RE UEST: The applicant requests a rezoning from L-C to +- R-1- 5,000, and a Conditional Use Permit to allow an electric
power transmission substation on the site.
LOCATION AND DESCRIPTION OF PROPERTY: South side of Alga Road
between Alicante Road and Altisma Road. The site was graded prior to its annexation to the City.

PAST HISTORY AND RELATED CASES: None
ENVrRONMENTAL IMPACT INFORMATION: An environmental impact assessment of the project was conducted and a negative declara- tion of nonsignificant impact issued for the following reasons:
1) The project is located in an urbanized area in which the natural environment has been irretrivably disturbed;
2) The degree of visual impact is a matter of subjective judgment, major impacts have already been made by overhead power lines and the neighboring water tank.
GENERAL PLAN INFORMATION: The project site is designated for "U" - Public Utilities use. The rezoning is consistent with tkis destgnation by virtue of the CUP providing for the sub- s tat i on.

DISCUSSION
This project was initially sent to the DRC August 5, 1975 for comments. At that time, the DRC's reaction was that more land- scaping was needed. Planning staff then held up further pro- cessing of the application until the question of proper zoning could be resolved.
The DRC should also note that since the project was initially reviewed, CMWD has purchased the ''leg" adjacent their property. The site in question is now the remaining rectangular piece.
