Description/Explanation:
The City of Carlsbad is proposing to develop a new 1 0, 700 square foot fire station building The new improvements include
a fire station building, response and return driveways, driving aisles, parking areas, trash enclosure, emergency generator,
and hose drying tower.
The state of the art fire station will feature 8 dormitories, including a separate dormitory for captains on shift. Individual shower
and bathrooms, day room, ample area for exercise room, kitchen/dining area and other supporting spaces. The double deep
apparatus bay will feature drive-thru capabilities and enough depth to accommodate a 63'-0• aerial ladder truck. There will
also be an SCBA room on the premise.

31. The fire station project is located within the Robertson Ranch Master Plan community. The fire
station is located within a portion of planning area 12 of the master plan, which is a change in the use
from the master plan that called for park use throughout the entirety of planning area 12.
32. The existing site has been mass graded pursuant to the Robertson Ranch Master Plan. The site slopes
from the northeast to the southwest across the property. The existing site is vacant, as shown on the
attached photos.
33. The surrounding properties are also part of the Robertson Ranch Master Plan. The areas to the north
and west have been mass graded, but currently remain undeveloped. To the east there is existing high
density residential that is also a part of the Robertson Ranch Master Plan. To the south is Cannon Road
and the land immediately south of Cannon Road is vacant land that is part of the Robertson Ranch Master
Plan. Since the site has already been mass graded, there are no cultural, historic, or scenic aspects to the

Time limits on the processing of discretionary projects established by state law do not start until a
project application is deemed complete by the City. The City has 30 calendar days from the date of
application submittal to determine whether an application is complete or incomplete. Within 30 days of
submittal of this application you will receive a letter stating whether this application is complete or
incomplete. If it is incomplete, the letter will state what is needed to make this application complete.

To address post-development pollutants that may be generated from development projects, the City requires that new
development and significant redevelopment priority projects incorporate Permanent Storm Water Best Management
Practices (BMP's) into the project design per the City's Standard Urban Stormwater Management Plan (SUSMP). To
view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2) at www.carlsbadca.gov/standards.
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application
(subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of
storm water standards that must be applied to a proposed development or redevelopment project. Depending on the
outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject to additional criteria
called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the
storm water standards applied to a project.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts.
City staff has responsibility for making the final assessment after submission of the development application. If staff
determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than
initially assessed by you, this will result in the return of the development application as incomplete. In this case, please
make the changes to the questionnaire and resubmit to the City.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the
questions, please seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission.
Only one completed and signed questionnaire is required when multiple development applications for the same project
are submitted concurrently. In addition to this questionnaire, you must also complete, sign and submit a Project Threat
Assessment Form with construction permits for the project.
Please start by completing Section 1 and follow the instructions. When completed, sign the form at the end and submit
this with your application to the city.
Automotive repair shoo. A facility categorized in any one of Standard Industrial Classification (SIC) codes 5013,
5014,5541,7532-7534, and 7536-7539

I. Introduction
The City of Carlsbad is proposing to develop a new 10,700 square foot fire station building and a
new public road just west of Wind Trail Way, north of Cannon Road in the City of Carlsbad, as
shown on Figure A. The fire station project includes the development of onsite and offsite
improvements. The total onsite development area is 1.8 acres and the total offsite development
area is 0.5 acres.
The objective of this drainage study is to show the capacity of the offsite 24" storm drain along
"A" Street, which will be utilized by the future residential development to the north. The extent
of the 24" storm drain can be found on the MSL Engineering 04-20-12 Preliminary Storm Drain
and Utility Plan Sheet C42.
II. Drainage Areas
Future Condition
The future condition of the area that is tributary to the 24" storm drain is shown in Figure 2. The
total tributary area is approximately 5 acres of residential development. For calculation purposes
the residential area will be considered medium residential, with a runoff coefficient of 60.
Ill. Calculations
Utilizing the San Diego County Hydrology Manual the capacity of the proposed 24" storm drain
was determined. The backup information and calculations can be found within Appendix A.

IV. Results
The capacity of the 24" diameter storm drain was determined to be 21 cfs. The 25 year flowrate
was determined to be 12 cfs and the 100 year flowrate was determined to be 15 cfs.
V. Conclusions
The proposed 24" diameter storm drain has the capacity to convey the 100 year flowrate from the
tributary area. Although the pipe is designed for a capacity that is beyond the minimum
necessary, a 24" storm drain pipe will be used to provide easier maintenance for the City.

The rainfall intensity (I) is the rainfall in inches per hour (inlhr) for a duration equal to the Tc
for a selected storm frequency. Once a particular storm frequency has been selected for
design and a Tc calculated for the drainage area, the rainfall intensity can be determined from
the Intensity-Duration Design Chart (Figure 3-1). The 6-hour storm rainfall amount (P6) and
the 24-hour storm rainfall amount (P24) for the selected storm frequency are also needed for
calculation of I. P6 and P24 can be read from the isopluvial maps provided in Appendix B.
An Intensity-Duration Design Chart applicable to all areas within San Diego County is
provided as Figure 3-1. Figure 3-2 provides an example of use of the Intensity-Duration
Design Chart. Intensity can also be calculated using the following equation:

Where: P6 = adjusted 6-hour storm rainfall amount (see discussion below)
D = duration in minutes (use Tc)
Note: This equation applies only to the 6-hour storm rainfall amount (i.e., P6 cannot be
changed to P24 to calculate a 24-hour intensity using this equation).
The Intensity-Duration Design Chart and the equation are for the 6-hour storm rainfall
amount. In general, P6 for the selected frequency should be between 45% and 65% of P24 for
the selected frequency. If P6 is not within 45% to 65% of P24, P6 should be increased or
decreased as necessary to meet this criteria. The isopluviallines are based on precipitation
gauge data. At the time that the isopluvial lines were created, the majority of precipitation
gauges in San Diego County were read daily, and these readings yielded 24-hour
precipitation data. Some 6-hour data were available from the few recording gauges
distributed throughout the County at that time; however, some 6-hour data were extrapolated.
Therefore, the 24-hour precipitation data for San Diego County are considered to be more
reliable.

PROJECT DESCRIPTION: A development proposal for the construction of a new 11,500 square foot fire
station on a previously graded, two {2) acre site located within the southeast corner of Planning Area
(PA) 12 of the Robertson Ranch Maste~ Plan. The proposed project requires approval of a Conditional
Use Permit.
DETERMINATION: The City of Carlsbad has conducted an environmental review of the above described
project pursuant to the Guidelines for Implementation of the California Environmental Quality Act and
the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, the initial
study {EIA Part 2) did not identify any potentially significant impacts on the environment, and the City of
Carlsbad finds as follows:
D The proposed project COULD NOT have a significant effect on the environment.
rgj The proposed project MAY have "potentially significant impact(s)" on the environment, but at
least one potentially significant impact 1) has been adequately analyzed in an earlier document
pursuant to applicable legal standards, and 2) has been addressed by mitigation measures based
on the earlier analysis as described on attached sheets. {Negative Declaration applies only to
the effects that remained to be addressed).
D Although the proposed project could have a significant effect on the environment, there WILL
NOT be a significant effect in this case because all potentially significant effects (a) have been
analyzed adequately in an earlier ENVIRONMENTAL IMPACT REPORT or NEGATIVE
DECLARATION pursuant to applicable standards and (b) have been avoided or mitigated
pursuant to that earlier ENVIRONMENTAL IMPACT REPORT or NEGATIVE DECLARATION,

Brief Project Description: A development proposal for the construction of a new 11 ,500
square foot fire station on a previously graded, two (2) acre site located within the southeast
corner of a portion of Planning Area (PA) 12 of the Robertson Ranch Master Plan. The
surrounding land uses consist of residential to the north (currently vacant and graded),
Cannon Road to the south, apartments to the east (across Wind Trail Way, and vacant park
land to the west. The proposed fire station requires approval of a Conditional Use Permit by
the City of Carlsbad Planning Commission.
Determination: Based on a review of the project as proposed, the Department of Fish and
Game has determined that for purposes of the assessment of CEQA filing fees (Fish and
Game Code [FGC] Section 711.4(c)) the project has no effect on fish, wildlife or their habitat
and the project as described does not require payment of a CEQA filing fee. This
determination does not in any way imply that the project is exempt from CEQA and does not
determine the significance of any potential project effects evaluated pursuant to CEQA.
Please retain this original determination for your records. Local lead agencies are required
to file two copies of this determination with the county clerk at time of filing of the Notice of
Determination (NOD) after the project is approved. State lead agencies are required to file
two copies of this determination with the Office of Planning and Research (State
Clearinghouse) at the time of filing the NOD. If you do not file a copy of this determination
as appropriate with the county clerk or State Clearinghouse at the time of filing of the NOD,
the appropriate CEQA filing fee will be due and payable.

This early public notice is to let you know that a development application for a
Conditional Use Permit for a fire station project within your neighborhood was submitted
to the City of Carlsbad on June 15, 2012. The project application is undergoing its initial
review by the City.
LOCATION: Northwest corner of the intersection of Cannon Road and Wind Trail Way.
PROJECT DESCRIPTION: New 10,700 square foot fire station and hose drying tower
located on a 2 acre site within the northeast portion of Planning Area 12 of the
Robertson Ranch Master Plan. This fire station would replace the existing fire station
located on the south side of Chestnut Avenue between El Camino Real and Catalina
Drive.
Please keep in mind that this is an early public notice and that the project design could
change as a result of further staff and public review. A future public hearing notice will
be mailed to you when this project is scheduled for public hearing before the Planning
Commission.

DETERMINATION: The City of Carlsbad has conducted an environmental review of the above described
project pursuant to the Guidelines for Implementation of the California Environmental Quality Act and
the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, the initial
study (EIA Part 2) did not identify any potentially significant impacts on the environment, and the City of
Carlsbad finds as follows:
0 The proposed project COULD NOT have a significant effect on the environment.
IZJ The proposed project MAY have "potentially significant impact(s)" on the environment, but at
least one potentially significant impact 1) has been adequately analyzed in an earlier document
pursuant to applicable legal standards, and 2) has been addressed by mitigation measures based

Brief Project Description: A development proposal for the construction of a new 11,500
square foot fire station on a previously graded, two (2) acre site located within the southeast
corner of a portion of Planning Area (PA) 12 of the Robertson Ranch Master Plan. The
surrounding land uses consist of residential to the north (currently vacant and graded),
Cannon Road to the south, apartments to the east (across Wind Trail Way, and vacant park
land to the west. The proposed fire station requires approval of a Conditional Use Permit by
the City of Carlsbad Planning Commission.
Determination: Based on a review of the project as proposed, the Department of Fish and
Game has determined that for purposes of the assessment of CEQA filing fees (Fish and
Game Code [FGC] Section 711.4(c)) the project has no effect on fish, wildlife or their habitat
and the project as described does not require payment of a CEQA filing fee. This
determination does not in any way imply that the project is exempt from CEQA and does not
determine the significance of any potential project effects evaluated pursuant to CEQA.
Please retain this original determination for your records. Local lead agencies are required
to file two copies of this determination with the county clerk at time of filing of the Notice of
Determination (NOD) after the project is approved. State lead agencies are required to file
two copies of this determination with the Office of Planning and Research (State
Clearinghouse) at the time of filing the NOD. If you do not file a copy of this determination
as appropriate with the county clerk or State Clearinghouse at the time of filing of the NOD,
the appropriate CEQA filing fee will be due and payable.

Engineering Conditions
NOTE: Unless specifically stated in the condition, all of the following conditions, upon the
approval of this proposed development, must be met prior to approval of a grading permit or
building permit, whichever occurs first.
General
1. Prior to hauling dirt or construction materials to or from any proposed construction site
within this project, developer shall apply for and obtain approval from, the city engineer
for the proposed haul route.
3. The developer shall complete processing of a lot line adjustment on those portions of

Grading
27. Based upon a review of the proposed grading and the grading quantities shown on the
site plan, a grading permit for this project is required.
31. This project requires off site grading. No grading shall occur outside the project unless
developer obtains, records, and submits a recorded copy, to the city engineer, a
temporary grading, construction or slope easement or agreement from the owners of
the affected properties. If developer is unable to obtain the temporary grading or slope
easement, or agreement, no grading permit will be issued. In that case developer must
either apply for and obtain an amendment of this approval or modify the plans so
grading will not occur outside the project and apply for and obtain a finding of
substantial conformance and/or consistency determination from both the city engineer
and city planner.
32. Developer shall comply with the city's Stormwater Regulations, latest version, and shall
implement best management practices at all times. Best management practices include
but are not limited to pollution control practices or devices, erosion control to prevent
silt runoff during construction, general housekeeping practices, pollution prevention
and educational practices, maintenance procedures, and other management practices
or devices to prevent or reduce the discharge of pollutants to stormwater, receiving
water or stormwater conveyance system to the maximum extent practicable. Developer
shall notify prospective owners and tenants of the above requirements.
33. Prior to the issuance of a grading permit, developer shall submit to the city engineer
receipt of a Notice of Intent from the State Water Resources Control Board.
34. Developer shall submit for city approval a Tier 3 Storm Water Pollution Prevention Plan
(TIER 3 SWPPP). The TIER 3 SWPPP shall comply with current requirements and
provisions established by the San Diego Regional Water Quality Control Board and City
of Carlsbad Requirements. The TIER 3 SWPPP shall identify and incorporate measures
to reduce storm water pollutant runoff during construction of the project to the
maximum extent practicable.
36. This project is subject to 'Priority D~velopment Project' requirements. Developer shall
prepare and process a Storm Water Management Plan (SWMP), subject to city engineer
approval, to demonstrate how this project meets new/current storm water treatment
requirements per the city's Standard Urban Storm Water Management Plan (SUSMP),
latest version. In addition to new treatment control BMP selection criteria in the
SUSMP, the developer shall use low impact development (site design) approaches to
ensure that runoff from impervious areas (roofs, pavement, etc.) are drained through
landscaped (pervious) areas prior to discharge.

38. Developer is responsible to ensure that all final design plans (grading plans,
improvement plans, landscape plans, building plans, etc.) incorporate all source control,
site design, treatment control BMP, applicable hydromodification measures, and Low
Impact Design (LID) facilities.
40. Developer shall submit documentation, subject to city engineer approval,
demonstrating how this project complies with Hydromodification requirements per the
city's SUSMP, latest version. Documentation shall be included within the Storm Water
Management Plan (SWMP).
Dedications/Improvements
46. Developer shall cause owner to dedicate to the city and/or other appropriate entities
for public street and public utility, sewer and drainage purposes as shown on the site

order to maintain continuity it is recommended that a grass type species be
incorporated. Please consider other grass species that have performed well in the

2. Please include the following on the landscape plans:

b) Proposed plant sizes (either by number or percentage(%) of total quantity). 50%
of the shrubs (except on slopes 3:1 or steeper) shall be a minimum 5 gallon size.

5. Please show and label all vehicular sight lines with 25' comer cut-offs.
a) The plan shall demonstrate that plants, when installed and at maturity, will be
positioned to avoid obstructing motorists' views of pedestrian crossings,
driveways, roadways and other vehicular travel ways.
b) On collector streets and larger, landscape elements over 30 inches in height
(including planting measured at maturity) as measured from adjacent street grade
are not permitted at street comers within a triangular zone drawn from two points,
25 feet outward from the beginning of curves.

c) At medium to high use driveways, the 30 inch height limitation applies at
driveways 25 feet from the edge of the apron outward along the curb, then 45
degrees in toward the property.
d) Ensure that landscape elements at interior private driveway intersections do not
obstruct sight lines, so that circulation and pedestrian safety can be maintained.
6. Landscaping located within the bio-swale filtering areas will need to be established as
working filters prior to project occupancy. Please insure proposed plantings and sizes
will provide for this requirement. Please also address how this plant palette will
transition back to surrounding plantings and ultimate planting of the adjacent areas to the
north of the street.
7. Phormium tenax 'Variegatum' and Phormium 'Wings of Gold' seem too large for a
parkway planting. Please provide appropriate smaller substitutes. There may be other
plantings that would be more compatible with existing Robertson Ranch parkway
plantings. Please explore the use of another species that is more compatible (i.e. Carex
tumulicola, etc.).
8. It appears that there may be gaps between the existing landscaping and the wall. Please
provide landscaping to fill all gaps.
9. Please review other possibilities for the focal tree at the end of the street that might
provide more of an accent. Geijera lacks character and impact. Please see the Robertson
Ranch Master Plan for a list of possible accent tree replacements.
10. All utilities are to be screened. Landscape construction drawings will be required to show
and label all utilities and provide appropriate screening. Please also locate all light poles on
the landscape plans and insure that there are no conflicts with trees.

landscaped area otherwise required within the property and shall be continuous except for
required access points. A perimeter landscape border is not required between a parking lot
and building. The planting within the perimeter landscape border is not counted towards the
3% landscape requirement for parking lots. Please address.

obtain the maximum amount of dispersion. Please provide a calculation proving the
percentage of landscape area provided in the parking area.

Plan Review Recommendations
Carlsbad Police Department's Crime Prevention Unit has provided the following optimal security
recommendations. The purpose of this document is to safeguard property and public welfare by regulating and
reviewing the design, construction, quality of materials, use and occupancy, location, and maintenance of all
buildings and structures. The standards used in this document represent model international standards.
Crime Prevention through Environmental Design
The proper design and effective use of the built environment can lead to a reduction in the fear and incidence of
crime and an improvement in the quality of life. The proper design influences this by positively affecting human
behavior. The design includes the physical environment, the planned behavior of people, the productive use of
space and an effective crime/loss prevention program.
Natural Surveillance
1. Place and design physical features to maximize visibility. This will include building orientation, windows,
entrances, walkways, landscape trees and shrubs, fences and any other physical obstruction.
2. Design the placement of persons and or activities to maximize surveillance possibilities.
3. Design lighting that provides for appropriate nighttime illumination of walkways, entrances and
driveways.
Natural Access Control
1. Use walkways, pavement, lighting and landscaping to clearly guide guests to and from selected entrances.
2. Use real or symbolic barriers like fences or landscaping to prevent and or discourage access to or from
dark and or unmonitored areas.
Provisions for territorial reinforcement
1. Use pavement treatments, landscaping and fences to define and outline ownership or property.
Lighting
1. Equip building on all sides with light fixtures to create a blanket of the surrounds the building. A low level
of light at night goes a long way. White florescent lights allow the best vision.
2. Install lights on the building in the eaves to illuminate the perimeter of the house.
3. Choose light fixtures with dawn to dusk sensors or timers not motion sensors.
4. Equip all types of exterior doors should be illuminated during the hours of darkness, with a minimum
maintained one (1) foot-candle of light, measured within a five-foot radius on each side of the door at
ground level.

5. Recessed areas of buildings or fences, which have a minimum depth of two feet, a minimum height of five
feet, and do not exceed six (6) feet in width and are capable of human concealment, should be illuminated
with a minimum maintained 0.25 foot-candles of light at ground level during the hours of darkness. This
recommendation applies to defined recessed areas, which are within six feet of the edge of a designated
walking surface with an unobstructed pathway to it, not hindered by walls or hedgerow landscaping a
minimum of two (2) feet in height.
6. All exterior pedestrian walkways, external community areas and open parking areas should be illuminated
with a minimum maintained one (1) foot-candle of light on the walking or driving surface during the hours
of darkness.
7. Accessible luminaries should have vandal resistant light fixtures and be not less than three feet in height
from ground level when used to illuminate walkways and a minimum of eight feet in height from ground
level when illuminating surfaces associated with vehicles. Light fixtures should be deemed accessible if
mounted within fifteen feet vertically or six feet horizontally from any accessible surface or any adjoining
roof, balcony, landing, stair tread platform or similar structure.
8. Overhead light poles should not be placed in an area planted with shade trees or other canopy producing
species. Only basic ground cover, including but not limited to hedges and shrubs, should be used.
Landscaping
1. Plan a landscaping design that enhances surveillance and security.
2. Tree canopies should be no lower than six (6) feet and should not allow access to roofs or balconies.
3. Ensure landscaping plan does not deter from lighting and addressing.
4. Plant only low profile shrubs that can be maintained below two (2) feet.
5. Use security plants where necessary to prevent entering and tampering.
6. Install walls and fences that are see-through and enhance surveillance.

Addressing
1. Locate numerals where they are clearly visible from the front street
2. Contrast the numeral's color to the background on which it is affixed.
3. Numerals shall be no less than four (4) inches in height and illuminated during the hours of darkness.
Entrances
1. Allow front entrance design to provide vision from the front door to the front access street.
2. Keep entranceways clear of clutter.
Doors
1. Do not use of glass within 42 inches of a locking device.
2. Install hollow steel doors that are a minimum sixteen (16) U.S. gauge and have sufficient reinforcement to
maintain the designed thickness of the door when any locking device is installed.
3. Only use glass doors with fully tempered glass or rated burglary resistant glazing. Protect all exterior doors
with security hardware.
4. Equip all exterior doors with a latch cover constructed of steel. Ensure the latch cover is a minimum of
.125 inch thick. Attach the latch cover to the outside by welding or with non-removable bolts spaced
apart on not more than ten-inch centers.
5. Construct the jamb of all aluminum frame-swinging doors to withstand 1600 pounds of pressure in both a
vertical distance of three inches and horizontal distance of one inch each side of the strike, to prevent
violation of the strike.
6. A single or double door shall be equipped with a double cylinder dead bolt with a bolt projection
exceeding one inch or a hook-shaped or expanding dead bolt that engages the strike sufficiently to prevent
spreading. The dead bolt lock shall have a minimum of five-pin tumblers and a cylinder guard.
7. Install wooden doors of solid core construction with a minimum thickness of one and three-fourths (1-3/4)
inches.
8. Provide a double door inactive leaf with metal flush bolts having a minimum embedment of five-eighths
(5/8) of an inch into the header and footer of the doorframe.
Strike Plates
1. Reinforce all dead bolt strike plates. Choose Strike plates constructed of a minimum 16 U.S. gauge steel,
bronze, or brass and secure it to the jamb by a minimum of two screws, which should penetrate at least
two (2) inches into the solid backing beyond the surface to which the strike is attached. Re-enforcement
of the door area around the lock is also suggested.
Viewer
1. Arrange entrance doors so that the occupant has a view of the area immediately outside the door without
opening the door. Except doors requiring a fire protection rating that prohibits them, such a view may be
provided by a door viewer having a field of view of not less than 190 degrees. Mounting height should not
exceed fifty-four (54) inches from the floor.
Windows and sliding glass doors
1. All exterior sliding glass doors and windows should be equipped with locking devices which will keep the
sliding panel of the door or window from being opened from the outside horizontally or vertically.
2. Ensure windows have security features preventing the window from being forced to slide or rise.
Alarm system
1. When considering an alarm system, consider a verified system.

ISSUES OF CONCERN
Planning:
General
1. Please include the project number in the title block.
2. Consider installing tube steel fencing along the west property line in the vicinity of the visitor
parking spaces. Fencing in this area will prevent future park users from crossing thru the
landscaping to the fire station site.
3. A plan for landscape maintenance and water connections will need to be determined so that the
landscape architect can complete the conceptual irrigation/recycled water plan. The primary
areas of concern are the parkways, the traffic circle, and the offsite graded slopes (in the future
park and adjacent to street r.o.w.). These areas are not included in the Foothills (East Village)
Master HOA landscape maintenance obligation.
The fire station, the park site, and Planning Area 13 (owned by Shapell Homes) technically occur in the
"West Village" and an HOA has not been established for these properties. You may need to
coordinate with Shapell Homes to determine an interim maintenance plan for the parkways and
the graded slopes on PA 13, until an HOA is established with their future residential
development. Maintenance of the planting and irrigation on the new slope and newly graded
area on the future park site will need to be determined by City staff. Also note that the Master
Plan allows for the combination of the West and East Village HOA and that may be appropriate
in this instance.
Site Plan
1. The fire station building appears to have been shifted so that the metal trellis structure on the
west side of the building (adj. to the crew quarters) is much closer to the entrance walkway and
visitor parking spaces. The concern is the amount of separation provided between the public
and private areas. Options to address this issue might include adjusting the entry paving design
and seat wall (and including more landscaping) so that those features are located closer to the
middle of the parking area, eliminating one parking space, and/or incorporating foundation
planting against the building. Please also provide other areas for foundation planting against
the front building elevations (see comments under landscape Architect's Plans)
Engineering Plans:
1. Please revise the detail for the bio-retention basin (A/C42) to indicate an 18" minimum depth
sand/compost soil mix per conversation with B. Kennedy and M. Lamoureux pm 9/18/2012.
2. Detaii"A"/Sheet C41:
a. Is the 22" wide concrete mow strip between columns necessary or can it be eliminated?
b. On Details "A" and "B", please add a note specifying that the design and materials for the
CMU block wall and the stone veneer shall match the existing walls within the Foothills
Development.

c. Previous comment from Planning (3.e) requested that the design notes specify placement of
the stone columns "16' o.c." to reflect the dimension shown on details "A" and "B".
However, please note that according to the Master Plan, the columns shall be placed at the
corners of the property lines and that they may be placed up to SO ' o.c. Please revise
details and notes (including design note "11" on Sheet C42) if necessary.
Architectural Plans:
1. Sheet A-01 (Site Plan)
a. Please include setback dimensions showing the following:
• A 40' structural setback from the Cannon Road r.o.w.
• The shortest dimension from the building to the east fence line
• The shortest distance from the hose tower to the east fence line
• The distance from the front property line to .the fire station building
b. In the material legend and general notes, please list "Local Facilities Management Zone 14"
in the line above "School District".
c. Under the "Average Daily Traffic" heading, please include the estimated 48 ADT and refer to
note 3 of the "Parking Notes" at the bottom of the page.
2. Sheet A-04 (Exterior Elevations)
Please include the following items:
a. Clearly note on the plans that the brickwork patterns shown for the hose tower will also be
used for the fire station.
b. Include a brickwork pattern for the trellis support columns.
c. Will the rowlock at every tenth course also occur within the brickwork pattern below the
pre-cast trim piece?
Landscape Plans:
1. 2nd request. The plant materials in the new traffic circle should match the existing traffic circles.
Please revise the olive tree to Canary Island Palm (similar height as those initially installed in the
existing traffic circles) and revise P. tobira "variegata" toP. "Wheeleri".
2. Please revise the concept plan for the front landscape area and the bio-retention basins as
discussed with staff on 10/3/12. Additionally, the project team would like to discuss the
potential for an alternative that could incorporate "public art" design features (hardscape,
softscape, or decorative elements) into the front landscaping area.
3. PELA noted that additional comments may be generated upon resubmittal and review of the
revised plan. Based on a review of the revised plans, planning staff has the following comments:
a. Please provide low-growing shrubs or ground cover beneath the car overhang area. Plant
height should be no more than 18" high.
b. Break up the large expanses of gazania by providing additional plants such as low-growing
woody groundcovers and accent plants.

c. Provide an expanded plant palette for the front planting area (between Street "A" and the
building) that incorporates the accent plants and succulents that were listed on the previous
concept plan. At this concept stage, you can use one symbol to represent a palette of
succulents as opposed to creating symbols for every variety of succulent or accent plant.
d. Eliminate the precast concrete pots around the building. Instead, provide areas for
foundation planting along the north side of the building (see attachment). Incorporate small
trees to accent the building fa~ade.
e. Select a tree species that will provide adequate shade for the exercise room.
f. Consider using shade trees by the hose cleaning area, subject to input from the Fire
Department crew.
g. The fencing along the southerly property line (facing Cannon Road) has been redesigned as
a 3' retaining wall with 3' of fencing. Please provide plants along the fencing that will
function as a deterrent to access (thorny/dense) and that will spill over the retaining wall.
h. Consider revising the bio-retention features by reducing the quantity of plant materials and
incorporating cobble into the design. According to the project engineer, the bio-retention
features have been engineered to function without the need for plant materials. However,
staff still recommends integration of some plant materials for aesthetic purposes.
4. Please provide a call-out to identify the boulders. You will need to include a detail for the
boulder placement showing how the boulders will be buried in the soil.
5. On-going maintenance of the landscaping should be considered when selecting the plant
materials. Please specify plants that require minimal trimming and trees that do not produce an
abundance of littler. Reduce the number of shrubs where possible (e.g. those clustered inside
rear property line).
PELA:
Please make the following revisions to the plans so that they will meet the requirements of the City of
Carlsbad's Landscape Manual.

4. Please address landscaping of all off-site graded areas. 2nd Review: The applicant has
responded: "A non-irrigated hydro-seed mix will be provided at all of the graded slope areas for
the future park site. 11 The Landscape Manual requires slopes and graded pad areas to be
landscaped. Please provide temporary hydroseed mix on all off-site graded areas. Temporary
irrigation with the hydroseed will be required on all areas including areas located within the
right-of-way but excluding the flat areas (less than 6:1 slope) of the adjacent park site. Graded
flat areas of the adjacent park are to be hydroseeded with a non-irrigated hydroseed mix to
include an appropriate binder. Please address by clearly showing areas to be hydroseeded with
temporary irrigation and those areas hydroseeded with a non-irrigated hydroseed mix.
Construction drawings will need to provide for below grade irrigation where located within 10' of
any areas where pedestrian traffic may occur. Other areas may incorporate above grade
temporary irrigation.

8. It appears that there may be gaps between the existing landscaping and the wall. Please
provide landscaping to fill all gaps. 2nd Review: The applicant has responded: "Note will be
added to repair & replace any damage done by contractor at any adjacent established
landscape. 11 I do not believe there is existing landscape up to the fence line and there will be
nothing to replace or repair. The note does not address the comment. The landscaping needs to
be addressed/installed by these plans up to the existing landscape. Please address.

11. Street trees shall be selected from the approved tree replacement list identified in Chapter 6 of
the Carlsbad Community Forest Management Plan, unless approved otherwise. Please revise
street trees to one listed in this Chapter. 2nd Review: The applicant has responded: "Tipu Tree
selected from Robertson Ranch Master Plan Tree List as indicated for this project area. 11
Although Tipuana is included in the plant list for Robertson Ranch, it is not included in Chapter 6
of the Carlsbad Community Forest Management Plan as required by the Landscape Manual.
Please consider Ulmus parvifolia which has been used as street trees in Robertson Ranch, is
compatible with the proposed plantings and is listed as an approved tree in Chapter 6 of the
Carlsbad Community Forest Management Plan.
12. Insure that street trees are located:
a) A minimum of seven (7) feet from any sewer line.
b) In areas that do not conflict with public utilities.
c) Outside of sight distance areas.
2nd Review: Please relocate street tree to avoid the drain.

14. Parking areas shall be screened from adjacent property or streets through the use of planting or
any combination of planting, mounding, and decorative walls. Screening elements shall have a
total height of at least three (3) feet. Please address.

17. Please clarify the MAWA calculations. It is not clear how the total MAWA was calculated. The
final MAWA appears to be too high based on the data used. 2nd Review: The applicant has
responded: "Complete calculations will be provided in Construction Document Submittal. II
Estimated MAWA and ETWU calculations along with the hydrazone diagram are required for the
conceptual submittal. Please.fully address.
18. Please provide a colored or hatched plan clearly showing where recycled water, graywater and
potable water are proposed to be used for irrigation. Irrigation systems for all projects, except
for service to a single-family residence or front yard irrigation on individually metered condos,
shall be designed to use non-potable, treated recycled water, unless an exemption is approved

19. Please provide a written description of water conservation features including addressing
xeriscape principles (see Appendix A) within the project. 2nd Review: The applicant has
responded: "Plant material selected per WUCOLS for Native/Drought tolerant species. Along
with Drip Irrigation & Soil Analysis for best plant conditions." Please provide complete
information on the plans. Address all principles. See appendix A of the Landscape Manual.
20. Include a statement on the plans signed under penalty of perjury by the person who prepared
the plan that provides:
"I am familiar with the requirements for landscape and irrigation plans contained in the city of
Carlsbad's landscape manual and water efficient landscape regulations. I have prepared this
plan in compliance with those regulations and the landscape manual and agree to comply with
all requirements when submitting construction documents. I certify that the plan implements
those regulations to provide efficient use of water."

21. The plan shall provide that only low volume or subsurface irrigation shall be used to irrigate any
vegetation within twenty-four inches of an impermeable surface unless the adjacent
impermeable surfaces are designed and constructed to cause water to drain entirely into a
landscaped area. Please address. 2nd Review: The applicant has responded: "Drip irrigation will
be provided at Construction Document Submittal and address specified irrigation adjacent to
impermeable surfaces." No further action required at this time.
22. Please explain why the MAWA landscape area is lower than the total of the ETWU landscape
areas. 2nd Review: The applicant has responded: "Complete calculations will be provided in
Construction Document Submittal." Estimated MAWA and ETWU calculations along with the
hydrazone diagram are required for the conceptual submittal. Please fully address.

NEW COMMENTS
1A. Please revise Festuca rubra to high water use or provide documentation that supports low water

2A. Gazania is proposed in the parkways. Gazania often has die back and may not be considered a
good long term planting. It also is not consistent with other parkway plantings throughout the
Robertson Ranch development. Carex 'Panza' has been used in much of the Robertson Ranch
parkway areas, however to date it has not excelled. In order to maintain continuity it is
recommended that a grass type species be incorporated. Please consider other grass species
that have performed well in the Carlsbad area (i.e. Carex tumulicola, Festuca species).

Thank you for applying for land Use Permits in the City of Carlsbad. The Planning Division has reviewed
your Conditional Use Permit for a new fire station located at the northwest intersection of Cannon Road
and Wind Trail Way, application no. CUP 12-07, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is information which
must be submitted to complete your application. The second list is project issues of concern to staff. In
order to expedite the processing of your application, the "incomplete" items and your response to the
project issues of concern to Staff must be submitted directly to your staff planner; therefore, please
contact your staff planner directly to schedule a re-submittal appointment. As part of your re-submittal
package, please prepare and include with your re-submittal: {1) a copy of these lists, {2) a detailed letter
summarizing how all identified incomplete items and/or project issues have been addressed; and {3) five
{5) sets of revised plans. No processing of your application can occur until the application is determined
to be complete.
When all required materials are submitted, the City has 30 days to make a determination of
completeness. If the application is determined to be complete, processing for a decision on the
application will be initiated. In addition, please note that you have six months from the date the
application was initially filed, June 15, 2012, to either resubmit the application or submit the required
information. Failure to resubmit the application or to submit the materials necessary to determine your
application complete shall be deemed to constitute withdrawal of the application. If an application is
withdrawn or deemed withdrawn, a new application must be submitted.
At this time, the City asks that you provide five complete sets of the development plans so that the
project can continue to be reviewed. The City will complete the review of your resubmittal within 25
days.

Planning:
1. Initial Study (IS)
a. Please submit a site specific acoustical assessment to determine if mitigation will be
required to ensure that the living quarters within the fire station will not be subjected to
noise levels greater than 4SdBA. Add the acoustical assessment to the list of resources at
the end of the IS.
b. Please complete the first page of the initial study.
c. Are there any hazardous materials associated with cleaning the fire hoses? If so, please
address in the IS.
d. Section X -Land Use, parts b and c will require minor corrections. Please submit a word
version of the IS so that strikeout/underline corrections can be made on the document.
Engineering:

ISSUES OF CONCERN
Planning:
1. As mentioned in previous correspondence, a Master Plan amendment (MPA) and General Plan
Amendment (GPA) are required to ensure that the 2 acres (purchased by the City for a fire
station) within PA 13 are designated as OS instead of the current Elementary School land use
designation. Currently, the Planning Division is processing a Major Master Plan Amendment
initiated by the owner/developer (Shapell Homes) of the West Village of the Robertson Ranch
Master Plan which includes the change in land use designation that is necessary for your project.
The West Village project is moving forward and is tentatively scheduled for public hearing
before the Planning Commission in September 2012. If the West Village project is approved, the
MPA/GPA for your project would no longer be required. If the West Village project has not been
approved prior to scheduling your project for public hearing, your CUP would be conditioned
such that approval of an MPA/GPA would be required prior to issuance of building permits. This
would provide some additional time for the West Village MPA/GPA to be approved or for PEM
to submit a separate MPA/GPA application.
Engineering Plans:
1. Please screen back the park plans (parking lot, fields, etc.) on all of the sheets. Under "Future
Park Site" also include "conceptual site plan-not a part" or something to that effect.

2. Sheet C40 (Overall Site Plan): On Section A-A, please show the proposed grades of the slope on
the Shapell site in addition to the "optional future retaining wall by others" that is currently
shown on the section.
3. Sheet C41 (Preliminary Grading and Drainage Plan):
a. Please include a table of the earthwork volumes.
b. The use of retaining walls should be minimized so that the overall height of the fencing does
not exceed 6 feet from finished grade. For example, can the retaining wall (up to 3.5 feet
high) on the south side of the bio-retention basin be moved to the north side of the basin so
that the fencing can be placed on the existing grade at top of slope? If this is possible, could
the retaining wall be eliminated entirely and replaced with a small slope? This may also
potentially reduce the amount of fill needed for the site.
c. A similar comment applies to the fencing on the east side of the site. If the retaining wall
height cannot be reduced, please lower the overall height of the block wall so that it does
not exceed 6 feet. Please revise the detail accordingly.
d. On the west side of the site, consider designing the parking stalls so that they drain towards
the landscape area.
e. Please indicate under the "Design Notes" that the stone veneer columns will be placed
approximately 16 feet on center (Items 10, 11, 12 and 13).
4. Sheet C42 (Preliminary Storm Drain and Utility Plan):
a. It is intended that the fire station and park sites will be separate parcels (see Engineering
comments below). Therefore an easement will be required for the secondary overflow
point at the southwest corner ofthe site where the drainage flows across the park site.
b. Please relocate the 6" DCVDA to the west side of the driveway entrance so that it is a less
visible feature.
c. Please revise section A-A to address comment 2.c.(2) above.
5. Sheet C43 (Preliminary Paving Plan):
a. Please identify the paving material at the entrance to the building and at the patio area on
the south side of the building. The paving is shown as interlocking pavers on sheet C40.
b. Please identify the accent paving material at the response drive.
c. Please indicate on the plan where the decomposed granite occurs.
d. For the visitor parking stalls on the east side of the driveway, consider using the same
decorative paving that is used at the entry so that the spaces are integrated into the overall
design of the entrance.

e. Please provide an accent paving material at the entrance to the site (return drive).
f. At the new traffic circle, please show the circle designed with the same paving materials
that are used at the existing traffic circles in the development.
g. Please remove the symbol pattern from the buildings. It will help make the location of the
buildings stand out from the paving materials if they are white.
Architectural Plans:
1. Sheet A-01 (Site Plan):
a. Please include the earthwork volumes under the General Notes.
b. Parking stalls are required to have a minimum area of 170 square feet. Please either
increase the length or width of the stalls. Alternatively, parking stalls may be designed with
a 2 foot overhang into an adjacent planting area, provided that the minimum width of the
planter area is increased by 2 feet.
c. Please show the dimension of the planter area located between the west property line and
the parking area. A minimum 8 foot wide planting strip is required, exclusive of any vehicle
overhang area.
d. Please dimension the width of the walkways located around the building or specify a
minimum width (typical) exclusive of any vehicle overhang area.
e. Please identify the site feature that is located on the north side of the entry area. It looks
like it might be a low wall.. Please include details as needed.
f. Is it possible to reorient the hose drying tower 90° so that the storage area faces to the
north? Reorienting the more detailed elevations of the tower towards the roadways would
improve the offsite views of the tower.
g. If a monument sign will be proposed for the project, please indicate the location on the site
plan and provide details as needed.
2. Sheet A-02 (Floor Plan): Please compare the layout of the windows in the exercise room and
the dining room with those shown on the building elevation. The south building elevation
appears to show a wider window at the exercise room and two windows seem to be missing in
the dining room.
3. Sheet A-03 (Roof Plan):
a. Please include a roof plan for the hose drying tower.
b. The metal awnings on the east side of the building are mislabeled as metal trellis.
c. Please indicate the style of the concrete roof tiles.

4. Please explore other methods for screening the roof equipment on the west side of the building.
The roof below the parapet wall has the appearance of a mansard roof which is inconsistent
with the rest of the architectural design. Please discuss the various options with staff prior to
resubmitting the plans.
5. Sheet A-04 (Exterior Elevations):
a. Center the tower at the entry so that the brick area on either side of the precast trim is
equal.
b. Consider using a pre-cast trim element over the apparatus doors that face toward the
street.
c. The lettering on the tower element should probably include "Fire Station No.3".
d. The color chart needs to be revised to show the doors as a brown color rather than "deep
crimson".
6. Please explore opportunities to integrate an interesting brickwork patterns into the building and
paving leading to the entrance of the building. There may be opportunities to utilize the
brickwork features as a public art component.
7. Please provide a color/material sample board(s) (no larger than 9" x 12"), showing building
materials and color samples of roofing, brick, stucco color and texture, precast trim, trellis and
awning materials, glass, etc.
8. Sheet A-06 (Details):
a. Please indicate the type of masonry block that will be used for wall and trash enclosure.
b. Please review the detail for the trash enclosure. It does not appear that there is adequate
room to access both trash bins from the rear access area.
c. Indicate the range of heights for the walls.
Landscape Plans:
1. Sheet L-1.0 (Preliminary Plan):
a. Please include planting in the area on the east side of the project between the proposed
fence and the existing slope planting. I believe that area that has not been landscaped yet.
b. The planting within the new traffic circle should match the existing planting theme on the
Wind Trail Way.
c. Please verify that Shapell Homes is in agreement with the street tree proposed for Street

d. Consider replacing the tree at the corner of Wind Trail Way/Street "A" with a larger size
tree, such as a multi-trunk Olea europa, that would serve as a stronger focal point.
Landscaping (PELA):
The numbers below are referenced on the red line set of plans where appropriate for ease in locating
the area of the comment concern.
1. Plans are too conceptual to provide an appropriate review. One symbol is used for all shrubs
which may be very different in size and character. Please provide a separate symbol for each
type of shrub (i.e. large evergreen shrub, medium size shrub, small flowering accent shrub, etc.).
Final comments are reserved pending receipt of more complete plans.
2. Please include the following on the landscape plans:
a. Existing conditions (grades, plants, property lines, easements, right-of-ways, drainage
elements, utilities, etc.). Show and label all easements, property lines and the right-of-ways.
Please show all utilities (water and sewer lines, storm drains, etc.) and insure no conflicts
with trees. Insure no trees are located within utility easements.
b. Potable and reclaimed service locations and lines.
c. All vehicular sight lines, including intersection site distance corridors (see Figures 3-A and 3-
B) and Co/Trans sight distance standards (i.e.: stopping sight distance). See .comment
number 5 below.
3. The planting palette shall include:
a. Tree quantities.
b. Proposed plant sizes (either by number or percentage (%) of total quantity). 50% of the
shrubs (except on slopes 3:1 or steeper) shall be a minimum 5 gallon size.
4. Please address landscaping of all off-site graded areas.
5. Please show and label all vehicular sight lines with 25' corner cut-offs.
a. The plan shall demonstrate that plants, when installed and at maturity, will be positioned to
avoid obstructing motorists' views of pedestrian crossings, driveways, roadways and other
vehicular travel ways.
b. On collector streets and larger, landscape elements over 30 inches in height (including
planting measured at maturity) as measured from adjacent street grade are not permitted
at street corners within a triangular zone drawn from two points, 25 feet outward from the
beginning of curves.
c. At medium to high use driveways, the 30 inch height limitation applies at driveways 25 feet
from the edge of the apron outward along the curb, then 45 degrees in toward the
property.

d. Ensure that landscape elements at interior private driveway intersections do not obstruct
sight lines, so that circulation and pedestrian safety can be maintained.
6. Landscaping located within the bio-swale filtering areas will need to be established as working
filters prior to project occupancy. Please insure proposed plantings and sizes will provide for
this requirement. Please also address how this plant palette will transition back to surrounding
plantings and ultimate planting of the adjacent areas to the north of the street.
7. Phormium tenax 'Variegatum' and Phormium 'Wings of Gold' seem too large for a parkway
planting. Please provide appropriate smaller substitutes. There may be other plantings that
would be more compatible with existing Robertson Ranch parkway plantings. Please explore
the use of another species that is more compatible (i.e. Carex tumulicola, etc.).
8. It appears that there may be gaps between the existing landscaping and the wall. Please
provide landscaping to fill all gaps.
9. Please review other possibilities for the focal tree at the end of the street that might provide
more of an accent. Geijera lacks character and impact. Please see the Robertson Ranch Master
Plan for a list of possible accent tree replacements.
10. All utilities are to be screened. Landscape construction drawings will be required to show and
label all utilities and provide appropriate screening. Please also locate all light poles on the
landscape plans and insure that there are no conflicts with trees.
11. Street trees shall be selected from the approved tree replacement list identified in Chapter 6 of
the Carlsbad Community Forest Management Plan, unless approved otherwise. Please revise
street trees to one listed in this Chapter.
12. Insure that street trees are located:
a. A minimum of seven (7) feet from any sewer line.
b. In areas that do not conflict with public utilities.
c. Outside of sight distance areas.
13. A perimeter landscape border of at least eight (8) feet in width (exclusive of curbs) shall be
provided around each outdoor/at grade parking area unless the Zoning Ordinance or other
governing document specifically provides otherwise. The perimeter landscaped border
(between property lines and parking areas) may include any landscaped yard, setback, or
landscaped area otherwise required within the property and shall be continuous except for
required access points. A perimeter landscape border is not required between a parking lot and
building. The planting within the perimeter landscape border is not counted towards the 3%
landscape requirement for parking lots. Please address.
14. Parking areas shall be screened from adjacent property or streets through the use of planting or
any combination of planting, mounding, and decorative walls. Screening elements shall have a
total height of at least three (3) feet. Please address.
15. A minimum of 3% of the parking area shall be landscaped. The "parking area" includes all
parking spaces and drive aisles. The plantings shall be contained in planting areas with a

minimum dimension of 4' and bounded by a concrete or masonry curb of a minimum of 6" in
height. The plantings shall be located throughout the off-street parking areas in order to obtain
the maximum amount of dispersion. Please provide a calculation proving the percentage of
landscape area provided in the parking area.
16. Evergreen plants shall be used to screen unsightly elements and shall be spaced to provide
100% screening within two (2) years of installation. Please address screening of the rear work
areas.
17. Please clarify the MAWA calculations. It is not clear how the total MAWA was calculated. The
final MAWA appears to be too high based on the data used.
18. Please provide a colored or hatched plan clearly showing where recycled water, graywater and
potable water are proposed to be used for irrigation. Irrigation systems for all projects, except
for service to a single-family residence or front yard irrigation on individually metered condos,
shall be designed to use non-potable, treated recycled water, unless an exemption is approved
by the City Utilities Department. Please address.
19. Please provide a written description of water conservation features including addressing
xeriscape principles (see Appendix A) within the project.
20. Include a statement on the plans signed under penalty of perjury by the person who prepared
the plan that provides:
"I am familiar with the requirements for landscape and irrigation plans contained in the city of
Carlsbad's landscape manual and water efficient landscape regulations. I have prepared this
plan in compliance with those regulations and the landscape manual and agree to comply with
all requirements when submitting construction documents. I certify that the plan implements
those regulations to provide efficient use of water."
21. The plan shall provide that only low volume or subsurface irrigation shall be used to irrigate any
vegetation within twenty-four inches of an impermeable surface unless the adjacent
impermeable surfaces are designed and constructed to cause water to drain entirely into a
landscaped area. Please address.
22. Please explain why the MAWA landscape area is lower than the total of the ETWU landscape
areas.
23. Please explore the use of potted plants or installation of foundation plantings in the entry plaza
area to both enhance and soften this area.
24. RETURN REDLINES and provide 2 copies of all plans (concept, water conservation, and colored
water use plan) for the next submittal.
Engineering:
1. A boundary adjustment and certificates of compliance should be submitted and approved re-
configuring the three existing parcels into the 'fire station' parcel and the 'park' parcel as shown.
