CUP 139B
Earlier city approvals (CUP 139 and 139A) included a sanctuary, education
building and future parish hall, rectory and administration building. The
sanctuary, as the largest assembly area, was used to calculate parking
requirements. The parking requirement was for 176 spaces.
o The Zoning Ordinance parking codes for assembly area have not changed.
o The sanctuary has not increased hi size.
o The City has only parked churches by building use when a child care center
or elementary school was proposed on the same site as a church.
o Existing and proposed parking spaces exceed the Zoning Ordinance
requirements
A CUP extension, granted in 2004, found the project to be consistent with the
Zoning Ordinance and in compliance with all conditions of earlier approvals
CUP 139 approved a total of 41,082 square feet. The current proposal is for
45,870 square feet.
o If additional square footage were reduced from 4,788 to 4,108 square feet,
the project would qualify as a substantial conformance and no discretionary
action would be required.
A Parking Study has been prepared to address parking and traffic flow.
Recommendations include street modifications for red curbs, crosswalk, and
parking "tic-marks" painted on the street. The church agrees to provide
improvements.
On August 8th, 2008, an Open House was held for property owners within a 600
foot radius. Only six residents attended with most comments directed towards
parking and construction concerns.
o Proposed street modifications addressed most of the residents' concerns.
Neighborhood parking impacts associated with church services only occur
approximately 4 hours a week on Sunday mornings. A common occurrence with
churches. The parish hall will not be used concurrently with the sanctuary. The
traffic study shows that construction of the parish hall will not contribute to any
parking issues.
Facts and Comparison with Union Church
• Saint Elizabeth
o Sanctuary of 17,568 square feet (850 seats)
o Parking requirement of 176 spaces
o Required parking provided on-site via 207 on-site spaces. An additional
158 spaces are available on-street for a total of 365 spaces.
• Union Church
o Sanctuary size of 19,454 sq. ft. plus balcony seating (1600 seats)
o Parking requirement of 320 spaces
o Required parking provided via 244 on-site spaces plus credit for 140
on-street spaces for total of 384 spaces
o Elementary school was proposed as part of church facilities
