PROJECT NAME: BRESSI RECYCLED AND POTABLE WATER PUMP STATIONS
APPLICANT NAME: CITY OF CARLSBAD
Please describe fully the proposed project by application type. Include any details
necessary to adequately explain the scope and/or operation of the proposed project.

Description/Explanation:
The Bressi Recycled Water Pump Station will supply recycled water from the 550 zone
to the 680 zone. The Bressi Potable Water Pump Station will supply potable water from
the 490 zone to the 700 zone.
The work to be performed includes the furnishing of all labor and equipment and
furnishing and installing all materials necessary for the complete and satisfactory
construction of the Bressi Recycled and Potable Water Pump Stations.
The work shall consist of installing temporary fencing; all utility location and verification
(excavating, exposing, and verifying top, bottom, and side of utility facilities); all
earthwork (including trenching, shoring, bedding, backfilling including select imported
material or select native material); furnishing, installing, and testing all piping and
appurtenances; connecting to existing pipelines; constructing two pumping stations;
furnishing and installing two hydropneumatic tanks; protecting in place or removing and
replacing all existing utilities and improvements; constructing asphalt concrete
pavement; fencing; constructing all Portland Cement concrete; constructing masonry
block walls; furnishing and installing ornamental steel fencing and gates; testing all
equipment, pipe, and appurtenances; performing all related electrical work (including
coordination with SDG&E); disposing of excess soil and rock material and restoring all
areas and improvements to preconstruction conditions.

Project Description
The Carlsbad Municipal Water District (CMWD) is proposing to construct two water pump stations (one
for recycled water and one for potable water) in a 0.27-acre easement granted for that purpose within the
Bressi Ranch Master Plan (MP 178) and tract map (CT 00-06). The easement is within Planning Area
No. 3 of the Master Plan located on the southeast corner of El Camino Real and Palomar Airport Road.
The 0.27-acre pump station site will contain two independent subterranean pumping stations totaling
2,136 square feet (1,068 sf each). The project requires City approval of a Conditional Use Permit (CUP)
and a Scenic Corridor Special Use Pennit (SUP) for the El Camino Real Corridor.
The proposed recycled water pump station (RWPS) will be capable of supplying recycled water to the
upper pressure zone. The pumping capacity is 2,160 gallons per minute (gpm). The primary components
of the proposed pump station includes: a 22-foot by 46-foot subterranean building, suction and discharge
piping, a flow meter, bypass piping, an electrical switchgear, and three vertical turbine pumping units
(two duty, one stand-by). The Bressi RWPS will have a 2,800-gallon cylindrical hydrologic surge tank.
The surge tank will be contained in the subterranean structure and will have a 6-foot diameter and be 15-
feet long.

The proposed potable water pump station (PWPS) will be capable of supplying potable water from
Maerkle Reservoir ( 490 pressure zone) to the 700 pressure zone during emergencies and during routine
maintenance of the San Diego Water Authority's imported water aqueducts. The pumping capacity is
1,600 gpm. The primary components of the proposed pump station includes: a 22-foot by 37-foot
subterranean building, suction and discharge piping, a flow meter, bypass piping, an electrical switchgear,
and three vertical turbine pumping units (two duty, one stand-by). The Bressi PWPS will have a 2,100-
gallon cylindrical hydrologic surge tank. The surge tank will be contained in the subterranean structure
and will have a 6-foot diameter and be 11-feet long.
Both subterranean pump station structures will house the pumping units and ancillary electrical and
mechanical equipment. The electrical equipment needed will include distribution switchgear, motor
control center, variable frequency drives, and a main control panel. The subterranean buildings will be
cooled using roof-mounted exhaust fans equipped with roof-mounted gravity ventilators. Roof-mounted
equipment hatches will be provided over each pumping unit for pump removal through the roof. There
will also be roof hatches to access the pump houses. These various roof hatches, vent caps, and other
equipment protrusions may project up to 18 inches above the roofs of the pump houses.
An electric transformer, service meter, and circuit breaker will be located above ground adjacent to each
pump station. The size and height of these components is controlled by SDG&E. Transformers/circuit
breakers are typically 3 ft x 3 ft in size and approximately 4 feet high. Service meters are typically 3 ft x 2
ft in size and up to 6 feet in height. Therefore, these components would be expected to project no more
than 6 feet above ground. Finally, a total of two light poles (with two lights on each pole) will be placed
on the interior side of the pump station facility (one pole adjacent to each pump house). These poles will
be approximately 10 feet high above grade. These lights are necessary in the event of an incident
requiring work to be done at night. However, the lights would not otherwise be on, and routine
maintenance work and inspections would be done during daylight.
In order to maintain the high aesthetic consideration necessary, the pump stations will be accessed from a
future parking area (for the future industrial building) on the interior of the site. A gate is proposed on the
interior side of the project area (adjacent to the future industrial development parking area) to allow for
access by CMWD staff.
No screening of the project is being proposed at this time, but will be provided by the Master Plan
developer as the anticipated industrial project progresses. As described, the proposed facility is almost
completely underground. The only components which would be above-grade would be small and would
be at an elevation approximately 20 feet above the adjacent roadways. Thus, these components would not
be strikingly visible to drivers on El Camino Real or Palomar Airport Road. The developer of the Bressi
Ranch industrial project will be installing and maintaining landscaping and an entry treatment on the site,
including the area surrounding the proposed project, as the development progresses. However, the design
of the entry treatment and landscaping has not yet been finalized.
Environmental Setting
The site of the proposed project (the 0.27-acre easement) is within a 47-acre pre-graded site to be
developed with planned industrial uses. The industrial lot, in turn, is part of a much larger area
(approximately 485 acres) being graded for approved residential, commercial, and industrial development
pursuant to the approved Bressi Ranch Master Plan. The area to the west of the project site contains the
existing Olympic Resort. To the north (across Palomar Airport Road) is undeveloped land belonging to
the County of San Diego -Airport Division. The area east of the project site will be developed with
planned industrial uses. The project site contains no vegetation or other resources and has already been
mass-graded as part of the on-going development activities occurring on the site.

Previous Environmental Documents Relevant to the Project
EIA 99-09 -Carlsbad Water Recycling Facility
In December 1999, City staff completed an initial study for the City's Water Reclamation Program Phase
II. The City Council then adopted a Mitigated Negative Declaration (MND) and Mitigation Monitoring
and Reporting Program (MMRP) for the project (EIA 99-09). The Phase II project included construction
of a new tertiary water recycling plant, installation of recycled water lines, upgrades and other
improvements, and construction of three booster stations. One of the three booster stations analyzed in
that document was the currently proposed project. EIA 99-09 concluded that, for this pump station, the
only potentially significant impact was to aesthetics. (The location is a highly visible intersection in the
City.) The adopted MMRP included a mitigation measure that required this pump station to be a
subterranean facility. The currently proposed project has been designed to be a subterranean facility.
Therefore, the project design satisfies the mitigation requirement to reduce potential aesthetic impacts to
less than significant.
EIR 98-04 -Bressi Ranch Master Plan and EIR
The proposed water pump stations facility was anticipated by and included in the Bressi Ranch Master
Plan and related EIR approved in June 2002. In June 2002 the City Council certified an EIR (EIR 98-04)
and approved a Master Plan (MP 178) for development of the Bressi Ranch project. The Master Plan
covers approximately 485 acres and provides for residential, commercial, and planned industrial uses as
well as preservation of open space. The site of the currently proposed water pump stations is within
Planning Area 3 of the Master Plan. Planning Area 3 is located on the southeast comer of two prime
arterial roadways (El Camino Real and Palomar Airport Road) in an urbanized area. Future use of the lot
will be one or more planned industrial developments. The Master Plan recognized the planned water
pump facility as an anticipated use to be located in Planning Area 3. The Final Map associated with the
industrial development (CT 00-06) also recognized the planned construction of the proposed water pump
stations and, therefore, included an easement to accommodate the project.

ENVIRONMENTAL IMPACTS
STATE CEQA GUIDELINES, Chapter 3, Article 5, Section 15063 requires that the City conduct an Environmental
Impact Assessment to determine if a project may have a significant effect on the environment. The Environmental
Impact Assessment appears in the following pages in the form of a checklist. This checklist identifies any physical,
biological and human factors that might be impacted by the proposed project and provides the City with information
to use as the basis for deciding whether to prepare an Environmental Impact Report (EIR), Negative Declaration, or
to rely on a previously approved EIR or Negative Declaration.
• A brief explanation is required for all answers except "No Impact" answers that are adequately supported
by an information source cited in the parentheses following each question. A "No Impact" answer is
adequately supported if the referenced information sources show that the impact simply does not apply to
projects like the one involved. A "No Impact" answer should be explained when there is no source
document to refer to, or it is based on project-specific factors as well as general standards.
• "Less Than Significant Impact" applies where there is supporting evidence that the potential impact is not
significantly adverse, and the impact does not exceed adopted general standards and policies.
• "Potentially Significant Unless Mitigation Incorporated" applies where the incorporation of mitigation
measures has reduced an effect from "Potentially Significant Impact" to a "Less Than Significant Impact."
The developer must agree to the mitigation, and the City must describe the mitigation measures, and briefly
explain how they reduce the effect to a less than significant level.
• "Potentially Significant Impact" is appropriate if there is substantial evidence that an effect is significantly
adverse.
• Based on an "EIA-Part II", if a proposed project could have a potentially significant adverse effect on the
environment, but all potentially significant adverse effects (a) have been analyzed adequately in an earlier
EIR or Mitigated Negative Declaration pursuant to applicable standards and (b) have been avoided or
mitigated pursuant to that earlier EIR or Mitigated Negative Declaration, including revisions or mitigation
measures that are imposed upon the proposed project, and none of the circumstances requiring a
supplement to or supplemental EIR are present and all the mitigation measures required by the prior
environmental document have been incorporated into this project, then no additional environmental
document is required.
• When "Potentially Significant Impact" is checked the project is not necessarily required to prepare an EIR
if the significant adverse effect has been analyzed adequately in an earlier EIR pursuant to applicable
standards and the effect will be mitigated, or a "Statement of Overriding Considerations" has been made
pursuant to that earlier EIR.
• A Negative Declaration may be prepared if the City perceives no substantial evidence that the project or
any of its aspects may cause a significant adverse effect on the environment.
• If there are one or more potentially significant adverse effects, the City may avoid preparing an EIR ifthere
are mitigation measures to clearly reduce adverse impacts to less than significant, and those mitigation
measures are agreed to by the developer prior to public review. In this case, the appropriate "Potentially
Significant Impact Unless Mitigation Incorporated" may be checked and a Mitigated Negative Declaration
may be prepared.

• An EIR must be prepared if "Potentially Significant Impact" is checked, and including but not limited to
the following circumstances: (1) the potentially significant adverse effect has not been discussed or
mitigated in an earlier EIR pursuant to applicable standards, and the developer does not agree to mitigation
measures that reduce the adverse impact to less than significant; (2) a "Statement of Overriding
Considerations" for the significant adverse impact has not been made pursuant to an earlier EIR; (3)

DISCUSSION OF ENVIRONMENTAL EVALUATION
I. AESTHETICS
a, b) No Impact. The project site is a pre-graded lot that will be developed with a planned industrial use. The
site is an intersection of two prime arterial roadways in an urbanized area. The project site does not contain any
protected scenic vistas or viewpoints. One the roadways (El Camino Real) is a designated scenic corridor, which
requires special landscaping, signage, and other treatments. However, the project site itself is to be developed with
an industrial building. The site contains no protected vistas, viewpoints, or scenic resources. The proposed project
would not damage scenic resources.
c) Less Than Potentially Significant Impact. The development of a typical (i.e., above grade) pump station
on this site could have a potentially significant aesthetic impact. The site (the southeast comer of El Camino Real
and Palomar Airport Road) is a highly traveled and visible corridor in the city. Further, El Camino Real is a Scenic
Corridor. Development along El Camino Real is subject to special requirements and restrictions to ensure adequate
consideration for aesthetics in grading, building placement, architecture, and landscaping along the street. Because
of these requirements and restrictions, the two proposed pump stations have been designed to be entirely
subterranean. They will be hidden within a slope at the intersection. Vehicular access to the pump stations will be
from the interior of the site (from an adjacent future parking lot). Thus, the vehicular access area will also not be
visible from the two prime roadways. A few small accessory components of the facility (electrical boxes and two
light poles) will have to be located such that they either project above the roof of the pump houses or are placed
above-grade in order to function properly. However, these components will be small in size and their maximum
height will be no more than approximately 6 feet. The two light poles will be 10 feet high. (The height of these
components will be minimized as much as possible.) Further, these components will be located on the top of the
slope, which will be approximately 20 feet above the grade of the adjacent roadways. Thus, these components will
be minimally visible to passing drivers. The inclusion of these design considerations into the proposed project result
in the visual impact being less than significant.
d) Less Than Significant Impact. The proposed project will include two light poles (with two lights per
pole) on the interior side of the pump houses above grade. The pole heights will be approximately 10 feet. These
two pole lights are necessary in the event of an incident requiring nighttime repair activities. The lights would not
be on at any other time since routine maintenance and inspection visits are scheduled during daylight hours.
Because of the limited use of these lights, they will not create a new source of substantial light or glare.
II. AGRICULTURAL RESOURCES
a-c) No Impact. The proposed project would not convert any farmland (of any kind) to non-agricultural use
and would not involve any other changes that could result in such conversion. The project site is part of a pre-
graded lot already approved for planned industrial uses as part of an approved Master Plan (the Bressi Ranch Master
Plan-MP 178). The zoning of the project site is P-C (Planned Community), which allows planned industrial uses
and implements the approved Master Plan. The site is not the subject of a Williamson Act contract.
III. AIR QUALITY
a) No Impact. The project site is located in the San Diego Air Basin which is a federal and state non-
attainment area for ozone (03), and a state non-attainment area for particulate matter less than or equal to 10 microns
in diameter (PM 10). The periodic violations of national Ambient Air Quality Standards (AAQS) in the San Diego
Air Basin (SDAB), particularly for ozone in inland foothill areas, requires that a plan be developed outlining the
pollution controls that will be undertaken to improve air quality. In San Diego County, this attainment planning
process is embodied in the Regional Air Quality Strategies (RAQS) developed jointly by the Air Pollution Control
District (APCD) and the San Diego Association of Governments (SANDAG).
A plan to meet the federal standard for ozone was developed in 1994 during the process of updating the 1991 state-
mandated plan. This local plan was combined with plans from all other California non-attainment areas having
serious ozone problems and used to create the California State Implementation Plan (SIP). The SIP was adopted by
the Air Resources Board (ARB) after public hearings on November 9th through lOth in 1994, and was forwarded to
the Environmental Protection Agency (EPA) for approval. After considerable analysis and debate, particularly
regarding airsheds with the worst smog problems, EPA approved the SIP in mid-1996.
The proposed project relates to the SIP and/or RAQS through the land use and growth assumptions that are
incorporated into the air quality planning document. These growth assumptions are based on each city's and the

County's general plan. If a proposed project is consistent with its applicable General Plan, then the project
presumably has been anticipated with the regional air quality planning process. Such consistency would ensure that
the project would not have an adverse regional air quality impact.
Section 15125(B) of the State of California Environment Quality Act (CEQA) Guidelines contains specific
reference to the need to evaluate any inconsistencies between the proposed project and the applicable air quality
management plan. Transportation Control Measures (TCMs) are part of the RAQS. The RAQS and TCM plan set
forth the steps needed to accomplish attainment of state and federal ambient air quality standards. The California
Air Resources Board provides criteria for determining whether a project conforms with the RAQS which include the
following:
• Is a regional air quality plan being implemented in the project area?
• Is the project consistent with the growth assumptions in the regional air quality plan?
The project area is located in the San Diego Air Basin, and as such, is located in an area where a RAQS is being
implemented. The project is consistent with the growth assumptions of the City's General Plan and the RAQS.
Therefore, the project is consistent with the regional air quality plan and will in no way conflict with or obstruct
implementation of the regional plan.
b) Less Than Significant Impact. The closest air quality monitoring station to the project site is in the City
of Oceanside. Data available for this monitoring site through April, 2002 indicate that the most recent air quality
violations recorded were for the state one hour standard for ozone (one day in both 2000 and 2001) and one day in
2001 for the federal 8-hour average for ozone and one day for the 24-hour state standard for suspended particulates
in 1996. No violations of any other air quality standards have been recorded recently. The project would involve
minimal short-term emissions associated with grading and construction. Such emissions would be minimized
through standard construction measures such as the use of properly tuned equipment and watering the site for dust
control. Long-term emissions associated with travel to and from the project will be minimal. Although air pollutant
emissions would be associated with the project, they would neither result in the violation of any air quality standard
(comprising only an incremental contribution to overall air basin quality readings), nor contribute substantially to an
existing or projected air quality violation. Any impact is assessed as less than significant.
c) Less Than Significant Impact. The Air Basin is currently in a non-attainment zone for ozone and
suspended fine particulates. The proposed project would represent a contribution to a cumulatively considerable
potential net increase in emissions throughout the air basin. As described above, however, emissions associated
with the proposed project would be minimal. Given the limited emissions potentially associated with the proposed
project, air quality would be essentially the same whether or not the proposed project is implemented. According to
the CEQA Guidelines Section 15130 (a)(4), the proposed project's contribution to the cumulative impact is
considered de minimus. Any impact is assessed as less than significant.
d) No Impact. As noted above, the proposed project would not result in substantial pollutant emissions or
concentrations. In addition, there are no sensitive receptors (e.g., schools or hospitals) located in the vicinity of the
project. No impact is assessed.
e) No Impact. The construction of the proposed project could generate fumes from the operation of
construction equipment, which may be considered objectionable by some people. Such exposure would be short-
term or transient. In addition, the number of people exposed to such transient impacts is not considered substantial.
IV. BIOLOGICAL RESOURCES
a-g) No Impact. The project site is at the intersection of two prime arterial roadways in an urbanized area. The
project site is a 0.27-acre easement within a larger pre-graded planned industrial lot. The project site (and the larger
lot) contain: no habitat; no candidate, sensitive, or special status species; no riparian, aquatic or wetland habitat or
any other sensitive natural community; no federally protected wetlands; no resident native fish or wildlife species;
not wildlife nursery sites; no other biological resources; no trees; and no tributary areas. The site does not serve as a
wildlife corridor. Development of the proposed project would not conflict with the provisions of any adopted HCP,
NCCP, or other approved habitat conservation plan. The proposed use is consistent with the approved Master Plan
of development for the site (the Bressi Ranch Master Plan-MP 178) which allows planned industrial uses and the
proposed water pump stations. The project is also consistent with the City's Habitat Management Plan (HMP) in
that the project site is outside of any proposed core or linkage preservation areas and is not a special resource area.

CULTURAL RESOURCES
a-d) No Impact. The proposed project site is a 0.27-acre easement located at the outer perimeter of the 485-
acre Bressi Ranch Master Plan. A Cultural Resource report was prepared for the Bressi Ranch Master Plan and was
utilized in the preparation of the Bressi Ranch Master Plan EIR (EIR 98-04). The Bressi Ranch Mitigation
Monitoring and Reporting Program included a requirement that an archaeological resource monitor be on site during
grading of the Bressi Ranch development area. That rough grading has been completed in the area of the proposed
pump station facility, and no cultural or paleontological resources were found. Therefore, the proposed water pump
station facility will have no impact on cultural resources.
VI. GEOLOGY AND SOILS
A Preliminary Geotechnical Investigation was prepared for the proposed project in January 2003 by Krieger &
Stewart, Inc. That study concluded that the proposed development of the project site is feasible. The study further
concluded that the most significant geologic hazard at the property would be related to potential ground shaking
during periodic earthquakes generated along distant active faults. The study included several recommendations that
will be incorporated into final plans and implemented during the construction phase of the project.
ai) No Impact. The project site is not within a fault-rupture hazard zone quadrangle map indexed in the
Division of Mines and Geology Special Publication 42.
aii) Less Than Significant Impact. The project site will likely be subject to ground shaking in response to
either a local moderate or more distant large-magnitude earthquake. Seismic risk at the site is comparable to the risk
for the San Diego area in general. The closest source to the site for ground motion, and the source that would
produce the greatest ground acceleration at the site, are the Julian and Temecula segments of the Elsinore fault zone,
about 24 miles to the northeast, and the Del Mar segment of the Rose Canyon/Newport-Inglewood fault zone, about
5 miles west of the project site. Project design will meet or exceed existing earthquake design standards, including
the Uniform Building Code guidelines currently adopted for seismic safety standards in California.
aiii) Less Than Significant Impact. The Geotechnical Study concluded that liquefaction and seismically-
induced settlements would not be a factor in the development of the proposed project. The project site involves a fill
condition from CT 00-06 and project specific fill with acceptable material.
aiv) No Impact. The soils report indicates a need to over-excavate andre-compact the soil in the vicinity of the
improvements due to the loose nature of the surface soil. The proposed site involves a fill condition. Any adverse
conditions exposed during the grading effort for this project would be remedied prior to construction of the recycled
water pump station.
b) No Impact. The pump station structures are subterranean and the site is paved with asphalt concrete. The
site will require fill materials to match the existing grade. Grading will follow best management practices for the
control of erosion, such as straw bale or sandbag barriers, and outlet protection. Finished grades will be matted or
promptly planted at the end of construction according to the landscape plan prepared by the developer of CT 00-06.
c) Less Than Significant Impact. The project site is a fill location that does not have the soil conditions
associated with a potential for geologic instability. Additionally, standard engineering practices for recompaction,
fill placement, etc., will be utilized during construction.
d) No Impact. Expansive soils will not be utilized for fill of the subject site.
e) No Impact. The proposed use is two subterranean water pump stations. No septic tanks or alternative
disposal systems are proposed. The proposed pump stations will not generate or discharge wastewater on-site.
VII. HAZARDS AND HAZARDOUS MATERIALS
a-d) No Impact. The operation of the proposed pump stations does not involve the routine transport, use, or
disposal of hazardous materials. The proposed pump houses do not include the storage of any hazardous chemicals
(e.g., chlorine) and the equipment does not include any injection points for the introduction of chemicals. The site is
not included on a list of hazardous materials site compiled pursuant to Government Code Section 65962.5.
e) Less Than Significant Impact. The proposed project site is within the Runway Protection Zone for
McClellan-Palomar Airport. According to the McClellan-Palomar Airport Comprehensive Land Use Plan, the

Runway Protection Zones (RPZ) are mostly protected from private development except for open space/recreation
areas, public rights-of-way, and some storage facilities, all typically low intensity uses characterized by a low
number of employees and/or customers and no hazardous materials. In addition, all structures must comply with a
35-foot height limit that will not penetrate either the approach surfaces at the runway ends of the transitional
surfaces along the length of the runway. The proposed project is consistent with all of these restrictions. The
proposed facility is a very low intensity use in that it would have no on-site employees and no customers. CMWD
employees would visit the facility on a regular basis for routine inspections and maintenance activities. The
proposed facility would not involve any storage of flammable, explosive, or corrosive materials. Finally, the
proposed facility would involve no above-grade structures. The pump station enclosures would be entirely below
grade. The few above-grade components (two light poles and various electrical components) would be well within
the allowed height limit. The light poles would be 10 feet high. The other components would be less than I 0 feet
high.
f) No Impact. The project site is not within the vicinity of a private airstrip.
g) No Impact. Neither construction of the pump stations nor operation of the proposed facilities will
significantly affect, block, or interfere with traffic on public streets, including any streets that would be used for
emergency response plan or emergency evacuation plan.
h) No Impact. No activities including the use of highly flammable products or materials will be conducted
on-site. The pump stations will be housed in a subterranean structure not readily susceptible to damage by fire. No
people will reside, or work, on-site with the exception of brief site visits for maintenance and inspections.
VIII. HYDROLOGY AND WATER QUALITY
A preliminary SWPP was prepared for the proposed project and provides the basis for the following responses.
a) Less Than Significant Impact. The project is designed to include a catch basin filter system and erosion
control measures. Therefore, the project will not result in potentially significant impacts to water quality standards.
b, c) No Impact. The project will not withdraw any groundwater or discharge into the existing groundwater.
d, e, f) Less Than Significant Impact. The construction of the pump stations will decrease the adsorption rates
and increase the amount of surface runoff compared to existing conditions. Impervious surfaces at the pump
stations will incrementally increase runoff from the site. However, the additional runoff will be contained in
existing storm drains provided by adjacent development. Storm drainage filters will reduce polluted runoff.
g) No Impact. See previous responses.
h, i) No Impact. The project site is not within the 100-year flood hazard area and does not propose any
housing.
j) No Impact. The project does not propose construction of flood control facilities or risk danger of failure of
such facilities.
k) No Impact. The project site is two miles from the coastline and the project soils condition would not
support liquefaction.
I) No Impact. The project is designed and conditioned to provide erosion control during the construction
phase of the project. Gravel bags, filters, and erosion control will prevent sediment from draining off-site.
m) Less Than Significant Impact. The project is designed and conditioned to filter pollutant discharges prior
to drainage off-site.
n) No Impact. See response VIII.i.
o) No Impact. The downstream water body is not listed on the Clean Water Act Section 303(d).
p) Less Than Significant Impact. The project runoff will not degrade beneficial uses downstream because
the project design includes a basin filter system and erosion control measures which will reduce any potential
impacts to less than significant.

-IX. LAND USE AND PLANNING
a-c) No Impact. The project site does not contain any established community. The site is a pre-graded lot
which will be developed with a planned industrial use. The proposed project is consistent with all applicable land
use plans, policies, and regulations over the project site, including those adopted for the purpose of avoiding or
mitigating an environmental impact. The project site is a 0.27-acre easement in a pre-graded lot which will be
developed with a planned industrial use. The site is within Planning Area 3 of the Bressi Ranch Master Plan. The
proposed use is consistent with the General Plan designation of the site {PI -Planned Industrial) and the zoning of
the site (P-C -Planned Community) and the regulations contained in the approved Master Plan for the site (MP
178). See also Response IV.f. above.
X. MINERAL RESOURCES
a, b) No Impact. The site does not contain any known mineral resources.
XI. NOISE
A Noise Study for the proposed project was prepared by DHK Engineers, Inc. in May 2004. That study concluded
that, based upon the City's 60-dBA noise criteria, the proposed pump station facility would have no potentially
significant noise impacts to adjacent receptors.
a) Less Than Significant Impact. The proposed pump station facility will be located within an industrial site
of the Bressi Ranch Master Plan. The City's General Plan Noise Element and Noise Guidelines establish that 60
dB(A) Community Noise Equivalent Level (CNEL) is the maximum exterior noise level to which residential units
should be subjected (with exceptions up 65 dB(A)). There will be no residential units in the general area of the
proposed project. Surrounding uses include a resort/golf practice facility and planned industrial buildings. The
Noise Guidelines establish a maximum allowed exterior noise exposure level for office buildings (including planned
industrial buildings) at a range from 60 dB(A) CNEL (acceptable) through 80 dB(A) CNEL (normally
unacceptable). The proposed project would be constructed so that the sound level from the project at the anticipated
locations of the industrial buildings will be less than 60 dB(A) CNEL
Typically, the features of a pump station that could produce potentially significant noise levels that would affect
nearby receptors would be the operation of the pumps and the motors that drive them. This pump station facility is
designed so that the pumps and motors will be contained in subterranean enclosures, thus drastically reducing the
potential for noise from those sources. The only remaining potential source of noise would be the supply fans on the
roof of each enclosure. The Noise Study concluded that the project's noise impacts to the future adjacent non-
residential structures would be well within the City's allowed noise levels.
The proposed project will result in some increased noise during construction. However, the Municipal Code
(Chapter 8.48) prohibits construction activity that would create disturbing, excessive, or offensive noise after sunset
of any day, and before 7 a.m. Monday through Friday, and before 8 a.m. on Saturday, and all day Sunday and
specified holidays. Construction of the pump stations will be limited to the hours allowed by the Municipal Code.
b) No Impact. The project will not produce groundboume vibration or noise outside the project site
boundaries.
c) Less Than Significant Impact. See also Response Xl.a. The pump station projects will result in an
incremental permanent increase in noise in the vicinity of the site. Since this increase will not exceed levels stated
in the Carlsbad General Plan, the increase is not considered substantial or significant.
d) Less Than Significant Impact. During construction, a temporary increase in the ambient noise levels in
the project vicinity is anticipated. Construction will be scheduled to conform to the limitations specified in the
Municipal Code; thus, the increase is not considered substantial or significant.
e) Less Than Significant Impact. The project is located within the area of Comprehensive Land Use Plan
for McClellan-Palomar Airport. However, the project will not expose people residing or working in the area to a
significant increase in noise levels. Operations and maintenance personnel will be exposed to aircraft noise levels
ranging from 60 dB(A) to 65 dB(A) CNEL as indicated by noise contours mapped in the Comprehensive Land Use
Plan.
f) No Impact. The project is not within the vicinity of a private airstrip.

'-" XII. POPULATION AND HOUSING
a-c) No Impact. The proposed pump stations are needed to serve the existing and anticipated build-out
population of the City. Therefore, it would not be growth inducing. The proposed project would not displace any
housing or people since the site contains no housing and would not in the future contain any housing.
XIII. PUBLIC SERVICES
ai-av) No Impact. The proposed project would not result in adverse impacts associated with new or altered
government facilities and would not result in the need for new or altered facilities to meet acceptable service
standards. The proposed water pump stations are being constructed in order to meet current and anticipated future
build-out requirements for potable and recycled water. The project would result in no measurable increased demand
on fire and police services and no new demand on school, park, or other public facilities.
XIV. RECREATION
a-b) No Impact. The proposed water pump stations project would not affect the use of existing recreational
opportunities and would not trigger the need for additional recreational opportunities.
XV. TRANSPORTATION/TRAFFIC
a) Less Than Significant Impact. The project will generate I Average Daily Trips (ADT) and 0 peak hour
trips. This traffic will utilize the following roadways El Camino Real and Palomar Airport Road. Existing traffic on
these arterials are 33,148 ADT (El Camino Real) and 53,603 ADT (Palomar Airport Road) (2003) and the 2003
peak hour level of service at the arterial intersection(s) impacted by the project are "A" (both). The design capacities
of the arterial roads affected by the proposed project are 40,000 or more vehicles per day. The project traffic would
represent an immeasurably small (i.e., less than 1) % of the existing traffic volume and the design capacity
respectively. While the increase in traffic from the proposed project may be slightly noticeable, the street system
has been designed and sized to accommodate traffic from the project and cumulative development in the City of
Carlsbad. The proposed project would not, therefore, cause an increase in traffic that is substantial in relation to the
existing traffic load and capacity of the street system. The impacts from the proposed project are, therefore, less
than significant.
b) Less Than Significant Impact. SANDAG acting as the County Congestion Management Agency has
designated three roads (Rancho Santa Fe Rd., El Camino Real and Palomar Airport Rd.) and two highway segments
in Carlsbad as part of the regional circulation system. The Existing and Buildout average daily traffic (ADT) and
Existing LOS on these designated roads and highways in Carlsbad is:

The Congestion Management Program's (CMP) acceptable Level of Service (LOS) standard is "E", or LOS "F" if
that was the LOS in the 1990 base year (e.g., SR 78 in Carlsbad was LOS "F" in 1990). Accordingly, all designated
roads and highways are currently operating at or better than the acceptable standard LOS.
Note that the buildout ADT projections are based on the full implementation of the region's general and community
plans. The proposed project is consistent with the general plan and, therefore, its traffic was used in modeling the
build-out projections. Achievement of the CMP acceptable Level of Service (LOS) "E" standard assumes
implementation of the adopted CMP strategies. Based on the design capacity(ies) of the designated roads and
highways and implementation of the CMP strategies, they will function at acceptable level(s) of service in the short-
term and at buildout.
c) No Impact. The proposed project does not include any aviation components. The project is consistent
with the Comprehensive Land Use Plan for the McClellan-Palomar Airport. It would not, therefore, result in a
change of air traffic patterns or result in substantial safety risks. No impact assessed.

d) No Impact. All project circulation improvements will be designed and constructed to City standards; and,
therefore, would not result in design hazards. The proposed project is consistent with the City's general plan and
zoning. Therefore, it would not increase hazards due to an incompatible use. No impact assessed.
e) No Impact. The proposed project has been designed to satisfy the emergency requirements of the Fire and
Police Departments. No impact assessed.
t) No Impact. The proposed project is not requesting a parking variance. Additionally, the project requires
no parking spaces. No impact assessed.
g) No Impact. The proposed project would not conflict with any adopted policies, plans, or programs
supporting alternative transportation. The proposed pump station use will not generate any measurable traffic since
it will only be accessed by CMWD staff for routine inspection purposes and occasional maintenance and repair
activities.
XVI. UTILITIES AND SERVICES SYSTEMS
a) No Impact. The proposed water pump stations will not generate wastewater.
b) No Impact. The proposed recycled water pump station is a component of a system-wide expansion of
which approval for the recycled water treatment plant was approved under separate action.
c) No Impact. No new storm drains or channels are required for the proposed project.
d) No Impact. The project will not impact local or regional water supplies. However, additional treated
potable water would be made available since the recycled water pump station project will produce recycled water for
irrigation and industrial purposes.
e) No Impact. The proposed projects and the existing site facilities will not require wastewater treatment
services.
t) No Impact. The projects will not ordinarily generate any appreciable volume of solid waste, and solid
waste collection from the site will not be required. Any solid waste generated during maintenance will be taken off
the site for appropriate disposal.
g) No Impact. Any solid waste generated on the site during construction or operation would be removed and
disposed of in an appropriate facility in accordance with applicable local, state, and federal regulations.
XVII. MANDATORY FINDINGS OF SIGNIFICANCE-Does the project:
a-c) No Impact. See previous responses. As explained in the responses to the above series of questions, the
proposed project will not result in potentially significant impacts. The proposed project is a necessary part of the
City's potable and recycled water system and is necessary to serve already existing and anticipated development in
the City. It will not have impacts that are cumulative in nature and will not result in environmental effects with
adverse effects on human beings.

9. Project Description/Environmental Setting and Surround Land Uses:
The Carlsbad Municipal Water District (CMWD) proposes to construct the
Bressi Recycled Water Pump Station (Bressi RWPS) and the Bressi
Potable Water Pump Station (Bressi PWPS) within an easement granted
with Bressi Ranch Carlsbad Tract CT 00-06. This easement site is
located within Planning Area No. 3. The 0.27-acre pump station site will
contain two independent subterranean pumping stations. The CMWD
requests approval from the City of Carlsbad (City) of a Conditional Use
Permit (CUP) and a Special Use Permit for the El Camino Real Corridor
for the construction and operation of the recycled water and potable water
pump stations.
The proposed Bressi RWPS will be capable of supplying recycled water to
the upper pressure zone. The pumping capacity is 2,160 gpm. The
primary components of the proposed pump station includes: a 22-foot by
46-foot subterranean building, suction and discharge piping, a flow meter,
bypass piping, an electrical switchgear, and three vertical turbine pumping
units (two duty, one stand-by). The Bressi RWPS will have a 2,800-gallon
cylindrical hydrologic surge tank. The surge tank will be contained in the
subterranean structure and will have a 6-foot diameter and be 15-feet
long.
The proposed Bressi PWPS will be capable of supplying potable water
from Maerkle Reservoir {490 pressure zone) to the 700 pressure zone
during emergencies and during routine maintenance of the San Diego
Water Authority's imported water aqueducts. The pumping capacity is
1 ,600 gpm. The primary components of the proposed pump station
includes: a 22-foot by 37 -foot subterranean building, suction and
discharge piping, a flow meter, bypass piping, an electrical switchgear,
and three vertical turbine pumping units {two duty, one stand-by). The
Bressi PWPS will have a 2,1 00-gallon cylindrical hydrologic surge tank.
The surge tank will be contained in the subterranean structure and will
have a 6-foot diameter and be 11-feet long.
Both pump station structures will house the pumping units and ancillary
electrical and mechanical equipment. The electrical equipment will
include distribution switchgear, motor control center, variable frequency
drives, and a main control panel. The electric transformer, the service
meter, and circuit breaker will be located above-ground adjacent to each
pump station. The subterranean buildings will be cooled using roof-
mounted exhaust fans equipped with roof-mounted gravity ventilators.
Roof-mounted equipment hatches will be provided over each pumping unit
for pump removal through the roof. A three foot wrought-iron fence and
gated is proposed to delineate the pump station site. The developer of
Bressi Ranch development will complete adjacent landscaping.
II. ENVIRONMENTAL ANALYSIS
B. Environmental Impact Discussion
1. AESTHETICS
a. No Impact. No scenic vista will be impacted by the project.
b. No Impact. The site is not within the viewshed of a state scenic
highway or any state highway that is designated by Caltrans as eligible for
listing (http://www.dot.ca.gov:80/hq/LandArch/scenic/cahisys.htm).
c. No Impact. The majority of the structural components are
subterranean.
d. Less Than Significant Impact. The proposed pump station
facilities are subterranean with no exterior lighting proposed.
II. AGRICULTURAL RESOURCES
a. No Impact. The easement site is contained within Planning Area No.
3 of the Bressi Ranch Carlsbad Tract No. 00-06.
b. No Impact. The site is not zoned for agricultural use.
c. No Impact. The site is included within CT 00-06 and does not contain
protected farmland.
Ill. AIR QUALITY
a. No Impact. The Air Pollution Control District (APCD) regulates
emissions controls for construction equipment and procedures such as
dust control during construction. The project will comply with all APCD
Rules and Regulations. Any air emissions produced during construction
would be temporary. Operation of the pump station would not be a source
of air pollutant emissions since electric motors ordinarily would be used to
power the pumps and would produce no air emissions.
The proposed project is in the San Diego Air Basin (SDAB) within the
jurisdiction of the San Diego APCD. The SDAB is a federal and state non-
attainment area for ozone (03), and a state non-attainment area for
respirable particulate matter less than or equal to 1 0 microns in diameter
(PM10). The applicable attainment plan for these criteria pollutants is the
Regional Air Quality Strategy, which is prepared and administered by the
San Diego APCD.
Short-term air quality impacts during construction would occur from heavy
equipment exhaust emissions, construction-related trips by workers,
delivery trucks, and material hauling trucks, and from associated fugitive
dust generation. Heavy construction equipment is usually diesel-powered.
In general, emissions from diesel-powered equipment contain more
nitrogen oxide compounds (NOx), sulfur oxide compounds (SOx), and
PM10, and less carbon monoxide (CO) and reactive organic compounds
(ROCs), than emissions from gasoline-powered engines. NOx compounds
and ROCs are precursors to ozone formation.
Construction equipment anticipated for this project could typically include
a tractor, compactor, scrapers, backhoe, cranes, grader, dump and
concrete trucks, and miscellaneous tractor-trailer delivery trucks. The
equipment that may be found at any one time at the construction site will
vary. Short-term sources of construction-related air emissions include: (a)
fugitive dust from grading activities, (b) construction exhaust, and (c)
construction related by worker commute, delivery trucks, and material
hauling trucks.
The APCD does not have specific significance thresholds for air pollutants
generated during construction. However, the APCD does specify Air
Quality Impact Analysis (AQIA) Trigger Levels for review of new stationary
sources. Although these trigger levels are specified for stationary sources,
they are used here to assess the potential impacts due to air emissions
during project construction. The AQIA Trigger Levels are:
NOx 250 pounds per day
SOx 250 pounds per day
CO 550 pounds per day
PM10 100 pounds per day
No AQIA Trigger Levels specified for ROCs have been adopted. If
anticipated project emissions exceed any of these Trigger Levels, a more
detailed Air Quality Impact Analysis may be required by the APCD. For
this evaluation, project construction air emissions were estimated using
the California Air Resources Board Urbemis7G version 3.2 air emission
estimation program.
The Urbemis7G program does not include em1ss1on factors for SOx
compounds. The equipment emission factors used in Urbemis7G are the
same as those found in the South Coast Air Quality Management District
CEQA Air Quality Handbook, and the Handbook does include emission
factors for SOx compounds. A comparison of the CEQA Air Quality
Handbook NOx and SOx compound emission factors reveals that the SOx
emission factors are consistently less than the corresponding NOx
emission factors for the same types of equipment. Therefore, it can be

concluded that the total SOx emissions from a project will be less than the
total NOx emissions from that project.
The San Diego APCD Trigger Levels for NOx and SOx compounds are
the same (250 pounds per day). Consequently, for this assessment it can
be concluded that if the total NOx emissions projected by Urbemis7G are
less than the AQIA Trigger Levels, then the total SOx emissions will also
be below the Trigger Levels.
As indicated, the amount and types of equipment on-site at any one time
will vary. This assessment conservatively assumes that all of the projected
equipment could be working on-site simultaneously. Under this
assumption, the maximum projected daily air emissions during
construction would be:
NOx 158 pounds per day
SOx <158 pounds per day
CO 92 pounds per day
PM1o 26 pounds per day
Thus, the maximum projected daily air emissions due to construction of
the proposed project would be below all AQIA Trigger Levels.
Dust control during grading operations is regulated by the APCD and must
conform to APCD Rules and Regulations. All project construction is
required to incorporate best management practices that include the
following measures to reduce fugitive dust impacts:
1. All unpaved construction areas shall be sprinkled with water or
other acceptable San Diego APCD dust-control agents during dust-
generating activities to reduce dust emissions. Additional watering
or acceptable APCD dust-control agents shall be applied during dry
weather or windy days until dust emissions are not visible.
2. All trucks hauling dirt and debris shall be covered to reduce
windblown dust and spills.
3. On dry days, dirt or debris spilled onto paved surfaces shall be
swept up immediately to reduce re-suspension of particulate matter
caused by vehicle movement. Approach routes to construction site
shall be cleaned daily of construction-related dirt in dry weather.
4. On-site stockpiles of excavated material shall be covered or
watered.
Given the small amount of grading and construction overall, air emissions
associated with this project are not anticipated to result in any significant
impacts.

a.ii. Less Than Significant Impact. The project site will likely be
subject to ground shaking in response to either a local moderate or more
distant large-magnitude earthquake. Seismic risk at the site is
comparable to the risk for the San Diego area in general. The closest
source to the site for ground motion , and the source that would produce
the greatest ground acceleration at the site, are the Julian and Temecula
segments of the Elsinore fault zone, about 24 miles to the northeast, and
the Del Mar segment of the Rose Canyon/Newport-Inglewood fault zone,
about 5 miles west of the project site. Project design will meet or exceed
existing earthquake design standards, including the Uniform Building
Code guidelines currently adopted by for seismic safety standards in
California.
a.iii. Less Than Significant Impact. Liquefaction, or related ground
rupture, failures are not anticipated. The project site involves a fill
condition from CT 00-06 and project specific fill with acceptable material.
a.iv. No Impact. The soils report indicates a need to over-excavate and
re-compact the soil in the vicinity of the improvements due to the loose
nature of the surface soil. The proposed site involves a fill condition. Any
adverse conditions exposed during the grading effort for this project would
be remedied prior to construction of the recycled water pump station.
b. No Impact. The pump station structures are subterranean and the
site is paved with asphalt concrete. The site will require fill materials to
match the existing grade. Grading will follow best management practices
for the control of erosion, such as straw bale or sandbag barriers, and
outlet protection. Finished grades will be matted or promptly planted at
the end of construction according to the landscape plan prepared by the
developer of CT 00-06.
c. Less Than Significant Impact. The project site is a fill location
that does not have the soil conditions associated with a potential for
geologic instability. Additionally, standard engineering practices for
recompaction, fill placement, ect. will be utilized during construction.
d. No Impact. Expansive soils will not be utilized for fill of the subject
site.
e. No Impact. The proposed pump stations will not generate or
discharge wastewater on-site. No septic tank, or alternative wastewater
disposal system, exists or is proposed as part of the project.
VII. HAZARDS AND HAZARDOUS MATERIALS
a. No Impact. The operation of the proposed pump stations does
not involve the routine transport, use, or disposal of hazardous materials.

e. Less Than Significant Impact. The project site is located
approximately one-quarter miles south-east of McClellan-Palomar Airport

that airport. The site is within the 60 dB (A) CNEL contour, the Flight
Activity Zone, and the Airport Influence Area designated in the
Comprehensive Land Use Plan. The proposed project does not present a
safety hazard for people residing or working in the project area.
f. No Impact. The project site is not within the vicinity of a private
airstrip.
g. No. Impact. Neither construction of the pump stations nor
operation of the proposed facilities will significantly affect, block, or
interfere with traffic on public streets, including any streets that would be
used for emergency response plan or emergency evacuation plan.
h. No Impact. No activities including the use of highly flammable
products or materials will be conducted on-site. The pump stations will be
housed in a subterranean structure not readily susceptible to damage by
fire. No people will reside, or work, on-site with exception to temporary
site visits for maintenance and operations.
VIII. HYDROLOGY AND WATER QUALITY
a. No Impact. The project will not violate any water quality standards
or waste discharge requirements.
b. No Impact. The project will not withdraw any groundwater or
discharge into the existing groundwater. No existing water quality
conditions will be adversely affected.

stations will decrease the adsorption rates and increase the amount of
surface runoff compared to existing conditions. Considering the small

does not identified the project site as a conservation area in the HMP. No
other habitat conservation plans specific to this site encumber the
property.
X. MINERAL RESOURCES
a. No Impact. Due to the nature of the proposed pump stations, there
will be no loss of availability of a known mineral resource.
b. No Impact. Due to the nature of the proposed pump stations, there
will be no loss of availability of a locally important mineral resource
recovery site delineated on a local general plan, specific plan, or
other land use plan.
XI. NOISE
a. No Impact. The proposed pump station is located within an
industrial site of Planning Area No. 3 of CT 00-06. The Noise
Element of the Carlsbad General Plan states that the City's policy is
that 60 dB(A) Community Noise Equivalent Level (CNEL) is the
maximum exterior noise level to which residential units should be
subjected, except that 65 db(A) is the maximum for residential units
subject to noise from McClellan-Palomar Airport. The Municipal
Code (Chapter 8.48) prohibits construction activity that would
create disturbing, excessive, or offensive noise after sunset of any
day, and before 7 A.M. Monday through Friday, and before 8 A.M.
on Saturday, and all day Sunday and specified holidays. The Noise
Ordinance does not set a defined noise level standard for
construction activities, but simply limits the hours of construction.
Construction of the pump stations will be limited to the hours allowed in
the Municipal Code. The features of the pump stations that could produce
significant noise levels that would affect nearby receptors include the
operation of the pumps and motors that drive them. The pump stations
are designed so that the pumps will be enclosed in a subterranean. The
facilities will be designed and constructed so that the sound level at the
presumed locations of the industrial buildings will be less than the City of
Carlsbad General Plan standard of 60 dB (A) CNEL for residential areas.
b. No Impact. The project will not produce groundbourne vibration or
noise outside the project site boundaries.
c. Less Than Significant Impact. See response to Xl.a. The pump
station projects will result in an incremental permanent increase in noise in
the vicinity of the site. Since this increase will not exceed levels stated in
the Carlsbad General Plan, the increase is not considered substantial or
significant.
d. Less Than Significant Impact. During construction, a temporary
increase in the ambient noise levels in the project vicinity is anticipated.
Construction will be scheduled to conform to the limitations specified in the
Municipal Code; thus, the increase is not considered substantial or
significant.
e. No Impact. The project is located within the area of
Comprehensive Land Use Plan for McClellan-Palomar Airport. However,
the project will not expose people residing or working in the area to a
significant increase in noise levels, and operations and maintenance
personnel will be exposed to aircraft noise levels in ranging from 60 dB (A)
to 65 dB (A) CNEL as indicated by noise contours mapped in the
Comprehensive Land Use Plan.
f. No Impact. The project is not within the vicinity of a private airstrip.
XII. POPULATION AND HOUSING
a. Less Than Significant Impact. In addition to the general resource
conservation, a primary goal of the proposed recycled water phase II
project is to reduce the city's reliance on imported water sources provided
by the Metropolitan Water District (MWD). The proposed recycled water
pump station is a component in the systemwide expansion project.
Carlsbad's anticipated reduced need for imported water could, in theory,
mean that additional water resources are made available to other MWD
customers, which could have growth inducing impact either directly or
indirectly. The amount of water that could be made available is 4 MGD
that is based on the capacity of the previously approved water recycling
facility. Given that relatively small amount of water within the diverse
context of the MWD market (i.e. customers such as agriculture, industry,
residential and a service area covering all of Southern California), the
potential for growth induction is less than significant. At the local level,

additional water resources are not expected to induce growth. Growth in
the City of Carlsbad is regulated and numerically capped by the City's
Growth Management Program.
b. No Impact. The proposed water pump stations will be sited on a
designated easement site within Planning Area No. 3 of CT 00-06
and will not displace any housing.
c. No Impact. The proposed project will be sited on a designated
easement site within Planning Area No. 3 of CT 00-06 and will not
displace any substantial numbers of people.
XIII. PUBLIC SERVICES
a.i. No Impact. No additional impacts to the City of Carlsbad fire
protection services will result due to these projects.
a.ii. No Impact. No additional impacts to the City of Carlsbad police
protection services will result due to these projects.

water pump stations with exception that recycled water will be

XV. TRANSPORTATION
a. No Impact. The amount of projected daily traffic anticipated as a
result of the project, short and long term, is minimal. Therefore traffic
impacts are expected to be less than significant. To minimize short-term
impacts relating to construction traffic, the project is subject to the City's
haul permitting procedure. In the long term, a minor amount of additional
traffic is anticipated due to the project. The pump stations will likely
require a daily site visit for operation and maintenance of the each facility.
b. No Impact. See previous response. Levels of service are
predicted on normal weekday traffic and do not include temporary effects
such as construction traffic. Normal traffic to the pump station site will not
affect levels of service on roads and intersections.
c. No Impact. The projects will not generate or require air traffic and
would not physically interfere with air traffic patterns.
d. No Impact. The projects will not change the geometry of public
roads. The very low level of traffic using the pump station sites will have
virtually no effect on normal traffic on Palomar Airport Road, El Camino
Real, or the interior streets of Planning Area No. 3.
e. No Impact. Emergency access separate from the ordinary access
is not required. The projects will not affect any public, or private, access
to other property.
f. No Impact. Sufficient space to park operations and maintenance
vehicles will be provided on-site. There is not effect on public parking.
g. No Impact. Because of the restricted access to the site and its
limited and specialized uses, there would be no effect on or demand for
alternative transportation programs, facilities, or equipment. The projects
will not conflict with adopted policies, plans, or programs supporting
alternative transportation.
XVI. UTILITIES AND SERVICES SYSTEMS
a. No Impact. The proposed water pump stations will not have an
effect on wastewater treatment by exceeding wastewater treatment
requirements of the Regional Quality Control Board.
b. No Impact. The proposed recycled water pump station is a
component of a systemwide expansion of which approval for the
recycled water treatment plant was approved under separate
action.
c. No Impact. No new storm drains or channels are required for the
existing facilities or the proposed project.
d. No Impact. The project will not impact local or regional water
supplies. However, additional treated potable water would be made
available since the recycled water pump station project will produce
recycled water for irrigation and industrial purposes.
e. No Impact. The proposed projects and the existing site facilities
will not require wastewater treatment services.
f. No Impact. The projects will not ordinarily generate any
appreciable volume of solid waste , and solid waste collection from the site
will not be required. Any solid waste generated during maintenance will
be taken off the site for appropriate disposal.
g. No Impact. Any solid waste generated on the site during
construction or operation would be removed and disposed of in an
appropriate facility in accordance with applicable local, state, and federal
regulations.
XVII. MANDATORY FINDINGS OF SIGNIFICANCE
a. No Impact. The proposed projects are located on a designated
easement site within Planning Area No. 3 of CT 00-06 and do not have the
potential to degrade the quality of the environment. No habitats for fish or
wildlife species are known to exist at the developed site.
b. No Impact. The proposed projects are located on a designated
easement site within Planning Area No. 3 of CT 00-06 and do not produce
cumulatively considerable impacts.
c. No Impact. The proposed projects are located on a designed
easement site within CT 00-06 and does not have environmental effects
that cause directly, nor indirectly, substantial adverse effects on human
beings.

FIRE -shall condition that the access road to the site be designed to accommodate

SUBJECT: COMPLETENESS REVIEW AND INITIAL ISSUES STATEMENT
BRESSI RECYCLED AND POTIBLE WATER PUMP HOUSE: CUP 04-16
The Engineering Department has completed its review of the above project for application
completeness. The application and plans submitted for this project are considered incomplete
and unsuitable for further review due to the following missing or incomplete items:
1 . The elevations shown represent a grade different than the approved rough grading plan
per CT 00-06 (Bressi Ranch). Please provide existing and proposed contours to
demonstrate the proposed changes.
2. The driveway gradient and elevations of the proposed pad are not provided. Please
clarify.
3. Provide a preliminary drainage study that identifies the development discharge flows and
preliminary recommendations on the anticipated storm drain infrastructure required as
part of the proposed project. The "catch basin" shown on sheet 2 of the site plan should
include the outfall or extension of pipe. Pipe size should also be shown.
4. The legal description of the proposed project should be provided on the cover sheet
along with the current assessors parcel number.
In addition the following are issues of concern that should be addressed prior to staff support
of the application:
1. Provide a preliminary storm water pollution prevention plan (SWPPP) that identifies
"pollutants of concern" that could be generated by this type of project. The preliminary
SWPPP shall address what structural and non-structural best management practices
BMP's are (or will be} implemented to capture and treat storm runoff to ensure
compliance with new NPDES regulations. The Site plan shall show the tentative location
of proposed BMP's necessary to capture and treat storm runoff. The preparation of a
final SWPPP will be required before grading permits are issued for this project. The
Ribbon Gutter along the east side of the project should be designed as a Grass-
Lined bio filter to reduce pollutants from this site. Staff supports this type of a filter
system in lieu of expensive maintenance related improvements.
5. The driveway and improvements to the corner pressure reducing station, retaining wall
and corner facility should be clarified. Will the retaining wall be removed? Will the
existing driveway on El Camino Real (show it) remain or be removed?
6. The 20' wide access easement will be a "Public Utility and Access Easement" please
clarify if this (has been or,) will be obtained.
7. Will there be underground power and utility service to this project. Please clarify.
This review does not constitute a complete review of the proposed project and additional items
of concern, as well as comments on technical and design issues, will be identified upon
submission of the above items.

This letter is to notify the City of Carlsbad ("City") of the October 4, 2004, consistency
determination that was made by the San Diego County Regional Airport Authority ("Authority" or
"SDCRAA"), acting in its capacity as the San Diego County Airport Land Use Commission
("ALUC"), for the referenced project. The ALUC has determined that the proposed project is
conditionally consistent with the McClellan-Palomar Airport ("Airport") Comprehensive Land
Use Plan ("CLUP"). A copy of Resolution 2004-0108, approved by the ALUC on October 4,
2004, and memorializing the consistency determination, is enclosed for your information.
The ALUC's determination that the water pump stations within the Bressi Ranch Master Plan Area
project is conditionally consistent with the Airport CLUP was made consistent with the· ALUC
Policies and the State Aeronautics Act provisions (Cal. Pub. Util. Code §21670-21679.5), and was
based on numerous facts and findings, including those summarized below:
(1) The proposed project involves a Conditional Use Permit and Scenic Corridor Special Use
Permit to construct two subterranean water pump stations within the Bressi Ranch Master
Plan Area. The proposed project is located within the 60-65 dB CNEL noise contour.
(2) The McClellan-Palomar Airport CLUP Noise/Land Use Compatibility Matrix (Category
1 0) allows low intensity land uses with minimal human activity within the 60-65 dB CNEL
noise contours including: agriculture, extractive industry, fishing, utilities, public right-of-
way (R-0-W) and golf courses. Since the project seeks to build two subterranean water
pump stations and associated electrical components (utilities), the proposed project is
compatible with the McClellan-Palomar Airport CLUP.
(3) The proposed project is located outside the Runway Protection Zone (RPZ) for McClellan-
Palomar Airport. Therefore, the proposed project is consistent with the McClellan-Palomar
Airport CLUP.

(4) The proposed project is located within the Flight Activity Zone (FAZ) for the Airport. The
McClellan-Palomar Airport CLUP requires development within these areas to be held free
of intensive development (more than ten dwelling units per acre) and all uses which
involve the assembly oflarge groups of people (more than 100).
( 5) The proposed project calls for the construction of two subterranean water pump stations
and associated above ground electrical components (no taller 10 feet above the grade).
Therefore, the proposed project is consistent with suggested F AZ land uses and
development guidelines found in the McClellan-Palomar Airport CLUP.
( 6) The City must include as a condition of project approval that all assembly areas within the
FAZ of the proposed project be limited (as defined by California Building Code Group A
occupancy) to no more than one hundred (100) people per area in order to be consistent
with F AZ guidelines in the McClellan-Palomar Airport CLUP.
(7) If the proposed project contains the above-required condition, the proposed project would
be consistent with the McClellan-Palomar Airport CLUP.
(8) This Board action is not a "project" as defined by the California Environmental Quality Act
(CEQA) Pub. Res. Code Section 21065; and is not a "developmenf' as defined by the

WHEREAS, the Airport Authority, acting in its capacity as the Airport Land Use
Commission for San Diego County, was requested by the City of Carlsbad to determine
the consistency of a proposed project (Conditional Use Permit and Scenic Corridor
Special Use Permit to construct two subterranean water pump stations within the Bressi
Ranch Master Plan Area in the City of Carlsbad) located within the Airport Influence
Area (AlA) for the McClellan-Palomar Airport Comprehensive Land Use Plan (CLUP),
adopted in April 1994; and
WHEREAS, the site plans indicate that the proposed project site is located within
the 60-65 dB Community Noise Equivalent Level (CNEL) noise contour for McClellan-
Palomar Airport; and
WHEREAS, the proposed project is located outside of the Runway Protection
Zones (RPZ) for the Airport; and
WHEREAS, the proposed project is located within the Flight Activity Zone (FAZ)
designated and described in the McClellan-Palomar Airport CLUP; and
WHEREAS, development within the FAZ should be held free of intensive
development (more than 10 dwelling units per acre) and all uses which involve the
assembly of large groups of people (more than 100); and
WHEREAS, the height of all structures must be reviewed by the City of Carlsbad
to ensure that they conform with the Federal Aviation Regulation (FAR) Part 77
Guidelines, using the site development plan review procedure. Any use found to be an
"obstruction" by the Federal Aviation Administration (FAA) should be determined not to
be in conformance with the CLUP; and
WHEREAS, this Airport Authority has considered the information provided by
staff, including information in the staff report and other relevant material regarding the
project; and

WHEREAS, the Board has provided an opportunity for the City of Carlsbad and
interested members of the public to present information and arguments regarding this
matter.
NOW THEREFORE BE IT RESOLVED, that the Airport Authority, serving as the
ALUC for San Diego County, pursuant to Section 21670.3 of the Public Utilities Code,
determines that the proposed project (Conditional Use Permit and Scenic Corridor
Special Use Permit to construct two subterranean water pump stations within the Bressi
Ranch Master Plan Area, Carlsbad) is conditionally consistent with the adopted
McClellan-Palomar Airport CLUP, which was adopted in 1994, based upon the following
facts and findings:

PROJECT DESCRIPTION
BRESSI PUMP STATIONS
CUP 04-16/SUP 04-08
The Carlsbad Municipal Water District (CMWD) is proposing to construct two water pump stations (one for
recycled water and one for potable water) in a 0.27-acre easement granted for that purpose within the Bressi
Ranch Master Plan (MP 178) and tract map (CT 00-06). The easement is within Planning Area No. 3 of the
Master Plan located on the southeast comer of El Camino Real and Palomar Airport Road. The 0.27-acre
pump station site will contain two independent subterranean pumping stations totaling 2,136 square feet (1,068
sf each). The project requires City approval of a Conditional Use Permit (CUP) and a Scenic Corridor Special
Use Permit (SUP) for the El Camino Real Corridor.
The proposed recycled water pump station (RWPS) will be capable of supplying recycled water to the upper
pressure zone. The pumping capacity is 2,160 gallons per minute (gpm). The primary components of the
proposed pump station includes: a 22-foot by 46-foot subterranean building, suction and discharge piping, a
flow meter, bypass piping, an electrical switchgear, and three vertical turbine pumping units (two duty, one
stand-by). The Bressi RWPS will have a 2,800-gallon cylindrical hydrologic surge tank. The surge tank will
be contained in the subterranean structure and will have a 6-foot diameter and be 15-feet long.
The proposed potable water pump station (PWPS) will be capable of supplying potable water from Maerkle
Reservoir ( 490 pressure zone) to the 700 pressure zone during emergencies and during routine maintenance of
the San Diego Water Authority's imported water aqueducts. The pumping capacity is 1,600 gpm. The
primary components of the proposed pump station includes: a 22-foot by 37-foot subterranean building,
suction and discharge piping, a flow meter, bypass piping, an electrical switchgear, and three vertical turbine
pumping units (two duty, one stand-by). The Bressi PWPS will have a 2, 100-gallon cylindrical hydrologic
surge tank. The surge tank will be contained in the subterranean stmcture and will have a 6-foot diameter and
be 11-feet long.
Both subterranean pump station stmctures will house the pumping units and ancillary electrical and
mechanical equipment. The electrical equipment needed will include distribution switchgear, motor control
center, variable frequency drives, and a main control panel. The subterranean buildings will be cooled using
roof-mounted exhaust fans equipped with roof-mounted gravity ventilators. Roof-mounted equipment hatches
will be provided over each pumping unit for pump removal through the roof. There will also be roof hatches
to access the pump houses. These various roof hatches, vent caps, and other equipment protrusions may
project up to 18 inches above the roofs of the pump houses.
An electric transformer, service meter, and circuit breaker will be located above ground adjacent to each pump
station. The size and height of these components is controlled by SDG&E. Transformers/circuit breakers are
typically 3 ft. x 3 ft. in size and approximately 4 feet high. Service meters are typically 3 ft. x 2 ft in size and
up to 6 feet in height. Therefore, these components would be expected to project.t no more than 6 feet above
ground. Finally, a total of two light poles (with two lights on each pole) will be placed on the interior side of
the pump station facility (one pole adjacent to each pump house). These poles will be approximately 10 feet
high above grade. These lights are necessary in the event of an incident requiring work to be done at night.
However, the lights would not otherwise be on, and routine maintenance work and inspections would be done
during daylight.
In order to maintain the high aesthetic consideration necessary, the pump stations will be accessed from a
future parking area (for the future industrial building) on the interior of the site. A gate is proposed on the
interior side of the project area (adjacent to the future industrial development parking area) to allow for access
by CMWD staff.
No screening of the project is being proposed at this time, but will be provided by the Master Plan developer as
the anticipated industrial project progresses. As described, the proposed facility is almost completely
underground. The only components which would be above-grade would be small and would be at an elevation
approximately 20 feet above the adjacent roadways. Thus, these components would not be strikingly visible to
drivers on El Camino Real or Palomar Airport Road. The developer of the Bressi Ranch industrial project will
be installing and maintaining landscaping and an entry treatment on the site, including the area surrounding the
proposed project as the development progresses. However, the design of the entry treatment and landscaping
has not yet been finalized.
ENVIRONMENTAL SETTING
The site of the proposed project (the 0.27-acre easement) is within a 47-acre pre-graded site to be developed
with planned industrial uses. The industrial lot, in tum, is part of a much larger area (approximately 485
acres) being graded for approved residential, commercial, and industrial development pursuant to the approved
Bressi Ranch Master Plan. The area to the west of the project site contains the existing Olympic Resort. To
the north (across Palomar Airport Road) is undeveloped land belonging to the County of San Diego_.:_ Airport
Division. The area east of the project site will be developed with planned industrial uses. The project site
contains no vegetation or other resources and has already been mass-graded as part of the on-going
development activities occurring on the> site.
PREVIOUS ENVIRONMENTAL DOCUMENTS RELEVANT TO THE PROJECT
EIA 99-09-Carlsbad Water Recycling Facility
In December 1999, City staff completed an initial study for the City's Water Reclamation Program Phase II.
The City Council then adopted a Mitigated Negative Declaration (MND) and Mitigation Monitoring and
Reporting Program (MMRP) for the project (EIA 99-09). The Phase II project included construction of a new
tertiary water recycling plant, installation of recycled water lines, upgrades and other improvements, and
construction of three booster stations. One of the three booster stations analyzed in that document was the
currently proposed project. EIA 99-09 concluded that, for this pump station, the only potentially significant
impact was to aesthetics. (The location is a highly visible intersection in the City.) The adopted MMRP
included a mitigation measure that required this pump station to be a subterranean facility. The currently
proposed project has been designed to be a subterranean facility. Therefore, the project design satisfies the
mitigation requirement to reduce potential aesthetic impacts to less than significant.
EIR 98-04 -Bressi Ranch Master Plan and EIR
The proposed water pump stations facility was anticipated by and included in the Bressi Ranch Master Plan
and related EIR approved in June 2002. In June 2002 the City Council certified an EIR (EIR 98-04) and
approved a Master Plan (MP 178) for development of the Bressi Ranch project. The Master Plan covers
approximately 485 acres and provides for residential, commercial, and platmed industrial uses as well as
preservation of open space. The site of the currently proposed water pump stations is within Planning Area 3
of the Master Plan. Planning Area 3 is located on the southeast comer of two prime arterial roadways (El
Camino Real and Palomar Airport Road) in an urbanized area. Future use of the lot will be one or more
planned industrial developments. The Master Plan recognized the planned water pump facility as an
anticipated use to be located in Planning Area 3. The Final Map associated with the industrial development
(CT 00-06) also recognized the planned constmction of the proposed water pump stations and, therefore,
included an easement to accommodate the project.

2. On Sheet C-1 CUP, Summary Table, you have indicated that the site acreage is .62
acres. If this number reflects the size of the easement please add the word
"EASEMENT" after the words "SITE ACREAGE" in the table. Please also add the word
"EASEMENT" after the "PERCENT LANDSCAPING" further down in the table.
3. On Sheet C-1 CUP, Summary Table, please add the current zoning and General Plan
designation of the site. The zoning is "P-C" (Planned Community) and the General Plan
designation is "PI" (Planned Industrial).
4. On Sheet C-1CUP, Summary Table, please indicate the existing and proposed land
uses. The existing land use is "undeveloped/future industrial office" and the proposed
land use is the proposed water pump stations (not RLM as shown on the table).
5. Please indicate on Sheet C-1 CUP the total earthwork for the project. The total
earthwork volume would be the larger of either the cut or fill (in this case) divided by the
total area to be graded. That information should be added to the Summary Table before
or after the cut and fill information.

hand corner of each plan sheet for your next submittal.
7. On Sheet C-5CUP the "stone faced retaining wall per HPA" and the "signage per HPA"
need to be relabeled as "potential future ... "items. While those items may be approved
in the future, this application will not approve any developer-proposed walls or signage.
8. Please add a section drawing (to Sheet C-5CUP?) to show the appearance of the
proposed facility(ies) and access area from the nearest future building.
9. While the proposed project is subterranean, the plans still need to
acknowledge/document that the area is required to be and will be landscaped. This
might be in the form of one or more notes on the site plan sheet (C-1CUP). Please
contact Planning staff to discuss the wording of these notes.
Engineering:
1 . The elevations shown represent a grade different than the approved rough grading plan
per CT 00-06 (Bressi Ranch). Please provide existing and proposed contours to
demonstrate the proposed changes.
2. The driveway gradient and elevations of the proposed pad are not provided. Please
clarify.
3. Provide a preliminary drainage study that identifies the development discharge flows and
preliminary recommendations on the anticipated storm drain infrastructure required as
part of the proposed project. The "catch basin" shown on sheet 2 of the site plan should
include the outfall or extension of pipe. Pipe size should also be shown.
4. The legal description of the proposed project should be provided on the cover sheet
along with the current assessors parcel number.
ISSUES OF CONCERN
Planning:
1. Planning has no issues of concern at this time.
Engineering:
1 . Provide a preliminary storm water pollution prevention plan (SWPPP) that identifies
"pollutants of concern" that could be generated by this type of project. The preliminary
SWPPP shall address what structural and non·structural best management practices
BMP's are (or will be) implemented to capture and treat storm runoff to ensure
compliance with new NPDES regulations. The Site plan shall show the tentative location
of proposed BMP's necessary to capture and treat storm runoff. The preparation of a
final SWPPP will be required before grading permits are issued for this project. The
Ribbon Gutter along the east side of the project should be designed as a Grass-
Lined bio filter to reduce pollutants from this site. Staff supports this type of a
filter system in lieu of expensive maintenance related improvements.
2. The driveway and improvements to the corner pressure reducing station, retaining wall
and corner facility should be clarified. Will the retaining wall be removed? Will the
existing driveway on El Camino Real (show it) remain or be removed?
3. The 20' wide access easement will be a "Public Utility and Access Easement". Please
clarify if this (has been or,) will be obtained.
4. Will there be underground power and utility service to this project. Please clarify.

NOISE IMPACT REPORT
1be noise impact analysis from proposed industrial noise sources at the Carlsbad Municipal Water
District Bressi Potable and Recycled Water Pump Station (BPRWPS) on nearby critical receptors is
presented in this report. The proposed pump stations will be able to pump a maximum of 5 million
gallons per day (mgd) of potable water and 4.5 mgd of recycled water to landscape features and other
recycled water end-users. The two pump stations are located on the south east comer of the intersection
of Palomar Allport Road and El Camino Real. Both stations are sub-terrain with minimal visual and/or
noise impact. The surrounding area is commercial and the adjacent roadways are heavily traveled.
1be objectives of this analysis are to:
1. Evaluate the anticipated noise impacts at current and probable commercial receptors from
industrial noise sources associated with the proposed BPRWPS in the design phase; and
2. Determine if mitigative measures such as acoustical sound-proofing are warranted.
1be methodology used in the analysis is as follows:
1. Establish regulatory noise impact goals at critical receptors in the area surrounding BPRWPS,
including the adjacent planned commercial areas.
2. Determine the noise impacts associated with mechanical equipment at BPRWPS using acoustical
simulation computer modeling in accordance with industrial stationary source standards.
3. Compare the incremental increase to the noise ordinance decibel requirement of60 dB(A).
1be City of Carlsbad Noise Ordinance limits the noise associated with construction activities to daytime
hours only and restricts holiday activities. Non-residential (commercial) design criterion for the City of
Carlsbad (Noise Guideline Manual, 1995) requires that the 60 dB(A) Community Noise Equivalent Level
(CNEL) not be exceeded. The BPRWPS may operate at any time to provide water to the surrounding
area. Since operation of the BPRWPS is unrestricted in hours of operation, acoustical design criterion
must be established for the late evening-early morning hours, where the not-to-exceed 60 dB (A) level is
required.
Prediction of future noise impacts within a region requires a series of very complex calculations to
determine the areas and extent of potential acoustical problems. To properly assess complex systems of
multiple noise sources, receptors and environmental factors; computer-aided simulation programs have
been developed to assist in the calculation process. Due to the close proximity of commercial receptors,
"potential" late-evening low-background ambient noise and project-specific environmental features (e.g.
elevated terrain); a computer simulation program was selected to assist with this project. The computer
model calculates the noise generated from proposed industrial noise sources at BPRWPS.
Construction within the Bressi Ranch area has, and continues to add, traffic noise to the immediate area.
Traffic noise associated with the Palomar Airport Road and El Camino Real intersection is not
incorporated into the computer model. Although the traffic along El Camino Real and Palomar Airport
Road is anticipated to be high [greater than 65 dB(A)], the BPRWPS as designed may operate on a
continuous basis and is well below the regulatory criterion.

The major noise source considered for this project is assumed to be the supply fans on the roof of each
pump station_ Due to subsurface construction, the potable and recycled water pumps are not considered
substation noise sources. The Design Engineers' preliminary engineering drawings were used to
determine the approximate location of the mechanical equipment.
The results of the noise prediction simulation are summarized in Table ES-1. The BPRWPS mechanical
equipment will have no potentially significant noise impacts to the adjacent receptors. The conclusions
are based on the predicted "noise impacts" to the adjacent commercial structures are below the criterion
of 60 dB(A). Figure ES-1 provides a noise impact map within 200 meters of the BPRWPS based on the
mechanical equipment and acoustical design enhancements.
