Approval of Minutes: The minutes of the November 6, 1975 meeting were approved as submitted. Stop control at intersection of La Gran Via and Madrilena Way: After reviewing the sight distances, cross gutters, and traffic volumes at the above intersection, the Commission recommended that yield signs be installed facing northeast and southwest bound traffic on Madrilena Way. No parkinq on .- Avenida Encinas at the north entrance I-- to Lakeshore -- GzZSSiis: The CGXZI~SS~G~ rec.e;rz.snded that tk: z::istiz.,c: red CEZS on Avenida Encinas at the north entrance to Lakeshore-Gardens be extended northerly for an additional thirty feet to ensure safe sight distance for motorists exiting from the park. No parking in front of 2676 State Street: The Commission could find no justification for establishing a no parking zone at the above midblock location. This is also a commercially zoned area in which overnight parking is currently prohibited. No parkinq on southwest corner of Roosevelt Street and Magnolia Avenue: Due to the approach speeds of vehicles and the problems that motorists have in negotiating the curve at the above inter- section, the Commission recommended that the entire outside of the curve between the three driveways for the "village" be paint- ed red for no parking. Speed zone on Park Drive at Bristol Cove: The Commission reviewed this request at its January 7, 1975 meeting, and again it recommend- ed that no speed zone be established on this section of Park Drive because it would be too short a zone to be effective. The Commis- sion did, however, recommend that a curve warning sign and an ad- visory speed sign be installed just north of the curve at Marina Drive. Traffic impact of establishing the Victory Christian Jr./Sr. Hiqh School at the existing Carlsbad Union Church facilities: The Commission felt that the City's staff was the one to determine the traffic impact from the proposed school, but indicated that the TRAFFIC SAFETY COMMISSION February 3, 1976 Page 2, Minutes following considerations should be carefully analyzed: conflict with the Pine School traffic and parking, growth potential of the proposed school, the parking deficiency has to be established, bus loading zones, possible conflict with the proposed Senior Citizens Center at Harding Street and Oak Street, additional traffic volumes on the surrounding streets, and finally, the additional school pedestrian traffic generated, especially if school recreational programs are held other than on the church property. December 2, 1974 meeting, the Commission recommended that the City investigate the possibility of acquiring enough right of way from the Santa Fe Railway Company for the establishment and full street construction of Washington Street from Elm Avenue to Tamarack Avenue. The Commission would again wish to emphasize the need for Washington Street to be constructed in order to provide additional access to the properties west of the railroad tracks and lessen the traffic congestion on both Carlsbad Boulevard and Garfield Street. Also, the Commission recommended that a railroad crossing along Chestnut Avenue be planned to help alleviate the increasing traffic on Elm and Tamarack Avenues. The Commission recomnended that a letter containing these recommendations be sent to the City from the Com- mission. 8.
