PAGE 2 OF 2 • • PROJECT DESCRIPTION/EXPLANATION PROJECT NAME: Alga Norte Community Park APPLICANT NAME: City of Carlsbad, Parks and Recreation Department Description/Explanation: This is a thirty-three acre master planned active use community park project. The site was identified in the master plan for The Villages of La Costa as a future park site and the project master plan received City Council approval in 2003. The expanded scope of the planned aquatics complex was subsequently approved and the Council adopted the resultant master plan. The park site is a sloping, north-south trending valley within the The Greens area of The Villages. It is bordered on the south and east by the improvements for Poinsettia Lane and the extension of Alicante Road. To the north and west the site is surrounded by preserved habitat. Access to the proposed park will be via two access/egress points along Alicante Road. The park will contain a number of different venues serving numerous segments of the active recreation community. The focal facility will be the five-acre aquatics complex located in the northern half of the site. The facility includes provision for a long-course competition pool suitable for Olympic length swim training as well as water polo. Additionally there will be a twelve-lane instructional pool for swim lessons. Recreational swimmers will be able to take advantage of several play pools -one for very young children, one for pre-teen and teenage children, as well as a large moving river with waterslides. The entire facility will be served by an approximately 14,000 square foot, single story building with locker rooms, staff support space for both aquatics and parks staff, large and small meeting rooms, a concession/catering kitchen area, weight room, and numerous storage spaces. The 3,000 square foot mechanical building will house pumps and gas chlorine for the pools as well as a workshop and storage spaces. Areas of the roofs of both buildings will employ solar panels to augment the heating of the higher temperature instructional pool. Alga Norte Community Park will also be the site of the City's newest skatepark. To be designed by California Skateparks, the skatepark will accommodate a variety of ages. Separated by a linear "street course" area, the younger children will have an opportunity to skate in an area suitable for those just learning the sport while the opposite end of the park will provide more challenging elements as skaters become more adept. The more elementary elements will be located proximate to the children's tot-lots in the northern portion of the site-in response to the community desire to have both types of play spaces near to one another. • • The southern portion of the park site will be comprised of three ballfields -one 300' field and two 275' fields to meet the ongoing demand for programming of softball and baseball in the City. In the most southernly area of the park, adjacent to connections to the City-Wide Trail System will be located a half-acre off-leash area for dogs. Pet owners will have several access points to this fenced off space -from the parking lot, from the walking trail within the park, and from the pedestrian path along Poinsettia Lane. In addition to the myriad of facilities within the aquatics complex, there will be several additional buildings on site. Two satellite restrooms will serve the more passive play and green space areas of the park, as well as the skatepark and half-court basketball spaces. A third satellite restroom/concession building will serve the southern ballfields. As is City policy for facilities of this nature, provision for emergency generator support will be provided. The emergency generator will be located adjacent to the chlorine air scrubber enclosure at the aquatics support building. The 34.4 gross acre site is located on the northeast comer of Poinsettia Lane and Alicante Road, and within the La Costa Greens portion of the Villages of La Costa Master Plan. North and west of the park site are natural open space areas. East ofthe site, across Alicante Road is natural open space and to the south, across Poinsettia Lane, is the La Costa Resort and Spa Golf Course. The site has been cleared of vegetation in association with the Villages of La Costa Master Plan development. The major components of the park would include baseball fields, basketball courts, tot lots, aquatic complex, passive recreations areas, and various administration, operations and. mmntenance, concessions, and restroom buildings. The Alga Norte Park Master Plan was approved by the City Council on January 14, 2003 and the proposed park development is consistent with the approved Master Plan. An environmental analysis of the potential impacts associated with the Alga Norte Community Park was conducted by the certified Program Environmental Impact Report for the Villages of La Costa Master Plan (MP 98-01/EIR 98-07). With the exception of grading, sewer demand, and traffic generation, the proposed community park conforms with the project described in the Program EIR and, therefore, is within the scope of the Final Program EIR and no additional environmental documentation is necessary. For effects that are "Less Than Significant with Mitigation Incorporated," describe the mitigation measures, which were incorporated or refmed from the earlier document and the extent to which they address site-specific conditions for the project. 13 Rev. 01/11/06 • • DISCUSSION OF ENVIRONMENTAL EVALUATION The proposed project involves the construction and operation of a 32.11 acre community park. An erivironinental analysis of the potential impacts associated with the Alga Norte Community Park was conducted by the certified Program Environmental Impact Report for the Villages of La Costa Master Plan (MP 98-01/EIR 98-07). With the exception of grading, sewer demand, and traffic generation, the proposed community park conforms with the project described in the Program EIR and, therefore, is within the scope of the Final Program EIR and no additional environmental documentation is necessary for potential impacts associated with aesthetics, agricultural resources, air quality, biological resources, cultural resources, hydrology and water quality, land use and planning, mineral resources, noise, population and housing, public services, and recreation. As such, this envirorunentaJ assessment only evaluates the potential impacts associated with geology and soils (site grading), utilities and service systems (sewer), and transportation (vehicular traffic generation). No site-specific grading was evaluated in the Program EIR, therefore potential impacts to geology and soils must be evaluated. The sewer demand for the park was estimated at 20 EDU in the Program EIR, however primarily due to the aquatic complex, the projected sewer demand is now I 04 EDU. Traffic generation also exceeds that reviewed by the Program EIR, mostly due to the aquatic complex. The total projected traffic generation is 3, !50 ADT; the generation reviewed by the Program EIR was 1,720 ADT. As described below, the proposed grading, sewer demand, and traffic generation do not create any significant adverse environmental impacts. GEOLOGY AND SOILS: The project site is located within a north-south trending valley and has been cultivated for agricultural purposes in the past. According to the project-specific geotechnical evaluation, conducted by Ninyo & Moore and dated September 29, 2002, the site is dominated by alluvium, thus the grading operation may involve overexcavation and removal and/or recompaction of these alluviums. Groundwater was encountered on the site, however due to its depth, it is not expected to a constraint in construction. No active faults cross the project site and there is a low potential for gro1md rupture due to faulting. By removing and recompacting the upper 12 or more feet of alluvium in areas designated for a structural load, the potential for liquefaction is low. The proposed park development would involve grading volumes of 143,500 cubic yards (cy) cut, 221,500 cy fill, and 92,350 cy of import. All grading operations must follow the City of Carlsbad Engineering Standards and National Pollutant Discharge Elimination System permit requirements, including but not limited to, erosion control and slope stability. Therefore, no substantial soil erosion or geologic instability is expected to occur. Given the above, no significant adverse environmental impacts to geology or soils are anticipated with the Alga Norte Community Park project. TRANSPORTATION/TRAFFIC-Would the project: a) Cause an increase in traffic that is substantial in relation to the existing traffic load and capacity of the street system? Less Than Significant Impact. The project will generate 3,150 Average Daily Trips (ADT) and 216 peak hour trips. This traffic will utilize the following roadways Alicante Road and Poinsettia Lane. Buildout traffic on Alicante Road is 9,000 ADT and 18,000 ADT on Poinsettia Lane (SANDAG 2020 Forecast). The design capacities of the arteril!l roads effected by the proposed project are 10,000 and 40,000 vehicles per day, respectively. The project traffic would represent 35% and 31% of the buildout traffic volume and the design capacity respectively. While the increase in traffic from the proposed project may be slightly noticeable, the street system has been designed and sized to accommodate traffic from the project and cumulative development in the City of Carlsbad. The proposed project would not, therefore, cause an increase in traffic that is substantial in relation to the existing traffic load and capacity of the street system. The impacts from the proposed project are, therefore, Jess than significant. b) Exceed, either individually or cumulatively, a level of service standard established by the county congestion management agency for designated roads or highways? Less Than Significant Impact. SANDAG acting as the County Congestion Management Agency has designated three roads (Rancho Santa Fe Rd., El Camino Real and Palomar Airport Rd.) and two highway segments in Carlsbad as part of the regional circulation system. Note that the buildout ADT projections are based on the full implementation of the region's general and community plans. The proposed project is consistent with the general plan and, therefore, its traffic was used in modeling the buildout projections. Achievement of the CMP acceptable Level of Service (LOS) "E" standard assumes implementation of the adopted CMP strategies. Based on the design capacity(ies) of the designated roads and highways and implementation of the CMP strategies, they will function at acceptable level(s) of service in the short- term and at buildout. c) Result in a change in air traffic patterns, including either an increase in traffic levels or a change in location that results in substantial safety risks? No Impact. The proposed project does not include any aviation components. The project is consistent with the Comprehensive Land Use Plan for the McClellan-Palomar Airport. According to this analysis and the Sewer Master Plan Update Final Report, dated March 2003, the existing sewer system and wastewater treatment capacity at the Encina Water Pollution Control Facility are adequate to accommodate the project sewer demand. The limits of these sight distance corridors shall be reflected on any improvement plan, grading plan, or landscaping plan prepared in association with this development. Grading 3. Prior to the issuance of a grading permit or building permit, whichever occurs first, Developer shall submit to the City Engineer proof that a Notice of Intention for the start of work has been submitted to the State Water Resources Control Board. • • 4. Upon completion of grading, Developer shall file an "as-graded" geologic plan with the City Engineer. The plan shall clearly show all the geology as exposed by the grading operation, all geologic corrective measures as actually constructed and must be based on a contour map, which represents both the pre and post site grading. The plan shall be signed by both the soils engineer and the engineering geologist, and shall be submitted on a 24" x 36" mylar suitable for a permanent record. Dedications/Improvements 5. Developer shall construct the following improvements including but not limited to: Public improvements shown on the Site Plan (Sheets Cl.l, Cl.2, and C1.3), paving, base, signing & striping, sidewalks, curbs and gutters, medians, driveway entrances, grading, clearing and grubbing, sewer, water, recycled water, fire hydrants, street lights, water quality treatment devices to City Standards to the satisfaction of the City Engineer. A. Remove interfering portions of existing curb and gutter at proposed driveway entrances on Alicante Road. B. Extend portion of paving, curb, gutter and sidewalk in accordance with City Standards along west side of Alicante Road for the proposed driveway entrances. C. Extend pipelines for water, sewer and recycled water pipelines from Alicante Road by removing and replacing interfering portions of the existing pavement and curb and gutter. All cuts to existing pavement shall be saw cut neat. 6. Prior to the issuance of a grading permit or building permit, whichever occurs first, Developer shall submit for City approval a "Storm Water Pollution Prevention Plan (SWPPP)." The SWPPP shall be in compliance with current requirements and provisions established by the Regional Water Quality Control Board, San Diego Region and City of Carlsbad requirements. The SWPPP shall address measures to reduce to the maximum extent practicable storm water pollutant runoff during construction of the project. At a minimum, the SWPPP shall: a. include all content as established by the Regional Water Quality Control Board, San Diego Region requirements; b. include the receipt of "Notice of Intent" issued by the State Water Resources Control Board; c. recommend source control and treatment control Best Management Practices (BMP's) that will be implemented with this project to avoid contact or filter said pollutants from the storm water to the maximum extent practicable before discharging to City right-of-way or a natural drainage course; and d. establish specific procedures for handling spills and routine clean up. Special considerations and effort shall be applied to employee education on the proper procedures for handling clean up and disposal of pollutants. • • • 7. Prior to the issuance of a grading permit or building permit, whichever occurs first, Developer shall submit for City approval a "Storm Water Management Plan (SWMP)." The SWMP shall demonstrate compliance with City of Carlsbad Standard Urban Water Mitigation Plan (SUSMP), Order 2001-01 issued by the Regional Water Quality Control Board, San Diego Region, and the City of Carlsbad's Municipal Code. The SWMP shall address measures to avoid contact or filter said pollutants from storm water, to the maximum extent practicable for the post-construction stage of the project. At a minimum, the SWMP shall: Water a. identity existing and post-development on-site pollutants-of-concern; b. identity the hydrologic unit this project contributes to and impaired water bodies that could be impacted by this project; c. recommend source controls and treatment controls that will be implemented with this project to avoid contact or filter said pollutants from storm water to the maximum extent practicable before discharging to City right -of-way; · d. establish specific procedures for handling spills and routine clean-up. Special considerations and effort shall be applied to resident education on the proper procedures for handling clean up and disposal of pollutants; e. ensure long-term maintenance of all post construction BMP's in perpetuity; and f. identity how post development runoff rates and velocities from the site will not exceed the pre-development runoff rates and velocities to the maximum extent practicable. 8. Prior to approval of improvement plans or final map, Developer shall meet with the Fire Marshall to determine if fire protection measures (fire flows, fire hydrant locations, building sprinklers) are required to serve the project. Fire hydrants, if proposed, shall be considered public improvements and shall be served by public water mains owned and operated by the Carlsbad Municipal Water District. 9. Prior to issuance of building permits, Developer shall pay all fees, deposits, and charges for connection to public facilities owned and operated by the Carlsbad Municipal Water District. Developer shall pay the San Diego County Water Authority capacity charges prior to issuance of Building Permits. I 0. The Developer shall prepare a colored recycled water use map and submit this map for processing and approval by the District Engineer. A copy of the approved exhibit shall accompany the landscape improvement plans and grading plans for reference. 11. The Developer shall design landscape and irrigation plans utilizing recycled water as a source. The recycled water shall be obtained from the existing 8-inch diameter pipeline in Alicante Road. Said plans shall be submitted to the District Engineer and the County Department of Environmental Heath for review and approval. • • 12. The Developer shall design and install potable water and recycled water facilities, services and meters at a location approved by the District Engineer. The locations of said facilities shall be reflected on the improvement plans. All facilities including water meters shall be within public right-of way or a minimum 20-foot wide easement granted to the Carlsbad Municipal Water District. All easements for water and recycled water facilities shall be shown on the improvement plans and shall indicate easement is granted to the Carlsbad Municipal Water District. 13. The Developer shall design and construct public water, sewer, and recycled water facilities substantially as shown on the Site Plan (Sheets CI.l, Cl.2, and Cl.3) to the satisfaction of the District Engineer. Proposed public facilities shall be reflected on public improvement plans. 14. This project is approved upon the express condition that building permits will not be issued for the development of the subject property unless the District Engineer has determined that adequate water and sewer facilities are available at the time of occupancy. 15. The Developer shall employ adequate measures, approved by the District Engineer of the Vallecitos Water District, to protect in place the existing 24-inch diameter sewer forcemain and 12-inch diameter recycled water outfall, which are owned and operated by the Vallecitos Water District. No structures shall be constructed within the existing easements including light poles, catch basins or storm drain pipes. Storm drain pipes are allowed to cross the easement provided adequate clearance between existing and proposed pipelines is at least 12-inches clear in the vertical. In addition, no trees or large bushes shall be planted within the easement. The District Engineer for the Vallecitos Water District shall approve the placement of additional fill within the easement, and a letter shall be submitted by the District Engineer to the City Engineer indicating their concurrence on the fill placement. 16. The Developer shall employ adequate measures approved by the City Engineer to protect in place the existing 12-inch diameter PVC sewer forcemain owned and operated by the City of Carlsbad. No structures including catch basins, inlet structures, and light poles shall be constructed within the existing easement. No trees or large bushes shall be planted within the easement. No fills shall be placed within the easement unless written assurance can be provided by a licensed civil engineer on the adequacy of the sewer forcemain pipe to sustain the earth loading without settlement or remedial measures are submitted and approved by the City Engineer. CLOMR I have contacted Glen Van Peski, who said he is going to be reviewing a copy of the CLOMR. Attached is his email response to my inquiry. VWD Easement Susanne Parsons has reviewed our purchase agreement between the City and the previous property owner. She has confirmed the law provides that all of the easement rights have been transferred to the City as the new property owner. This means VWD continues to have all rights and obligations they were granted from the initiation of the easement. The City, therefore, must comply with development requirements and with allowing ingress and egress for maintenance. Attached is Susanne's email response. Regarding the placement of fill over the existing pipeline; once complete, we will be submitting construction documents to VWD for approval. California Civil Code Sections 801 and 802. If a property is sold with an easement existing, the purchaser takes the property with all of the benefits and burdens that appear at the time of sale to belong to it. So, any person who purchases property with an easement recorded or existing on the property takes the property with the benefits or burdens associated with the easement. In order for the owner of an easement to perform the duties associated with the easement agreement, easements include incidental rights to enter the property to make repairs or do other things as are necessary for the full exercise of the easement rights. This means that the holder of an easement also has those rights incidental or necessary to carry out the purpose of the easement i.e. entering property, monitoring, maintaining, etc. In your situation the Water District has an existing easement that burdens the City's property. The district continues to have the easement rights and obligations no matter who owns the land. Incidental in the easement may be certain rights to enter the property, inspect, maintain or service the easement and or the appurtenances associated with it. In this case, it does not appear necessary to execute an additional legal document to provide the District with the right to ingress or egress unless the City wishes to have that access limited to a particular area, time, or manner. Show cross-section of proposed Keystone wall adjacent to Alicante Road, and delineate limits of reinforcing grids. 12. Title report lists Real Estate Collateral Management as the property owner, but the plans show the City of Carlsbad as owner. Clarify. 13. Show a landscape vignette/section for the riparian character bioswale. Is this going to be open and grassy or overgrown? Coordinate with the Police Dept. regarding security considerations. 14. Clarify the extent of the structure proposed over the top of the 12" sewer force main. 15. Clarify which of the existing sewer/effluent lines have been located, or are proposed to be relocated by this project. 16. Check clearances between proposed sewer and water and existing sewer/effluent lines. 17. Provide letter of permission from Vallecitos Water District indicating their acceptance of fill placed over their sewer force main. 18. The soils report calls out differential settlement in non-structural areas of up to 5 inches. Even though the pavement grades are substantial, a 5" settlement could cause potholes and disrupt drainage. Clarify if any remedial grading is proposed under pavement areas. 20. Provide a copy of the Greens CLOMR. This project will be conditioned to prepare a LOMR to reflect the final grading and the resultant floodplain limits. 21. Revise assertion in the Water Quality Technical Report (WQTR) that the existing open space has the potential to generate the same pollutants as the proposed hundreds of parking spaces, dog park, etc, or provide justification. 22. If food services are proposed with the Water Park, this constitutes additional possible pollutants that should be included in the WQTR. 23. Show proposed permeable pavement areas on the site plan. 24. Show proposed Storm Filter location on site plan. 25. The WQTR discusses dry wells, but no locations are shown on the site plan. Either remove from the WQTR or show on the site plan. If dry wells are proposed, show that the onsite soils are appropriate for dry wells. Attached are red lined check prints of the project (Site Plan/Landscape Concept Plan, Hydrology Report/Water Quality Technical Report) for the applicant's use. The applicant must return these check prints with the revised plans to assist staff in our continued review. I cannot determine if this item has been resolved because of the absense of a title report. Revise the exhibits to depict all existing easements listed in the preliminary title report dated October 17,2003 (or subsequent revised title report). The title report lists agreements and encumbrances that could affect "clear title" please resolve. An example of encumbrances are: Item #2 reimbursement agreement, Item #3 Future Improvements, # 3, Affordible Housing Agreement #10, and Access restrictions # 12. DWG 400-81 has details of improvements, reclaimed water and sewer that should be shown on the proposed development plans. Identify drawing numbers where appropriate. On the precise grading and drainage plan, depict the proposed onsite fire hydrant using the legend symbol. Maybe you missed my point on this issue there is a new drawing that extends the improvements north of this project. Please show these and call out the appropriate drawing number. 1 O.lt appears that grading is proposed over the existing sewer easements along the southerly property line. Submit letters of support or acceptance from each agency that is impacted with the proposed design. Show how maintenance crews can access, maintain and repair these facilities. 11. The SWPP submitted appears to be satisfactory for this stage of design and planning. I will follow up with specific comments on this plan. I believe the Dog Park section of the site is missing BMP to separate and filter this area. It is located at the end of the bio swale with no means for filter or pollution control. 12. Plot this information on the site plan. Please demonstrate how Fire, Trash and service trucks will access, park, and unload on-site. Single unit trucks, using a 407E -turning template, should accomplish the maneuvers with no more than a 3 point operation to turnaround. If the pool chlorinator uses large (1 ton or greater) cylinders of liquid chlorine, a Semi Truck turn template should be considered (407-D). Check with Fire Dept. for specific access issues. Again this is a cursory review of the CUP application and additional specific comments relating to specific reports submitted will follow. If you have any questions, please either see or call me at 760-602-2742. c: Robert Wojcik, Deputy City Engineer File • • • April 23, 2004 TO: PRINCIPAL PLANNER FROM: Senior Planner ALGA NORTE COMMUNITY PARK CUP PROCESSING SCHEDULE Thank you for the update from the PFROG meeting regarding the Recreation Department's anticipated processing schedule for the Alga Norte Park. According to that schedule, the Planning Commission would approve the Park Conditional Use Permit (CUP) and environmental review by the end of July. Based upon a review of the submitted CUP application materials (received February 9, 2004) and the Planning Department's Critical Dates Calendar, this schedule is completely unrealistic. In addition, as discussed below, due to the lack of information submitted with the original CUP application, it is impossible to even offer an estimated Planning Commission hearing date. This memo is intended to provide you with some background information to assist in any further discussions regarding the processing timeline of the Alga Norte Park CUP. The last day to schedule a project for the July 21, 2004 Planning Commission hearing is June 8; conditions from other departments are due June 1. Therefore, in order to make the last hearing in July, the project must be complete, all issues identified and resolved, and the staff report prepared by the beginning of June. In special circumstances, the Planning Department management has allowed a modification to the Critical Dates Calendar. In this case, that would extend the deadline to June 14. As stated in the March 8, 2004 incomplete letter for the Park CUP (copy attached), the application was extremely incomplete. The civil engineering plans did not include any grading, earthwork volume, drainage, storm water treatment, or sewer demand information and the only information provided, that being utility information, was incomplete and/or incorrect. The landscape plans did not include any planting, irrigation, or water conservation information; the only difference between these plans and the site plan was the identification of turf areas. The site plan did not include dimensions and many features were not labeled. In addition, there was no traffic generation information provided, either in documents or plans. In the interest of collaboration and team effort, the Planning Department staff has attempted to identify potential issues early in the Park Master Plan process to facilitate the subsequent CUP processing. For example, I have requested traffic generation information on numerous occasions, beginning in June 2003, because this could have an impact on the level of environmental review and the resulting duration of project processing. In addition, the Villages of La Costa Master Plan EIR requires the processing of a Special Use Permit (SUP) if the pre-existing floodplain boundary on the site has not been revised through FEMA. The Planning Department has requested an • • update on this floodplain adjustment status several times in order to determine if an SUP is needed however this information has not been provided. No project resubmittals have been received as of the date of this memo. Since the original submittal was lacking civil engineering and landscaping information, the next submittal constitutes, in essence, a first submittal of these plans. Therefore, it is very likely that the next submittal will take the full 30 days to review and may not contain all necessary information and/or will reveal issues of concern. If a resubmittal were received on April 26, it is likely that a response from Planning and Engineering would be produced on or about May 24. It is theoretically possible that the next submittal will meet all of the submittal requirements and be consistent with all of the applicable regulations. The more likely scenario would be that the next submittal will identify some incompleteness, project conformance, and/or design issues that need resolution. In that case, it is unrealistic to expect that issue resolution, revisions and resubmittal of plans, and staff report preparation would be completed by June 14. Besides the incompleteness or lack of information submitted thus far, another area of concern regarding project processing timelines involves the ability to resolve issues of the project's conformity with applicable regulations. Since the original application was so incomplete, the only area where issues could be identified were parking lot setbacks and building architecture. Based upon Planning Department staff's review of the Villages of La Costa Master Plan and the Alga Norte Park Master Plan, it was determined that the proposed architecture was not consistent with these documents and needed revision. The Assistant Planning Director and I conducted meetings with the Park Development team requesting that alternative architectural styles be presented however the team disagreed with our determination. This issue was originally raised in the incomplete letter of March 8 and is still not resolved as of the date of this memo (almost six weeks later). If this issue resolution process is an indication of the resolution process for other issues, the project processing timeline will inevitably increase. Once the next submittal is received, I would be happy to make a quick review of completeness and any significant issues and meet with you to discuss (this would not include any Engineering issues as their review is usually more involved). It might also be helpful to have a meeting with the Park Development team and Recreation management to discuss a realistic processing timeline for the permit and environmental review. However, as discussed above, the ability to ascertain a timeline is purely a function of the level of information provided in the next submittal. Thank you again for the update and the opportunity to provide some background information on the processing of the Alga Norte Park CUP. This memo will outline how the Recreation Department plans to accomodate parking and traffic for three different types of scenarios; a primary plan for normal operations, a back-up plan where overflow parking is required, and a worst-case-scenario plan for special events. SOURCES FOR PARKING 1. On Site Parking Based upon our analysis, the parking demand for this site is 532 stalls (see appendix A, per WY AC). The proposed design provides 546 Parking stalls, an excess of 14 stalls. This does not include a credit for compact stalls, which would be an additional (546 x 50%)= (273' 7 9') = 30 stalls. This totals 44 stalls in excess of the demand. 2. Overflow Parking on Alicante The roadway on Alicante is designed to allow parking on one side of the street. The Alga Norte Park frontage can support 53 parallel parked cars. In addition, the roadway north of the park can support 21 parallel parked cars. This totals 74 overflow stalls. The numbers are derived using the following calculations: Site Frontage Total lineal feet 1480' Less intersections (5 x 40') = 200' Subtotal 1 ,280' Feet per stall 7 24' Total stalls 53 North of Site Total lineal feet Feet per stall Total stalls 500' 724' 21 • • 3. Shuttled Parking The City has the ability to shuttle guests from a remote location to the park using rented buses. There are five potential locations for shuttle parking. Each of these locations is within a 2-mile drive of the park. Without approaching capacity, staff believes these sources could offer an additional 150 stalls. 1. The Dove Library 2. The Farmer's Insurance Building 3. The Safety Center 4. The Fleet Maintenance & Future Public Works Facility 5. Carlsbad Municipal Water District Headquarters 6. Carrillo Ranch Park 7. Aviara Community Park PARKING PLANS Primary Plan The primary plan for parking will be implemented for normal operations. This is the condition for which the parking lot has been designed. Under normal operations, all park amenities are planned to be at capacity with the required parking indicated in the demand study. Normal use would not include events like regional softball tournaments, Little League Opening Day, Jazz in the Park, or Carnivals. In addition, the aquatics complex will be at capacity for normal use. Normal use would not include events like high school or regional swim meets. The demand for normal operations is 532 stalls. The supply of 546 meets this requirement. Non-Conflicting Special Events For events like Little League Opening Day and weekly high school swim meets that occur during non-operation recreation swim times, there will be 286 parking stalls available for use. Back-up Plan Beyond normal operations, there will be times when semi-special events will occur at the park. Semi-special events would be softball tournaments and high school swim meets. Under normal scheduling conditions the on-site parking will allow these events to occur. When the park is operating at capacity, semi-special events will likely not be scheduled. It is important to note that the aquatics recreation component will be closed during a portion of the year. I will be open for operations from April 16th until October 15th. This means between October l6'h and April lS'h, there will be 286 parking stalls available to the remainder of the park. • • In the case where a semi-special event is scheduled during the time when the recreation component is open, overflow parking will be permitted on Alicante Road. There would be no more than 5 softball tournaments per year during the peak aquatics recreation time. The tournaments would require an additional 60 stalls. There would be no more than 3 high school swim meets during peak recreation swim. The swim meets would require 50 stalls. Swim meets and softball tournaments will not be scheduled for the same day. The 74 stalls available on Alicante Road for overflow parking would be adequate to handle either of these demands. Worst-Case-Scenario Plan In a worst case senario, there may be a need for shuttle parking. Special Events Special events like Jazz in the Park, a regional swim meet, or a carnival could potentially occur during the peak recreation swim time. For special events like these, shuttle parking will be arranged in advanced so that guests may park at one ot the seven City locations and be shuttled in. The park has adequate drop off and lane width in aisles to accommodate buses. Multiple Semi-Special Events In the rare case more than one semi-special event is scheduled, shuttle parking will be arranged in advance. A complete review of the civil plans is impossible, given the missing detail and information. 9. A drainage report is necessary to review the proposed development and design. 10. The existing utilities in Alicante Road should be shown. The water line is shown as a dead end at the northern boundary of this project. DWG 400-81 has details of improvements, reclaimed water and sewer that should be shown on the proposed development plans. Identify drawing numbers where appropriate. On the precise grading and drainage plan, depict the proposed onsite fire hydrant using the legend symbol. 11. Revise the exhibits to identify the 0 100 and the new established floodplain per Villages of La Costa (LOMR). If this information is not available submit an application for SUP to develop within the existing floodplain. The storm drain in Poinsettia Lane could be flowing under pressure from previous design (Villages of La Costa). Consider the impacts of adding an at grade inlet that could flood the park. 12.11 appears that grading is proposed over the existing sewer easements along the southerly property line. Submit letters of support or acceptance from each agency that is impacted with the proposed design. Show how maintenance crews can access, maintain and repair these facilities. 13. Revise the site plan to demonstrate how the SWPP and structural BMPs will drain after a storm event has passed (Poinsettia Lane I Alicante Rd.). 14. Submit a preliminary SWPPP to clarify how 100% of the storm flows are being treated ensile. The calculations for storm water filtration should satisfy numeric sizing per the RWQCB. In general, it good practice to ensure that the post- development flows or velocities do not exceed the pre-development flows or velocities. Staff also suggests looking into a flow-based bmp, versus a volume- based bmp. 15. Please demonstrate how Fire, Trash and service trucks will access, park, and unload on-site. Single unit trucks, using a 407E -turning template, should accomplish the maneuvers with no more than a 3 point operation to turnaround. If the pool chlorinator uses large (1 ton or greater) cylinders of liquid chlorine, a Semi Truck turn template should be considered (407-D). Check with Fire Dept. for specific access issues. 16. Revise the site plan to demonstrate how the on-site fire hydrants will be served with a public waterline. If a proposed 8-inch waterline is required to serve the potable and fire flow needs, please depict an approximate alignment of the new facility. Through extensive research we have concluded that there is no know parking standard for dog parks in San Diego County or elsewhere. We have therefore created a standard using our experience with the existing dog facility at Larwin Park as a guideline. Based upon the following methodology, we have found that the dog park at Alga Norte Community Park should have 16 parking stalls. Larwin Park Standard The existing Larwin Park dog facility is about .25 of an acre with 9 parking stalls. During the first two years of operation, it was found that 9 stalls were inadequate. For the development of the remainder of the park, we are adding 5 more stalls to the dog park, so that the total will be 14. There will be 14 parking stalls for a .25-acre dog park. Parking Demand The proposed dog park at Alga Norte will be a .50-acre facility. Since the proposed dog park is twice the size of Larwin's facility, there should be twice the number of parking stalls. Thus, there should be 28 stalls for Alga Norte's .50-acre dog park. Common Facilities Parking Credit The proposed park design provides a large parking lot to serve the south end of the park, of which 69 stalls are for the baseball fields and 14 stalls • • are for the dog park. This is a total of 83 stalls in the large parking lot to serve these uses. Planning Ordinance #21.44.050 allows a 15% reduction in parking for common facilities, normally applied to adjacent properties. If we use this same approach for determining parking demand for adjacent park uses, a 15% reduction of the 83 stalls required is a 12 parking stall credit. The parking demand for the proposed dog park is 28 stalls. Subtracting the 12-stall credit, we arrive at a total of 16 stalls required. Parking Supply Based upon the above method of reasoning, we have provided a total of 16 stalls to serve the Alga Norte Community Park dog park facility. However, in order to avoid problems in implementing the eventual master plan we strongly recommend that these comments be addressed at the master plan level. The following are the Planning and Engineering comments on the first concept plans: 1. At a minimum the concept plans should demonstrate compliance with the standards of the Villages of La Costa Master Plan that apply to Area 1.5 and the applicable overall master plan standards. This includes building and landscape setbacks, height limits, compliance with the landscaping requirements and palette of the master plan, providing a link to trails identified in the master plan, lighting restrictions adjacent to the open space area, and fire protection zone compliance along the site perimeter to list a few. 2. We are requesting the maintenance building be relocated from the southwest comer of the site to another location that is less visible and does not require access from Poinsettia Lane a major arterial. Park features that may have a negative visual impact should not be visible from the perimeter of the site. Also at the proposed location the structure may conflict with existing sewer easements. 3. Similar to item number 2 above we are also requesting that the off leash dog park not be located at the northwest comer of the intersection of Poinsettia Lane and Alicante Road or at the alternative location fronting Alicante Road at the northern boundary of the site. Areas adjacent to project roadways will be very visible and this use would detract from the visual quality of the area. 4. The conceptual layout of the parking Jot does not appear to be the most efficient use of space or most desirable in regard to providing clearly defined routes of travel. In addition this design results in a high percentage of the site's frontage on Alicante Road being a parking lot. Further work on this component ofthe park design is needed. 5. The number of required parking spaces should be reviewed with the Special Projects staff of the Planning Department. Should the number of required parking spaces need to be modified this will have an impact on the area of the site available for park recreational activities. 6. The orientation of the ball fields in relation to future roadways may create traffic hazards with balls landing in travel lanes. It is recommended that the orientation of the fields be revised. , • • 7. The location, number and spacing of proposed access points on Alicante Road need to be reviewed further. A hard copy of the plan drawn to scale is needed in order for this issue to be reviewed further and some direction provided. The approved Tentative Map indicates points of access for this site. 8. The access into each parking area needs to remain clear and unobstructed, consider this project operating like an arterial. Consider queuing and a liberal design to maneuver into the site. A Caltrans single unit truck (407E template) is required as a minimum to access buildings, utility and trash enclosures. It is recommended that future concepts plans be distributed for review and comment. Specifically, the early consultation process should be followed to identify and resolve at the earliest possible stage any potential design issues. Through the early consultation process input from the Fire Department as well as the affected water and sewer agencies can be obtained. As you are aware, Planning Item #1 of the letter dated June 14, 2004 requests a clarification of the floodplain delineation and the processing of a Special Use Permit concurrent with the Conditional Use Permit. In addition, Item #20 of the supplemental letter dated July 13, 2004 refers to this topic by requesting a copy of the Greens CLOMR. We have tried to obtain a copy of the GreensNillages CLOMR from O'Day Consultants (who originally did the CLOMR) but have been unsuccessful. It is our understanding the City's engineering review consultant, Glen Van Peski, has been successfully in obtaining a copy of the CLOMR from O'Day. Please refer to that copy. Our design consultants have performed some preliminary studies of the hydrology and will be submitting them to help support the Greens/ Villages CLOMR. Findings In short, our consultants have found that the floodplain no longer exists on the project site. The Master Development has diverted the watercourse once directed onto the project site into a headwall and 72" storm drain before it reaches the site. The stormwater is then conveyed in an underground storm drain system located in Alicante Road, which discharges into the detention basin downstream of the site. This essentially has removed the project site from the boundaries of the floodplain. • • • We understand the project will be conditioned to prepare a LOMR at the end of development. However, our proposed development will not alter the existing GreensNillages CLOMR. We are working within its confines since we are not altering it. When the GreensNillages have completed development, the Master Developer will be required to file a LOMR to cover the entire GreensNillages development, which will include our project site. We therefore, do not see a need to file a LOMR for our specific site in the future. Please provide further direction if it is required. Therefore, a Special Use Permit is not required. 5. The parking amounts have been established using previous experiences with other parks and estimates from specialists in aquatic complexes. Some operational and/or physical provisions must be made for sporting events and tournaments, swim meets, and other special events that would increase the parking demand above the typical daily operating levels. Any offsite parking areas used for such extra parking would need to possess parking supply above that required by code for the uses which it serves. Most City facilities are parked very close to the code requirements and, therefore, do not have extra parking supply for overflow parking. In addition, some operational restrictions may not be in keeping with the services anticipated for the park. It is suggested that a meeting be set with Planning Department and Recreation Department staff to further discuss this issue. 6. The proposed architecture is being reviewed as to its conformance with the Villages of La Costa Master Plan. A colored rendering of the some of the building elevations would assist that review. Engineering: 1. Add a description of what appears to be some sort of structure, adjacent to the maintenance building, that is over the top of the existing 12" sewer force main. 2. An example of encumbrances are: Item #2 reimbursement agreement, Item #3 Future Improvements, # 3, Affordable Housing Agreement #1 0, and Access restrictions # 12. These issues affect development and "clear title" of the property. 19. Plot all proposed easements for this project. Water easements are typically considered public and should be plotted. 20. Please show the required spill way for the Drainage Dike along the northern boundary. The drainage report appears complete for this phase of design. Specific comments will follow in a few weeks. 21. The existing utilities in Alicante Road should be shown. The water line is shown as a dead end at the northern boundary of this project. DWG 400-81 has details of improvements, reclaimed water and sewer that should be shown on the proposed development plans. Identify drawing numbers where appropriate. On the precise grading and drainage plan, depict the proposed onsite fire hydrant using the legend symbol. Maybe you missed my point on this issue there is a new drawing that extends the improvements north of this project. Please show these and call out the appropriate drawing number. 22. It appears that grading is proposed over the existing sewer easements along the southerly property line. Submit letters of support or acceptance from each agency that is impacted with the proposed design. Show how maintenance crews can access, maintain and repair these facilities. • • 23. The SWPP submitted appears to be satisfactory for this stage of design and planning. I will follow up with specific comments on this plan. I believe the Dog Park section of the site is missing BMP to separate and filter this area. It is located at the end of the bio swale with no means for filter or pollution control. 24. Plot this information on the site plan. Please demonstrate how Fire, Trash and service trucks will access, park, and unload on-site. Single unit trucks, using a 407E -turning template, should accomplish the maneuvers with no more than a 3 point operation to turnaround. If the pool chlorinator uses large (1 ton or greater) cy~nders of liquid chlorine, a Semi Truck turn template should be considered (407-D). Check with Fire Dept. for specific access issues. As noted on the title sheet of the submitted site plan, no building elevations were included in this resubmittal. Listed below are the incomplete items noted for the original building plan submittal as contained in the March 8, 2004 correspondence for your reference. 25. Please augment the submitted building elevations to show the location of any proposed exterior lighting and the proposed color scheme. 26. Please provide elevations (with coloring scheme) for the proposed overhead shade structures. 27. Please indicate the ceiling height or height of the underside of the roof in any building areas intended for storage uses. 28. Please indicate the California Building Code occupancy classification of all building uses. 29. Please indicate the type of construction of all buildings per the California Building Code. 30. Please disclose any building uses that will result in the presence of Acutely Hazardous Materials, Compressed Flammable Gases in excess of 1 ,500 pounds, Flammable Liquids in excess of 10,000 gallons, Hazardous Materials in excess of 500 pounds or 55 gallons, or compressed gas in excess of 200 cubic feet. 31. Please show all screening for the proposed rooftop equipment. All roof-mounted equipment shall be installed in accordance with Building Department Policy 80-6 (copy attached). ISSUES OF CONCERN Planning: 1. Please clarify the status of the floodplain delineation. The Villages of La Costa EIR indicates that a Letter of Revision is required prior to development of the site or a Special Use Permit -Floodplain must be processed concurrent with the Conditional Use Permit. 2. By comparing the Constraints Map and the civil drawings, it would appear that grading and/or development is proposed on natural slopes with over 40% inclination. Therefore a Hillside Development Permit is required. Enclosed are the specific materials required for a Hillside Development Permit submittal. • • • 3. The Constraints Map identifies areas covered by Diegan Coastal Sage Scrub, Riparian Woodland, and Floodplain Scrub in the area proposed for development. Please verify the accuracy of this mapping and, if correct, provide a biological report indicating the extent of habitat removal and proposed mitigation. 4. According to the architectural site plan, there are 545 parking spaces proposed; however, there are 553 parking stalls shown on the civil drawings. Please revise the site plan(s) to be consistent. 5. The Villages of La Costa Master Plan contains General Design Criteria and Special Design Criteria for Area 1.5. Given the information on the submitted plans, it is difficult to ascertain if the proposal complies with these criteria therefore they are listed below. Please incorporate these design criteria into the project design. a. There are two trails located within Area 1.5: a City-wide Trail and a Local Trail. The location, width, and surfacing of these trails should be identified on the site plan. The design criteria require that landscaping be employed judiciously to soften views of the structures and parking lots from pedestrians and bicyclists using the Local Trail Link that passes through the area. Large expanses of unarticulated structure or roof-line should not be viewable to passers-by. b. Lighting adjacent to the natural open space areas shall be selectively placed, shielded and directed away from the open space. d. A Fire Protection Zone which separates developed areas and manufactured slopes from HCP open space areas will be incorporated where necessary so as to have limited, if any, impact on the open space areas. e. Common streetscape and landscape areas shall conform to the community requirements stated in the Master Plan (street trees, landscape zones, entries, irrigation systems, walls, fencing, lighting, etc.) to provide consistency in design and quality. f. All walls and fences located within 15 feet of the public right-of-way shall provide recesses for landscaping and variations in materials. g. Any lighting for recreation areas that will illuminate a residential area past the hour of 10:00 p.m. shall be clearly identified on the site plan. All lighting shall be designed to reflect downward and avoid, to the greatest extent possible, any impacts on adjacent homes or property. 6. (Item #7 of the assessment letter). Description of design: We believe that the proposed Architectural Design of Alga Norte Park is in keeping with the spirit of the Villages of La Costa Mater Plan. Specifically we feel the building designs are inspired by the Mediterranean and Mexican types referenced to in the residential guidelines, such as Santa Barbara Mediterranean, Spanish Colonial, and Italian. The overall planning and design of the proposed building structures are based upon the simple elegant forms of buildings and villages in Italy, Greece, Morocco and Spain. These are the same influences that shaped the design of the Mexico's Spanish Colonial style and Santa Barbara's Mediterranean style. Smaller scale park buildings will have a simple rural character appropriate to their location within the greater park environment. While the main aquatics complex buildings are arranged in small program groups that help form outdoor courtyards, patios and plaza areas. In this way the main complex will act as a small village within the valley, separate from other development; yet. built using the applicable goals stated within the architectural controls section of the Villages of La Costa Mater Plan (see below). The building are intended to draw from the indigenous color (a warm earth tone) of the soil found on the slopes around the park site to form a consistent architectural design within this small village and appropriate to the location within the valley. The proposed design uses simple forms, highlighted by unique and special architectural details. Pedestrian friendly scale is achieved around all of the major building edges and access points with the use of covered arcades and accent colors. Landscape design is integrated with the buildings to form pedestrian friendly courtyards, patio spaces and plazas. These spaces will be ameliorated with water, color, shade trellises, and well- organized plant groups. In summary, we feel the building designs will co-exist within the Master Plan area due to the use of unifying elements, such as regional style, color, material, massing and pedestrian scale. • • Comments about the application of the Master Plan: It should be stated that the language in the Villages of La Costa Master Plan, Section 4.0 MASTER PLAN DEVELOPMENT STANDARDS AND GUIDELINES, Subsection 4.6 Architecture and Site Planning, Encourages the following: Individual neighborhood Identities, that blends with the overall community character. We strongly believe the location of the Alga Norte Park, while within the La Costa Greens sub-area is a physically separate landform and as such should respond to the Site Planning Standards stated in section 4.6.2 ''The purpose of this section is to insure that the physical development of the Villages of La Costa avoids monotonous, repetitive appearances within each neighborhood and throughout the community as a whole. • As such we feel that this civic complex of buildings should not look like the many recreation centers designed as part of the individual homeowners association complexes. While a residential scale and look might work for elements within a residential development, they are not at all appropriate to a large civic environment such as the Alga Norte Park site. Architectural style: Further, it is our reading of the Master Plan, that the 8-predefined architectural styles are clearly intended for residential application as indicated by both the language of Section 4.6.3 and by the images and diagrams shown in Section C-Architectural Styles. Section 4.6.3 sets forth the architectural controls applicable to all residential development within this Master Plan. For reference we are providing response to the stated goals of section 4.6.3 as follows: Section 4.6.3-Architectural Controls A. GOALS 1. Overall Concepts a. Refers to HOMES adjacent to roadways b. ISSUES OF CONCERN NOTE: Due to the incomplete nature of the plans only a minimal amount of project issues could be discerned. Additional project issues will be identified once the above referenced information is provided. Therefore, many of the following issues contain advisory notes as to the regulations applicable to the proposed development. Planning: 1. Please clarify the status of the floodplain delineation. The Villages of La Costa EIR indicates that a Letter of Revision is required prior to development of the site or a Special Use Permit -Floodplain must be processed concurrent with the Conditional Use Permit. 2. Without the proposed grading being shown, it is difficult to ascertain if the project proposes development on steep slopes. Once this information is provided, it can be determined if the project requires a Hillside Development Permit. In addition, the grading and retaining walls that are shown (behind the pool complex) do not relate to the underlying topography (e.g. top of footing for a wall at elevation 150 feet located near the 165 foot contour and proposed grading contours stopping without tying into the underlying topography). It would appear that many more tall retaining walls other than the one shown are necessary to accommodate the development. It should be noted that all retaining walls over six feet in height must be of aesthetically pleasing design, plantable, and irrigated. Every effort should be made to split tall retaining walls to allow substantial planting at the base and top of each wall. 3. Without the proposed grading being shown, it is difficult to ascertain if the project proposes development into Diegan Coastal Sage Scrub (CSS). No mention of CSS encroachment is contained in the submitted Environmental Impact Assessment Part I. Once this information is provided, it can be determined if the project is consistent with applicable environmental regulations. 4. The Villages of La Costa Master Plan development standards for Area 1.5 require parking lot and structural setbacks from Alicante Road and Poinsettia Lane. The minimum setback for either feature is 30 feet from Alicante Road and 50 feet from Poinsettia Lane. It would appear that the proposed parking area and the northernmost proposed shade structure encroach into the Alicante Road setback. 5. No information regarding traffic generation was provided. The Villages of La Costa EIR contains estimates as to the maximum amount of traffic generated by this use; any substantial increase in traffic would necessitate additional environmental review. • • 6. The Villages of La Costa Master Plan contains General Design Criteria and Special Design Criteria for Area 1.5. Given the absence of information on the plans, it is difficult or impossible to ascertain if the proposal complies with these criteria therefore they are listed below. Please incorporate these design criteria into the project design. a. There are two trails located within Area 1.5: a City-wide Trail and a Local Trail. The location, width, and surfacing of these trails should be identified on the site plan. The Villages of La Costa Master Plan contains specific architectural design criteria and allows eight different architectural styles. Based upon discussions with Planning Department management and the Villages of La Costa Master Plan planner, the proposed architectural style does not incorporate a sufficient amount of the architectural elements of any of the eight architectural styles. Please review the Master Plan architectural criteria and incorporate more elements of one or more of the styles into the project design. It may be helpful to also review the design of the Master Plan recreation area {located east of the park site, north of Poinsettia Lane in Area 1.7) as an example of the type and quality of architectural design expected in the Master Plan. 8. Without the proposed landscaping being shown, no comments as to the project's compliance with the requirement of the City's Landscape Manual can be made. The Manual also contains standards for parking lot landscaping. Please incorporate the following standards into the project design: a. Trees shall be provided at a minimum rate of one per every four parking stalls. Trees pertaining to this requirement shall be located within the parking area, exclusive of parking lot setbacks. • • b. Planting or any combination of planting, mounding, and decorative walls shall be used to provide screening from adjacent streets of the parking area to a height of three (3) feet. c. Each unenclosed parking facility shall provide a perimeter landscape strip of at least eight (8) feet on all sides. The perimeter landscape strip may include any landscaped setback and shall be continuous except for required access points. d. At all vehicular access points, landscape elements shall be less than 30 inches in height (including plants measured at maturity). e. Please see the attached "Parking Lot Diagram" for additional planting width standards. 9. In addition to the requirements of the City's Landscape Manual, the Villages of La Costa Master Plan contains design criteria for the community park site. Please refer to the Master Plan and incorporate those design criteria into the project design. 10. There are numerous lines on the site plan that are not labeled and it is not readily obvious what they indicate. Please clarify all markings on the site plan, preferably with labels and/or clear symbology. Engineering: 1. The Title Report submitted with the application (dated October 17, 2003) indicates Real Estate Collateral Management Company as the vested owner. Please correct and submit an updated title report to verify ownership. 2. Please provide the Average Daily Traffic generated by the use, in total and separated by use. Back-up the traffic generation information provided with traffic study. Consider if access will require signalization at the park entry driveways. 3. List the sewer (EDU) and water (GPO) generated or required to serve this project on the cover sheet. 4. Depict the location of all existing street lights along the property frontage with Poinsettia Lane and Alicante Road. 5. On the site plan, include cross sections of all streets adjacent to this project (Poinsettia Lane and Alicante Road). Include cross sections for the 3 proposed driveways as well as for the travel way and parking areas. Identify minimum sections and conditions from Soils Report by Ninyo & Moore. 6. Revise the exhibits to depict all existing easements listed in the preliminary title report dated October 17,2003 (or subsequent revised title report). The title report lists agreements and encumbrances that could affect "clear title" please resolve. Revise the exhibits to identify the 0 100 and the new established floodplain per Villages of La Costa (LOMR). If this information is not available submit an application for Special Use Permit-Floodplain to develop within the existing floodplain (see Planning Issue #1 ). The storm drain in Poinsettia Lane could be flowing under pressure from previous design (Villages of La Costa). Consider the impacts of adding an at-grade inlet that could flood the park. 11. It appears that grading is proposed over the existing sewer easements along the southerly property line. Submit letters of support or acceptance from each agency that is impacted with the proposed design. Show how maintenance crews can access, maintain and repair these facilities. 12. Submit a preliminary Storm Water Protection Plan (SWPP) to clarify how 100% of the storm flows are being treated onsite. The calculations for storm water filtration should satisfy numeric sizing per the RWQCB. In general, it good practice to ensure that the post-development flows or velocities do not exceed the pre-development flows or velocities. Staff also suggests looking into a flow-based BMP, versus a volume-based BMP. Revise the site plan to demonstrate how the SWPP and structural BMPs will drain after a storm event has passed (Poinsettia Lane/ Alicante Rd.). 13. Please demonstrate how Fire, Trash and service trucks will access, park, and unload on-site. Single unit trucks, using a 407E -turning template, should accomplish the maneuvers with no more than a 3 point operation to turnaround. Revise the site plan to demonstrate how the on-site fire hydrants will be served with a public waterline. If a proposed 8-inch waterline is required to serve the potable and fire flow needs, please depict an approximate alignment of the new facility. Callout size, pressure zone and material of the existing public waterline (in Alicante Road and Poinsettia Lane) that will be used to serve this project. If this project will be protected with a sprinkler system (check with Fire Department), show this fire service and backflow prevention location on the site plan as well. 15. Revise the site plan to depict the proposed or existing sewer and water laterals that will serve this project. Use "S" or "Sewer" instead of SS on proposed facilities. Include material (PVC) proposed. • • 16. Revise the site plan to callout the distance from the northern driveway to Planning Area 1.6. Show or demonstrate that the proposed access is same as approved location (recorded) per Final Map for CT 99-03. Show limits of development including proposed pads and correct elevations for Villages of La Costa Planning Area 1.6. El Camino Real. Fire Department: 1. All buildings to be equipped with automatic fire sprinklers 2. Show all paving areas to pools to insure access for medical aid. 3. All roads within the park need to be able to hold the weight of the fire apparatus. 4. All roads within the park to be minimum 20 feet wide and clear to a height of 13'6". 5. If pools are to be enclosed by fencing and the occupant load exceeds 100 the gates must be equipped with panic hardware.
