We would like to take this opportunity to discuss at length the modified unique features, concems and design considerations for this project. The intention is not to expand the facility but to provide the items necessary to flinction properly with the congregation that they have now. The basement expansion will provide the items they need to complete the facility and not have to altemate and reconfigure the original at grade area each time they want to accommodate another function. When we carefully examined the project items that our client uses and features being considered in the design, we felt the basement addition would help serve the congregation better with the basement improvements. We had a meeting with Christer Westman discussing the addition of a 2-3 bay basement expansion. At that time is didn't justify any need for additional parking and something he could support. In the final design for the full basement expansion we feel we have added items necessary to function properly with the planned congregation and not require any need for additional parking. In working the final basement expansion with our client, it has now extended it to the entire area under the building. The project has worked out very well and has been well received and will provide our client with what they need to successfully enjoy the building for many decades to come and feel proud of its contribution to the area and to the city as a whole. Below is a list of items our client needed to complete their project so that it wouldn't be very tight and cramped with overlapping uses: 1. One of the big items missing in the design was the ability to have a good and adequate area for the youth to play and be instmcted in the faciUty. We have shown a large double folding glass doors that can be opened to have a greater play area for them. The site area we had for them has been used for the outside barbeque area, patio dining and utility area with absolutely no area for them to play other than the parking lot that has to be shared by the golf course maintenance traffic. Part of the children's area will have tables and chairs setup for instructional services as well. No religious services will be provided here and only up in the main sanctuary. 2. We also needed a small office for the youth leader to have to prepare lessons, keep files and items necessary for their program both on Saturday as well as the rest ofthe week. It will also have an art area with prep sink and supply area. 3. Downstairs boys & girls children's restiooms and one adult restioom. 4. Private counseling office for the Rabbi out of the way of daily operations that can always be setup for this use. 5. The Jewish community center is in a dire need for a library/ resource center for all the old books that they have. Many of their books are now being stored offsite and will be able to be brought back to the facility. Many ofthe books are very old and rare and need to be in a locked room controlled by the Rabbi and his staff We show two separate rooms but most likely are combined into one room. 6. The need to have a mop sink and utility storage area on this floor so as not to have to use the elevator. 7. Provide an elevator and equipment room to service this lower floor and provide ADA accessibility. 8. Provide a downstairs lounge area for the families that stay all day on the Sabbath day to lounge and gather away fi^om the dining area above. This way we can have it setup so that it will not have to be taken down and changed with the shared uses. This will have a quiet area away from the bustle above and stay setup nicely with charm and soft lighting all the time. This area will have sofas, chairs end tables softer light and a nice area to socialize and have spiritual gatherings but not in the main sanctuary. We have added a small kitchenette area to have a small refrigerator, sink and microwave to make it convenient to them without carting items back and forth from the kitchen above. 9. Since Jewish synagogues are targeted for vandalism often we have added room to the utility room to allow for a security system, monitoring room with lighting/sound control. They have received a grant for these items and security fencing. 10. There is almost no room above for kitchen storage. We have added an area for dry storage and a walk/in freezer for kosher foods right next to the elevator for convenience. We have enclosed some of items that were previously discussed with usual characteristics, exceptions and how Chabad at La Costa will use the building so that we can get your support for this setback exception. The building will Have the high quality look of other buildings in the area. Once completed, you will not Be able to detect that this was a modular building. The new building will have high ceilings that will give it a better look than standard modulars. The exterior will be stucco'd and have a stone wainscot that will cover the exposed foundation below. We will be adding stucco trim around the windows and provide a stuccoed parapet wall with stucco molding as well. Aesthetics (Improved beyond original presented) The building will present itself better fi-om the street as well when oriented parallel to the street. The covered atrium and the rear yard raised patio will be used often and will provide a great view of Batiquitos Lagoon and out towards the ocean. People Served/Transportation Situation - We have a varied crowd, which on our busiest day, Saturday, fluctuates between 30-45 people on the average. We are an Orthodox Jewish Center, and our policy requires people to not drive to our center on the week of Jewish Sabbath, but to walk. Many of our members walk religiously to our services, and therefore it is a rarity that we should have more than half a dozen cars in our lot at any one time. On Jewish Holidays, when they fall on the weekend, the parking situation is comparable to that of the Sabbath, and when the holidays fall on a weekday, fewer people will typically attend. On Sundays we have 12-15 children attending our Sunday school. Their parents drop them off and then pick them up; therefore, dedicated parking for this use is not required. Past Parking History - Chabad at La Costa has existed in our current facility since mid-1991. During those years we have managed with our current parking lot ~ which currently contains ten Demarcated parking spots that have remained here since '91. We forever maintain our policy of being good neighbors to those who need to use the driveway shared by La Costa Resort and Spa, Leucadia Water District, and ourselves. We respectfully keep the driveway clear so as to allow easy access, and apart from a few minor inadvertently blocked driveway incidents (each of these cases remedied in less than five minutes at the very most), we have never had any other frouble keeping it clear. In all our years here, we have never received any complaints from our neighbors. Parking Changes - We have increased parking, keeping the original ten spaces and added a handicap van space, along with additional valet parking.
