RE: Application for CUP for Personal Training Studio.
All,
San Diego Premier Training is intending to relocate from within Carlsbad City limits to the new
location at 6451 El Camino Real, Suite 28, Carlsbad, CA 92011. The proposed tenant space has
been vacant for some time and is currently a 8 occupancy with a S Occupancy Warehouse in the
rear.
The existing Suite 8 is two separate office spaces of 1 ,486 sq. ft. & 853 sq. ft. There is also a
warehouse of 8,843 sq. ft.
The proposed tenant improvement will be to separate the warehouse space and office space,
only one partition wall will be required at the warehouse area. The two remaining units will be:
1.(not a part of this permit) Suite 81 853 sq. ft. of office and 6,017 sq. ft. of warehouse.
2. Suite 82 "San Diego Premier Training" 1 ,486 sq. ft. of office space and 2,826 sq. ft. of training
studio space converted from F occupancy to 8 occupancy as a part of this permit.
Other similar operations exist in the area. The site will be in operation from 5:30 am till approx. 8 pm
and be operated on an appointment schedule. No walk-in gym operation is proposed for this location.
A occupant load of 43 is designated for the building however there will be far less occupants than that
at any given point in time due to fixed equipment station use. Each trainer will work independently
with an individual or small group of 4 or less at any given time.

NOTE: Unless specifically stated in the condition, all of the following conditions, upon the
approval of this proposed development, must be met prior to approval of a building permit.

2. This project is approved upon the express condition that building permits will not be
issued for the development of the subject property, unless the district engineer has
determined that adequate water and sewer facilities are available at the time of permit
issuance and will continue to be available until time of occupancy.
32. Developer shall comply with the city's Stormwater Regulations, latest version, and shall
implement best management practices at all times. Best management practices include
but are not limited to pollution control practices or devices, erosion control to prevent

land Development Engineering has completed a review ofthe above-referenced project for
completeness and engineering issues of concern. All items needed for engineering review are
provided for determining the application as complete. Engineering issues which need to be
resolved or adequately addressed prior to staff making a determination on the proposed
project are as follows:
1. Use the health club land use in the current SANDAG Brief Guide of Vehicular Traffic
Generation Rates for the San Diego Region to determine the generation rates. Based on
4,312 square feet of area, the training facility will generate 129 ADT (4,312 sf x 30 ADT
per 1,000 square feet). This rate is consistent with the rate used for a similar gym,
Carlsbad Crossfit, approved per CUP 12-01 at 6352 El Camino Real, Suites F & G. like
San Diego Premier Training, Carlsbad Crossfit operates with scheduled classes or
training sessions with only a few customers at any one time. Although this proposed
use and Carlsbad Crossfit operate differently than a traditional gym or health club, the
most compatible use is a health club. For this reason and for consistency with the
generation rate used for Crossfit, please revise the ADT information on the site plan
accordingly.

Land Development Engineering has completed a review of the above-referenced project for
completeness and engineering issues of concern. All items needed for engineering review are
provided for determining the application as complete. Engineering issues which need to be
resolved or adequately addressed prior to staff making a determination on the proposed
project are as follows:
1. On the site plan, add the projected ADT generated by the training facility. Use the
health club land use in the current SANDAG Brief Guide of Vehicular Traffic Generation
Rates for the San Diego Region to determine the generation rates. Based on 4,312
square feet of area, the training facility will generate 129 ADT {4,312 sf x 30 ADT per
1,000 square feet).
2. See attached fee estimate sheet for estimate of the fees that must be paid with your
building permit.

The preliminary staff report for the above referenced project will be sent to you via email on Wednesday,
September 18, 2013, after 8:00 a.m. This preliminary report will be discussed by staff at the Development
Coordinating Committee (DCC) meeting which will be held on September 23, 2013. A twenty (20) minute
appointment has been set aside for you at 9:30a.m. If you have any questions concerning your project you
should attend the DCC meeting.
It is necessary that you bring the following required information with you to this meeting or provide it to your
planner prior to the meeting in order for your project to go forward to the Planning Commission:
1. Unmounted colored exhibit(s) of your site plan and elevations. For residential projects of 2 or more
homes a typical street scene of the elevations shall be provided. The corresponding rear elevations
for the homes shown for the typical street scene shall also be provided; and
2. A PDF of your colored site plan and elevations.
The colored exhibits must be submitted at this time to ensure review by the Planning Commission at their
briefings. If the colored exhibits are not available for their review, your project could be rescheduled to a later
time. The PDF of your colored site plan and elevations will be used in the presentation to the Planning
Commission and the public at the Planning Commission Hearing. If you do not plan to attend this meeting,
please make arrangements to have your colored exhibit(s) and the PDF here by the scheduled time above.

(CEQA) APPLICABILITY /PROCESS DETERMINATION AND TARGET DECISION DATE
CEQA Determination:
This is to advise you that after reviewing the application for the project referenced above, the City has
determined that the following environmental review process (pursuant to CEQA) will be required for the
project:
The project is exempt from the provisions of CEQA, pursuant to CEQA Categorical Exemption for Existing
Facilities-State CEQA Guidelines Section 15301. No environmental review is required for the project.
A Notice of Exemption will be filed after approval of the project with the San Diego County Clerk's Office
which involves a filing fee. Please submit a check to the project planner in the amount of $50.00 made out
to the San Diego County Clerk. The check should be submitted approximately one week prior to the
Planning Commission hearing date.
Target Decision Date:
In the interest of expeditiously processing your application consistent with the State Permit Streamlining Act
(California Government Code Section 65950), the project should be scheduled for a public hearing no later
than October 16, 2013.
Therefore, in the interest of achieving that decision date/hearing date, all remaining project issues must be
addressed by September 5, 2013. If all project issues are not resolved by the date listed above, you may
formally request a one-time 90 day application extension. Otherwise, you will need to withdraw the
application.

ISSUES OF CONCERN
Planning:
1. Please add the following information to the plans:
a. CUP 13-06 (top right corner of the plans).
b. General Plan Land Use designation-PI-Planned Industrial.
c. Name and address of the property owner.
d. Name of the sewer, water and school district providing service to the project; Carlsbad.
2. Please correct the number of parking spaces to be 144 standard parking spaces and 4 handicap
spaces for a total of 148 spaces. Unless there is a recorded joint use parking agreement in place,
parking spaces on the adjacent lot do not count toward required parking.
3. Please include the number of required parking spaces for this use; 1 space per 200 square feet
or 22 parking spaces for the proposed 4,312 square foot facility.
4. Please identify the existing uses located in the adjacent suites. Please include the square
footage of each use such as office, manufacturing, warehouse, etc. Please also identify existing
office square footage in any vacant suites.
Engineering:

San Diego Premier Training is a private personal training studio that has been in business for the past 5
years located at 6994 El Camino Real, Ste I 09 in Carlsbad. Over that time we have grown substantially
and can no longer serve our clientele in our current space. Most local residents who are searching for
fitness coaching are intimidated by large gyms and cannot get the service and attention they need. We
cater to that need by providing a more intimate environment to accommodate all of their needs and
wishes. We like to consider our studio more of a concierge fitness facility. We are your one stop shop!
Our business is one of a kind and there is no equal training facility in the area. Our staff is comprised of
very talented and experienced fitness professionals that have been in the industry longer than most. We
offer a community for our patrons to receive a personalized fitness schedule and a nutritional program
customized to their specific needs. We offer private training, semi -private training, and small group
training. Our semi-private sessions consist of at least 2 to no more than 4 clients working with one
trainer at a time, while our group training involves 5-IO clients max working at the same time. The
majority of our business is private one-on-one training with a few group and semi private session
throughout the week.
We are not a typical gym working with open schedules and freedom to come and go as members want.
And therefore we do not have a constant loud workout environment. We currently work with youth
clients, elder clients, and everything in between. We are the training facility for a number of
professional as well as recreational athletes. Our services also include sport and personal rehabilitation
and manual therapy for individuals recovering from injuries, physical conditions, or other orthopedic
issues. This is actually one of our primary reasons for the expansion. We have reached a point where
we would like to incorporate more therapy into our programs.
Our hours of operation are by appointment only. Prime time for us however, is typically with clients
before work (5-9am) and after work (4-7pm). During these busy hours we usually have about 4 staff
members present with a total of I0-12 clients. We do hold sessions throughout the day, but it is
minimal. Our sessions are 45 minutes long so no one is at our facility, besides staff, for more than I
hour. The rest of our day requires 2-3 staff members and 4-6 customers. The max number of parking
spaces we would require would be about I5.
In the 5 years we have been around we have never had a complaint from neighboring businesses in any
way. We are currently located next to a dentist office and a travel agent where we commonly refer
clients back and forth. We strongly understand the importance of working with our neighbors so that we
do not affect anyone's business or patrons and can continue to grow a positive presence in the Carlsbad
community.
