equipment, along with one
small cabinet each for electric and telephone service. The Sprint cabinets will be
located on the west side of the tennis courts, which is the location most opposite any
street, and which is generally behind the existing gymnasium.
LAND USE
The site is located at the Calavera Hills recreation center. The center occupies
approximately eight acres. The surrounding neighborhood is composed of single-family
residences, and vacant. Another telecommunications carrier is installing a similar
facility at the site.

SITE SELECTION
This site was selected due to its strategic location, and the ability to provide needed
wireless coverage for the area. The project will allow Sprint to achieve coverage for
nearby areas in Carlsbad. The site was also selected because the facilities could be
accommodated on a public parcel that permits collocated facilities, thus reducing the
number of individual sites needed.
