Description/Explanation:
The proposed project is a modification to an existing Conditional Use Permit for a single tenant suite,
within a multi-tenant campus property located at 2310 Camino Vida Roble in Carlsbad, CA.
The Existing Conditional Use Permit is: CUP 09-03 NORTH COAST CHURCH.
Planning Commission Resolution NO. 6643: Dated November 41" 2009: approved the Conditional Use
permit allowing North Coast Church (NCC) to operate and hold worship services in a vacant 18,000
square foot facility within an existing 40,978 square foot office/industrial building on property located at
2310 Camino Vida Roble in local facilities management zone 5
NCC would like to expand its premises to approximately 29,000 square feet in order to more
comfortably accommodate attendees. (See plan note 4)
The expansion space is immediately adjacent to the NCC's existing premise and contained within
the previously approved existing 40,978 square foot office/ industrial building.
Per Condition No. 19 of CUP 09-03: Parking is managed by the previously approved reciprocal parking
agreement.
The existing reciprocal parking agreement shall be modified by the owner upon approval of this
request by the Planning Commission.
Condition No. 21 of CUP 09-03 allows assembly capacity of up to 402 attendees. NCC is not requesting a
modification to the assembly capacity but simply more room in which to more comfortably seat and
accommodate these same 402 attendees. (See Exhibit A on pg 2 of this project description document)
Condition No. 22 of CUP 09-03 outlines the hours of operation and service times. The hours of operation
and service times will stay the same. NCC is not requesting a modification to the service times or hours
of operation.
Existing parking stalls are sufficient for existing tenants and NCC's requested expansion. (See plan note 5
Accessible Parking Plan-Parking Stall Requirements)
North Coast Church is a multi-site church with services in Fallbrook, Vista, and Carlsbad. The Carlsbad
location has been in place for approximately 15 months and has been a great success. The approval of
the expansion will provide a more dynamic facility and allow the church to more comfortably
accommodate the attendees in each service.

To address post-development pollutants that may be generated from development projects, the City requires that new
development and significant redevelopment priority projects incorporate Permanent Storm Water Best Management
Practices (BMP's) into the project design per the City's Standard Urban Stormwater Management Plan (SUSMP). To
view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2) at www.carlsbadca.gov/standards.
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application
(subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of
storm water standards that must be applied to a proposed development or redevelopment project. Depending on the
outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject to additional criteria
called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the
storm water standards applied to a project.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts.
City staff has responsibility for making the final assessment after submission of the development application. If staff
determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than
initially assessed by you, this will result in the return of the development application as incomplete. In this case, please
make the changes to the questionnaire and resubmit to the City.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the
questions, please seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission.
Only one completed and signed questionnaire is required when multiple development applications for the same project
are submitted concurrently. In addition to this questionnaire, you must also complete, sign and submit a Project Threat
Assessment Form with construction permits for the project.

access, or for pedestrian or bicycle use, are not considered Pollutant-generating Development Projects if they are built with pervious surfaces or if they sheet flow to
surrounding pervious surfaces.

This early public notice is to let you know that a development application for a
Conditional Use Permit Amendment project within your neighborhood has been
submitted to the City of Carlsbad on April 28, 2011. The conditional use permit
amendment application is to allow for the expansion of the North Coast Church facility.
The project application is undergoing its initial review by the City.

PROJECT DESCRIPTION: The project consists of a tenant improvement expansion.
The current occupancy is 15,304 square feet. The expansion includes an additional 11,

The land development engineering division has completed its review of the project. LDE staff is
recommending that the project be approved, subject to the following conditions:
Engineering Conditions
NOTE: Unless specifically stated in the condition, all of the following conditions, upon the
approval of this proposed development, must be met prior to approval of a building permit.
General
1. This project is approved upon the express condition that building permits will not be
issued for the development of the subject property, unless the district engineer has
determined that adequate water and sewer facilities are available at the time of permit
issuance and will continue to be available until time of occupancy.
2. Developer shall install sight distance corridors at all street intersections and driveways
in accordance with City Engineering Standards. The property owner shall maintain this
condition.
Grading
3. Developer shall comply with the city's Stormwater Regulations, latest version, and shall
implement best management practices at all times. Best management practices include
but are not limited to pollution control practices or devices, erosion control to prevent
silt runoff during construction, general housekeeping practices, pollution prevention
and educational practices, maintenance procedures, and other management practices
or devices to prevent or reduce the discharge of pollutants to stormwater, receiving
water or stormwater conveyance system to the maximum extent practicable. Developer
shall notify prospective owners and tenants ofthe above requirements.

4. Developer shall complete and submit to the city engineer a Project Threat Assessment
Form (PTAF) pursuant to City Engineering Standards. Concurrent with the PTAF,
developer shall also submit the appropriate Tier level Storm Water Compliance form
and appropriate Tier level Storm Water Pollution Prevention Plan (SWPPP) as
determined by the completed PTAF all to the satisfaction of the city engineer. Developer
shall pay all applicable SWPPP plan review and inspection fees per the city's latest fee
schedule.
5. Developer shall incorporate measures with this project to comply with Standard
Stormwater Requirements per the city's Standard Urban Stormwater Management Plan
(SUSMP). These measures include, but are not limited to: 1) reducing the use of new
impervious surfaces (e.g.: paving), 2) designing drainage from impervious surfaces to
discharge over pervious areas (e.g.: turf, landscape areas), 3) and designing trash
enclosures to avoid contact with storm runoff, all to the satisfaction of the city engineer.

The project is subject to all applicable provisions of local ordinances, including but not limited

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Division has
reviewed your Conditional Use Permit Application, application no. CUP 09-03(A), as to its

The application is incomplete, as submitted. Attached are two lists. The first list is information which
must be submitted to complete your application. The second list is project issues of concern to staff.
In order to expedite the processing of your application, the "incomplete" items and your response to
the project issues of concern to Staff must be submitted directly to your staff planner; therefore,
please contact your staff planner directly to schedule a re-submittal appointment. As part of your re-
submittal package, please prepare and include with your re-submittal: (1) a copy of these lists, (2) a
detailed letter summarizing how all identified incomplete items and/or project issues have been

Planning:
1. Please provide an updated summary of existing tenant hours of operations and tenant
parking survey to reflect the church expansion area and the relocation of tenant "8".
This information should include the new building and suite number for tenant "8".
2. Please provide an updated summary of the church's operations, use and activities to
reflect the expansion area. This information is necessary to calculate the church parking
requirements and was omitted from the amendment application.
Engineering:
None.
ISSUES OF CONCERN
Planning:
1. Some of the parking calculation figures shown within the area marked "5" on Sheet 1 are
not legible. Please increase the font size and/or change the font style so that the
information is clear. In addition, the site plan scale for area "3" is too small. The scale
should be no smaller than 1 "=40 so that the information is legible. If necessary, please
use an additional sheet, 24" x 36" in size, to provide the information.
2. The existing/proposed floor plan (Exhibit "A") needs to be provided on a 24" x 36" sheet
size similar to the site plan. Make sure that all rooms are properly identified and labeled
with legible font size/style. When resubmitting, all required plans shall be collated into
complete sets, stapled together, then folded to 9" x 12".
3. Add the City's assigned project number, CUP 09-03(A), to the upper-right hand corner of
sheet 1.
4. Some of the parking stall requirements and calculations shown in area "5" on Sheet 1
appear to be incorrect. As a reminder, parking requirements are based on square
footage of "gross floor area". It appears that the required parking reported in the parking
legend was calculated by deducting circulation area(s) as noted on the plan. The
parking legend references "persons" per square foot. Please change "persons" to
spaces per square feet of gross floor area. NOTE: Please contact the staff planner
regarding the church parking requirements prior to resubmitting.
Engineering:
1. Complete a Stormwater Standards Questionnaire. This questionnaire will guide you and
the City in determining what type of reports and storm water mitigation, if any, must be
completed to satisfy state and City storm water quality requirements. The questionnaire
can be printed from the following website link:

2. Please use a larger type face and/or different font since some of the numbers are
difficult to distinguish, such as "3" from "5".
3. For purposes of determining vehicle trip generation, the gross floor area shall be used;
not the gross area minus the circulation area such as hallways. It appears that the
original plans (CUP 09-03) calculated gross area consistent with city requirements.
Please revise the plan accordingly. Also, show this gross floor area number in the
calculation under the ADT table.
4. Please address the redlined comments on the site plan. Please return the redlined plan
with your next submittal.

Plan Review Recommendations
Carlsbad Police Department's Crime Prevention Unit has provided the following optimal
security recommendations. The purpose of this document is to safeguard property and public
welfare by regulating and reviewing the design, construction, quality of materials, use and
occupancy, location, and maintenance of all buildings and structures. The standards used in
this document represent model national standards.
Crime Prevention through Environmental Design
The proper design and effective use of the built environment can lead to a reduction in the fear
and incidence of crime and an improvement in the quality of life. The proper design influences
this by positively affecting human behavior. The design includes the physical environment, the
planned behavior of people, the productive use of space and an effective crime floss prevention
program.
Natural Surveillance
1. Place and design the physical features to maximize visibility. This will include building
orientation, windows, entrances and exits, parking lots, walkways, landscape trees and
shrubs, fences or walls, signage and any other physical obstruction.
2. Design the placement of person and or activities to maximize surveillance possibilities.
3. Design lighting that provides for appropriate nighttime illumination of parking lots,
walkways, entrances and exits.
Natural Access Control
1. Use sidewalks, pavement, lighting and landscaping to clearly guide the public to and
from entrances and exits.
2. Use fences, walls or landscaping to prevent and or discourage public access to or from
dark and or unmonitored areas.
Provisions for territorial reinforcement
1. Use pavement treatments, landscaping, art, signage, screening and fences to define and
outline ownership or property.
Maintenance
1. Use low-maintenance landscaping and lighting treatment to facilitate the principles of
natural surveillance, natural access control and territorial reinforcement.
Lighting
1. All types of exterior doors should be illuminated during the hours of darkness, with a
