Washington Ste 303 San Diego, CA 921 10 SUBJECT: CUP 103(B) - LAS FLORES CHURCH OF THE NAZARENE Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has reviewed your Conditional Use Permit Amendment, application no. CUP 103(B), as to its completeness for processing. The application is complete, as submitted. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the course of processing the application, request that you clarify, amplify, correct, or otherwise, supplement the basic information required for the application. In addition, you should also be aware that various design issues may exist. These issues must be addressed before this application can be scheduled for a hearing. The Planning Department will begin processing your application as of the date of this communication. At this time, the City asks that you provide ten (IO) complete sets of the development plans, with revisions to address the issues of concern, so that the project can continue to be reviewed. Please include a summary of the schedule (time/day of week) of classes and services for the church. Also include the current schedule for the Mira Costa College classes and any other classes (youth night, etc.) that are held on a regular basis. This summary will be used as an attachment to the staff report. At this time, staff is not recommending a restriction on the hours of operation; however, late night classes have been an issue that the neighbors have brought up in the past. Building elevations: a. The arcade area on the south side of the new addition should be designed with arches, rather than posts, to match the existing architectural style. b. It appears that the north and east building elevations are mislabeled. C. Please delineate where the new construction occurs on each building elevation. New landscaping is needed in several areas. The area at the rear of the building (along the north property line) is very weedy and needs to be replaced with shrubs and trees. Landscaping, including trees, will be required in the area between the administration offices and the upper level parking area (unless redesigned as discussed in item 5). Landscaping for screening parked vehicles will be required along Las Flores Drive and landscape improvements are necessary along the Highland Drive frontage as well. The handicap parking space at the front of the existing administration building does not have the required 24’ backup space. The parking space may not encroach into the 15- foot front setback area. The upper parking area should be redesigned with a centralized drive aisle and double loaded parking. As well as resulting in an increase in the number of spaces, it would solve the issue of the weedy area between the existing parking and the old residential driveway. It would also provide adequate area for relocation of the new handicap space near the front entrance of the administration building. Redesigning the parking layout together with adding new landscape along the frontage would greatly improve the street frontage along Highland Drive. If the driveway is relocated, staff may recommend that the trash enclosure stay in its current location, with approval of an encroachment permit, since it would no longer interfere with sight distance. Otherwise, the trash enclosure will need to be relocated outside of the front setback area. Please include a separate sheet for the landscape concept plan as part of your submittal. Please indicate that concrete paving will replace the gravel in the upper level parking spaces. I have been contacted by one of the neighbors regarding privacy and their concern was that someone may be able to look into their yard from the north-facing windows in the new addition. I think that they had also discussed this issue with Pastor Edwards. Can frosted glass windows be used on the north facing elevation or perhaps plant trees in this area that will provided some screening? Perhaps the chainlink fencing should be replaced with solid fencing as well. Engineering: 1. Fire: 1. 2. 3. 4. Revise the exhibit to identify the grading quantities (cut, fill, import, remedial) required to grade the pad for the new structure. If over 100 cubic yards of earthwork is proposed, this project will be conditioned to obtain a grading permit. If not, then the grading can be accomplished with the building permit. The proposed Child Care center shall include an exit capable of discharging the occupant load of that room to the exterior without use of the intervening room. Please define "Arcade." It appears that all exits discharge to exterior pathway. Ensure that the Area of Refuge is adequate in size to accommodate the entire occupant load at finished grade. Check the distance for handicap ramp from new C.C.
