MEMORANDUM

We have reviewed the following projects and submit these comments:
CUP 103 Church of the Nazarene (Las Flores and Highland)
a. Applicant shall dedicate such additional right of way to pro- vide a 30' half street section on Highland Drive, and shall enter into a future agreement with the City to construct complete half- street improvements along Highland Drive.

b. Applicant shall construct the following improvements:
I. of Carlsbad Drawing No. 133-4.
Curb, gutter and sidewalk along Las Flores Drive per City
11. Cleanout at end of sewer stub in northerly extension of Morning Glory Lane.
III.One fire hydrant at the end of the water line in northerly extension of Morning Glory Lane, and one on-site fire hydrant, centrally located. The on-site hydrant shall be served from
a public water line extension from Highland Drive, having an alignment and capacity approved by the Fire Department and City Engineering Department. These shall be installed prior to building construction.
IV. One 7000 lumen ornamental street light in Las Flores, per City standards.
V. Curb outlets in Las Flores as needed to handle drainage, per City Standards.
c. A parcel map (PS 205) is required to consolidate lots.
2. CT 74-23, Monroe and Park Joint Venture
a. Denial of this map without prejudice is recommended because it is incomplete. The following is missing, vague, or inadequate:
I. Pad elevations.
